The "garbage belt" has turned back into a green belt

There is a green belt about 100 meters long and 4 meters wide along the east gate of Yanji Four Villages and the intersection of Antu Road. It is left unattended all year round, and the environment is dirty, disorderly, and poor. Residents have many complaints, but it is still difficult to rectify it properly. Last year, when the Standing Committee of the People's Congress of Yangpu District carried out a concentrated community contact activity for city and district representatives, residents complained to the representatives. Four city and district representatives, including Wu Chongfeng, He Zhidong, Lin Moubin, and Chen Dong, went to investigate with the residents on the spot.

Originally, there was a "breakfast street" near the green belt, and bus stops and schools were also nearby, with a high flow of people. In addition, due to the unclosed iron fence near the street and multiple damages, passersby occasionally threw garbage into the green belt. Although the neighborhood committee had repeatedly asked cleaning companies and property management to clean it up, it didn't take long for it to "rebound".

The green belts that were supposed to brighten the city should not become garbage belts that hide dirt and grime. After understanding the situation, the representative submitted a proposal to the Yanji New Village Street Working Committee of the People's Congress of Yangpu District to address the environmental issues of the unmanned green belt at the east gate of Yanji Four Villages. The Working Committee of the People's Congress quickly incorporated the suggestions of the representatives into the "one network unified management" dispatch and disposal process of the street, and led the organization of on-site coordination meetings with the responsible persons of the street office, community management office, urban management team, urban construction center, beautiful home construction unit, Yanji Property, neighborhood committee, and representatives of the People's Congress and residents. Soon, the problem was solved. The management office and the beautiful home construction unit actively contacted the neighborhood committee, dismantled the damaged iron fence along the street, cleaned up the accumulated garbage for many years, and also replanted many green plants.

At the suggestion of the representative, the neighborhood committee formulated a residents' convention and established a volunteer service team composed of property management, neighborhood committee cadres, and party members to regularly clean up green belt garbage together with environmental sanitation workers. "The purpose of representatives' concentrated contact with community activities is to make us closer to the people, truly reflect and solve problems." The elevator has been installed and restarted

Last September, Building 3, Lane 125, Shuifeng Road, signed an elevator installation contract with the elevator company. The residents were immersed in the joy of about to leave the elevator, but they did not expect to change their minds halfway through. Originally, when the project approval entered the stage of building safety demonstration, due to the inability to refer to the original drawings and the limited survey scope and ability of the geological exploration company, it was impossible to determine whether there were hidden creeks, short piles, and other situations at the elevator design site. Taking safety issues into consideration, the elevator design plan was not approved, and the approval process was inevitably interrupted. The hearts of the residents also plummeted to the bottom.

During the concentrated contact with community activities by city and district representatives, Wu Hao, the Party Secretary and President of Shanghai Survey, Design and Research Institute Co., Ltd., learned about the situation and immediately went to the scene. He saw the difficulties of elderly people traveling up and down in the building and the enthusiasm of residents to report the situation. The next day, Wu Hao, the representative, leveraged his industry and resource advantages, arranged for engineers from his unit to deeply understand the situation with elevator design companies and geological exploration companies, and conducted on-site surveys; At the same time, actively contact the municipal map review unit to seek solutions. After coordination and demonstration by the Shangkan Group team, the Municipal Safety Supervision Bureau will re approve the installation of elevators project and hold an online expert review meeting. The neighborhood committee, property committee, elevator company, and other parties participated in the meeting and absorbed expert opinions on the modification of the design scheme. In February this year, the elevator installation design plan for Building 3, Lane 125, Shuifeng Road passed the review, and the elevator installation project finally began.

The missing street lights come on

Lane 223, Songhuajiang Road, was built in the 1980s and is an autonomous community without property management. The large community only has 5 street lights, and there are many people walking and exercising at night, posing significant safety hazards.

When representatives concentrate on community activities, residents suggest adding street lights in the community. The Yanji Street Working Committee actively coordinated with the Community Party Building Office, and ultimately included the "Bright Project" of Lane 223, Songhuajiang Road in the 2023 Party Organization Service to the Masses special project. Through democratic consultation and public announcement, it is determined to add 10 street lights near the bicycle shed, at the entrance of the small garden, next to fitness equipment, and green belts, to achieve full coverage of night lighting in public areas.

No.18, No.21, No.60, and No.71 of Yanji Seven Villages are small high-rise buildings built along Songhuajiang Road. Due to structural design issues, there is a certain height difference between the external ground and the elevator entrance on the first floor of the building, which is bridged in the form of eight stairs, causing serious inconvenience to the disabled and elderly in the building. When representatives concentrate on community activities, residents hope to solve the problem of transportation difficulties for the elderly who have been troubled by the suspended buildings for many years. After the street work committee dispatched orders, the street office communicated and contacted relevant functional departments in the district to form a work plan for "rebuilding ramps through the Songhuajiang Road green belt", and included "installing convenient passages for middle and high-rise buildings" in the 2023 Yanji Xincun Street Livelihood Practical Project.

Shi Ju, a representative of the District People's Congress and Secretary of the Party Branch of Yanji Seven Villages Residential Area, utilized the platform of the People's Congress Representative Liaison Station located in the community to hold a democratic consultation meeting, fully listened to the opinions of all parties, completed household investigations and solicitation of opinions, and implemented the funds in place through the community maintenance fund and special funds for party organization services to the masses. At present, the project has entered the approval stage and will start construction in the third quarter of this year and be completed in the fourth quarter.
