The term "lying flat" has been popular for a long time, and now it is also used for a few cadres. These comrades receive the people's salary, but do nothing and do nothing, which is called "lying flat". They believe in the creed of "the more you do, the more mistakes you make, the less you do, the fewer mistakes you make, and if you do nothing, you make no mistakes", and they muddle through life and spend years, not to mention "wanting to do things, being able to do things, getting things done, and doing big things". They do not take risks or try anything in reform and development, and they "pass the buck" in the face of social contradictions, and they do not care about the difficulties of the masses.
The most typical or extreme example of "lying flat" is a certain Tong who was once the party secretary of Hengyang. This seemingly "honest official" secretary Tong did not take a penny from others, nor did he eat a meal with his boss. His only hobby was to take a walk in the courtyard of the municipal party committee every day. However, when the chaos of "vote bribery" appeared in the city's people's congress election, which was already known to everyone, Secretary Tong was still walking there to relax, neither stopping it nor solving the problem, which led to a sensational election sabotage case in the country. Secretary Tong, who "lay flat", was sentenced to five years in prison for "malfeasance of duty", which is the essence of "lying flat".
It is said that "the situation is changing". Due to the severe accountability of "lying flat" officials at all levels and the exposure and condemnation of "lying flat" cadres by public opinion, some comrades have turned over and "got up". They are no longer "lying flat" but have changed their posture and adopted "false posture". They seem not to be "lying down", but in fact they are still "doing nothing". What's worse, some of them "got up" to carry out a set of false works, using "grand" and excessive formalism to cover up their original "inaction", but the result is that they are still just sitting in their positions and doing nothing.
For example, a grassroots cadre in a certain place told reporters that no one had taken care of the firefighting facilities there for many years, but not long ago, the relevant superiors suddenly notified that they would send an inspection team to inspect and put forward many requirements that must be "carefully prepared". So the grassroots had to stop other work in their hands and "concentrate their efforts" on shooting videos, hanging signs, display boards, printing materials, and even doing a large-scale environmental improvement and repairing houses. As expected, the "inspection team" came, more than a hundred people, wandered around the lobby, listened to a few reports, and then went home - you say he "lay down", he didn't, he "went deep into the grassroots" in a mighty manner, you say he didn't "lay down", he didn't do anything, so he was "fake", which is no different from "lying down and doing nothing".
Some grassroots cadres say that "making a false move" is worse than "lying flat and doing nothing". "Lying flat" means not doing anything, but "making a false move" means not doing anything and not letting the "lower level" work normally. For example, the inspection team in the above example kept the grassroots busy for ten days for a ten-minute "inspection". Recently, there was another public report, revealing that the headquarters of a central enterprise convened more than 800 meetings of its subordinate enterprises in a year, and held three meetings every working day. One of its subordinate enterprises received more than 280 meetings from "above" in this year. Such a disaster of documents and meetings not only makes the headquarters spend all day in meetings, but also makes the grassroots miserable and at a loss, not to mention the reform and development of the enterprise. So people have to say that engaging in formalism is worse than "lying flat and doing nothing"!
"Lying flat" should be criticized and held accountable. It seems that they have "got up", but in fact it is another kind of "lying flat" "fake" that deserves our vigilance! As for the Secretary Tong mentioned above, "ruling by doing nothing" caused such a big mess, but he was not held accountable at the time, but was promoted to the vice-provincial level. It was not until the central government discovered his "lying flat" that he was stripped of his official position and brought to court. This "employment orientation" may be the deep reason why a few officials go from "lying flat and not working" to "fake shots" and are unwilling to "roll up their sleeves and work hard"!
