Regarding this, Han Fuguo, a professor at the School of International Relations and Public Affairs at Fudan University and director of the Fudan Urban Governance Research Center, stated that the resident convention should have regional characteristics, and the formulation process should fully consider the nature of the community and the composition of the residents in order to be accepted by the residents. Xinjiangwancheng Street is the third generation international community in Shanghai, with residents who are young, highly educated, and structurally diverse. They have certain abilities in self-management, self-service, and self-education, and have a high recognition of legal provisions. Therefore, under the 60 articles of the New Era Residents Convention in Xinjiangwan City, there are relevant legal links that provide strong support for the content of the convention.
For example, Article 21 of the "Do Not Disturb Neighbors in Home Life" Convention proposes that residents should control the sound, avoid loud noise, pay attention to time, and not affect the rest and life of others during family gatherings, entertainment activities, cultural and sports exercises, etc. The relevant contents of Article 9, Article 65, and Article 66 of the Noise Pollution Prevention and Control Law are clearly listed under this convention. Qian Linling, Deputy Director of the Xinjiangwan City Sub district Office, said that when residents encounter various needs and problems in their daily lives and need to communicate with each other, they can take out the Resident Convention and find the relevant legal basis through a simple search. In this way, the organic combination of rule of law and moral governance can better achieve "community affairs being resolved within the community.".
It is reported that the Resident Convention of Xinjiangwan City focuses on reflecting the new era's new customs and clear outline levels, starting from the smallest element of the family, to buildings, communities, and society, and progressing layer by layer in four chapters; Using legal interpretation and focusing on common problems encountered by residents in their daily lives, using the tone of advocacy and the expression of "being able to understand and remember" to achieve the effects of "being able to work" and "being able to use it well".
New Jiangwan City stated that under the guidance of the outline of the convention, the next step for New Jiangwan City Sub district will guide various communities to revise the residential area convention in accordance with clear "outline regulations and norms", implement it in the details of community life, and stimulate the vitality of diverse subjects to participate in community governance. This is just the "1.0 version" of the New Jiangwan City Street Convention. In the future, the street will continue to update and absorb the good opinions and suggestions of residents, and regularly update the outline content.
