On August 17th, the theme event of Hongkou District Government Open Month and the awarding ceremony of Shanghai's first "Government Affairs Open Observation Station" were held at Baiyulan Square.
It is understood that in recent years, Hongkou District has deeply implemented the concept of people's city, and made every effort to build "the World Reception Hall, the North Bund of Shanghai, the Golden Triangle of the Pujiang River, and the new landmark of Puxi", striving to become an important exhibition window of Chinese path to modernization. Centered around this strategic goal, Hongkou District focuses on the "Five Openings" and promotes "Sunshine Governance", continuously leveraging the role of government transparency in serving the overall situation of the center, accelerating the transformation of government functions, and building a transparent government. For six consecutive years, it has ranked among the top in the "China Government Transparency Index Report".
On that day, Hongkou District established one district government affairs open observation station and nine special observation stations in eight streets of the district, covering key commercial districts such as tourist centers, park party and mass service stations, community reception halls, marriage registration centers, etc., focusing on topics such as soliciting opinions on enterprise policies, development and construction of the North Bund, finance, people's livelihood, green and low-carbon, and science and technology innovation. The first batch of 12 government affairs open observers were hired to supervise and evaluate government affairs open, government services, and policy implementation, and provide suggestions.
As the first "government affairs public observation station" in Shanghai, the Shanghai Baiyulan Party and Mass Service Station is currently the Hongkou District Government Affairs Public Observation Station, and also the first station in the city to connect the community affairs acceptance dedicated line to Grade A office buildings. Serving nearly 8000 employees from over a hundred enterprises in the building, the Baiyulan Party and Mass Service Station explores a one-stop solution for party affairs, government affairs, social affairs, medical care, and legal affairs within the building, becoming a home for white-collar workers and a bridge for connecting enterprises with the government.
Zhao Tiantian, the person in charge of the Baiyulan Party and Mass Service Station, stated that in the future, we will promote the deep integration of government affairs open observation stations, public participation points for major administrative decision-making work, and the resources, strength, and services of the Party and Mass Service Platform. From the first perspective of "window services" at the entrance of the building, enterprises and the public can better understand the work content of government services, create an open and transparent government service environment, and provide timely feedback on the "bottlenecks, difficulties, and pain points" in government services and optimizing the business environment from the third perspective. This will promote the effective improvement of government service levels and assist in the high-quality development and construction of the North Bund.
On the same day, the "Policy Easy to Check" platform of Quyang Road Street was officially launched. This is a new application launched by Quyang Road Street through the "Suishenban" flagship store in Hongkou. It will rely on the "one-stop service" to provide residents with a full process, full time, and self-service convenient service of "policy collection policy inquiry policy processing".
It is reported that "Policy Easy to Check" gathers two categories of information: policy and service. In addition to government service matters, it also includes information on life services, covering 75 policies such as assistance, elderly care, and disability. Its user-friendly interface is convenient for citizens to classify or comprehensively search. Residents do not need to fill in personal privacy information such as ID card, name, and mobile phone when using it. They can directly click on the relevant personal information options and "one click query" to push policy and service information, including policy basis, service guide, and processing location.
At present, the "Policy Easy to Check" platform has achieved 16 "read and handle linkage". Relevant matters can be completed online by clicking the "go to handle" option on the policy information page and connecting with the "do not meet" online service with one click, according to the processing requirements.
Sheng Qiang, Deputy Director of the Municipal Government Office, stated that the establishment of a government transparency observation station and the hiring of government transparency observers in Hongkou District is an innovative practice in Shanghai's government transparency work. It is a new lever for deepening the standardization and standardization of government transparency construction, and also a new exploration for deepening the practice of people's democracy throughout the entire process.
