Under the guidance of the Shanghai Municipal Commission of Commerce, on the afternoon of June 8, the establishment ceremony of the Yangtze River Delta Trade Adjustment Assistance Industry Service Alliance hosted by the Shanghai Chamber of Commerce for Import and Export and the launch of the Shanghai Trade Adjustment Assistance 100 Training Training Season was held in Hongqiao Pinhui.

Trade adjustment aid refers to a system arrangement in which the government helps enterprises in temporary difficulties overcome difficulties due to sudden changes in the international trade environment, import surges, or forced industrial transfers. This system is a policy tool widely used by major economies around the world. Its main approach is to help enterprises cope with unexpected situations and difficulties caused by non market factors in foreign trade, eliminate harmful effects, restore normal market competition levels, and thereby maintain industrial security and development benefits.
The current situation of foreign trade development is complex and severe. The Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting High Quality Development of Trade clearly propose to study the establishment of a trade adjustment assistance system. During the 14th Five Year Plan period, China will make reasonable use of international rules, explore a trade adjustment assistance system that is in line with its national conditions, and build an open security guarantee system.
The "14th Five Year Plan" for Shanghai also clearly proposes to expand the coverage of the trade adjustment assistance system and help enterprises better cope with the impact of changes in the international trade environment.
Since 2017, under the support and guidance of the Trade Remedy Bureau of the Ministry of Commerce, Shanghai has taken the lead in carrying out the pilot work of trade adjustment assistance in the Pudong Pilot Free Trade Zone, and achieved good expected results. In 2021, on the basis of early pilot projects, drawing lessons from the practical experience of Europe and the United States, and absorbing the national system, Shanghai took the lead in issuing the "Shanghai Trade Adjustment measures" for the whole city in the form of local normative documents, further clarifying the concept of aid, working mechanism and construction objectives, innovating the aid methods and reserving space for development. At present, accelerating the promotion of trade adjustment assistance is of great significance to stabilizing the scale of Shanghai's foreign trade and optimizing the structure of foreign trade.
The Yangtze River Delta Trade Adjustment Assistance Industry Service Alliance, jointly established by the Shanghai Chamber of Commerce for Import and Export, Jiangsu Chamber of Commerce for Import and Export, Zhejiang Association of Foreign Trade Enterprises, Anhui Chamber of Commerce for Import and Export, Ningbo Association of Foreign Economic and Trade Enterprises, and 18 industry associations in the Yangtze River Delta region, released the "Yangtze River Delta Trade Adjustment Assistance Industry Service Initiative" at the event, proposing to further integrate cross regional and cross domain industry, expert, and think tank resources, and enhance enterprise policy awareness and service acquisition through precise and professional assistance.
From June to December this year, the Shanghai Trade Adjustment Assistance Training Season will focus on policy promotion and assistance guidance in 23 industry sectors in Shanghai, providing comprehensive support for enterprise trade adjustments.
