Since the implementation of the Shanghai Municipal Regulations on the Management of Domestic Waste, the concept of waste classification has gradually taken root in people's hearts. Data shows that 88% of the city's classification and disposal points have completed upgrades and renovations, and 500 domestic waste rooms are undergoing standardized renovations. More than 80% of the centralized disposal points are equipped with hand washing and deodorization devices, and a number of high-quality demonstration residential areas for garbage classification have been constructed. The construction of a recyclable material recycling system is actively being promoted, with more than 15000 recycling service points, 198 transfer stations, and 15 collection and distribution yards built. At present, the recycling and utilization rate of domestic waste in the city has reached 42%, higher than the national average level.

According to the survey questionnaire distributed by the law enforcement inspection team, the satisfaction rate of the fourth level People's Congress representatives in this city with the implementation of the Regulations is 88.2%. Since 2019, Shanghai has consistently ranked among the top in the evaluation of domestic waste classification work in cities at or above the prefecture level by the Ministry of Housing and Urban Rural Development. Starting from the end of November 2021, this city has achieved zero landfill of domestic waste.

Zhou Hong, a member of the committee, said that some residents have reported that the designated and scheduled placement in residential areas is not user-friendly enough. For example, some small areas have scheduled placement at 7 pm and some residents do not have time to place them. "We cannot simply focus on management needs while neglecting the convenience of citizens." He suggested adopting a "one community, one plan" approach, reasonably arranging placement periods, containers, and collection frequencies to provide convenience for citizens' classification.

There are certain difficulties in the recycling and utilization of recyclable materials. Law enforcement inspections have found that the recycling network is not yet sound, and the layout of some points and stations is not reasonable enough, making it inconvenient for residents to invest and sell. The intensification level of the recycling industry is relatively low, and there is a lack of environmental and safety standards in the recycling industry. There are a large number of small, scattered, and disorderly recycling enterprises and individual recycling personnel.

The questionnaire survey shows that there are relatively few individual punishment cases for violating garbage classification, the legal deterrence is insufficient, and the perception of citizens is not obvious. According to data, since the beginning of this year, more than 14000 cases of unclassified disposal of household waste have been investigated, and 1121 cases of individual littering and littering of household waste by community residents have been investigated. "Can these cases be widely publicized, so that once people know that certain behaviors will be punished, they can understand and abide by the law, and be more proactive in sorting garbage?" Promote the early release of upgraded versions

Household waste classification is a protracted battle.
