On the new journey of Chinese path to modernization, Shanghai cadres, especially leading cadres at all levels, are required to be good "construction team leaders", which also means that they must show extraordinary professionalism, reflect the special position and level of Shanghai, and adapt to the changes of the times.

Since the end of last year, the Shanghai Municipal Party Committee has repeatedly emphasized that to be a good "construction team leader", one must have "strong political skills and strong abilities". In March this year, Chen Jining stressed that Shanghai cadres should "know the direction, trends, trends, and problems", especially grasp the special mission of Chinese path to modernization in Shanghai, and take a higher political position and a stronger ability to grasp, learn, and implement strategies, so as to serve as "vanguard" and "pacesetter".

Political ability is considered the primary requirement. Last week, the Shanghai Municipal Party Committee held a thematic education thematic learning seminar and a central group learning meeting to exchange learning experiences and lay a solid ideological foundation for high-quality thematic democratic life meetings.

Chen Jining emphasized at the meeting that learning ideology must follow up with learning in a timely manner, enhance systematicity, grasp regularity, achieve integration and understanding of the essence of thinking, "adhere to using learning to shape the soul to promote spiritual baptism, using learning to enhance intelligence and enhance abilities, using learning to promote work style transformation, and using learning to promote career development.".

Obviously, among the "three abilities" of cadres, their thinking ability and practical ability are closely related to their political ability - whether they possess excellent qualities in these two aspects also tests the level of a cadre's political literacy.

"Thinking ability" means strengthening strategic vision, broadening international perspective, enhancing systematicity, wholeness, and synergy, consolidating professional spirit, abilities, and qualities, empowering each other in promoting national strategy, linking with each other in breaking through difficult problems, and resonating with each other in functional role play.

Previously, city leaders have proposed on multiple occasions that Shanghai cadres should strengthen forward-looking planning, be good at looking at the present from the future, increase sensitivity to new things, be proactive and prepare early, transform potential opportunities into real opportunities, and resolve potential risks in their early stages; Be good at seeing through phenomena to see the essence, better understand trends, grasp patterns, and have a long-term strategic thinking in important planning, key projects, and key matters to see long-term development.

Having such ability inevitably requires strengthening learning ability and awareness, showing a necessary sense of urgency in encountering new things, understanding new logic, and grasping new trends - satisfying the current situation and lying in a "comfortable zone", which is obviously unacceptable.

"Practical ability" requires the courage to reform and tackle difficult problems, the ability to solve problems, and the ability to do a good job in mass work. It requires more initiative to go deep into the masses and grassroots, and enhance the ability to promote high-quality development, serve the people, and prevent and resolve risks through practical work. There are many specific and detailed aspects involved, such as whether it is possible to regularly focus on "visiting hundreds of households, visiting hundreds of households, solving hundreds of difficulties, and warming the hearts of hundreds of households", and truly put the effort into daily life.

In May of this year, when Chen Jining conducted research on grassroots party building work in Shanghai, he specifically emphasized the need to actively adapt to new situations and changes, continuously improve the pertinence and effectiveness of work, stimulate vitality and unite people's hearts through innovative methods, and promote the high-quality development of urban grassroots party building.

He stated at that time that we should closely integrate theme education, focus on enhancing the political and organizational functions of grassroots party organizations, and continuously enhance their ability to lead politics, integrate resources, and mobilize the masses; We must adhere to a downward shift in focus and a downward shift in strength, continuously empower, reduce burdens, and increase capacity at the grassroots level. The policies and measures that have already been introduced should be effectively implemented, allowing the grassroots level to have more energy and resources to solve practical problems for the people.

Last week, the Standing Committee of the Municipal Party Committee reviewed and approved the "Shanghai Village Organization Affairs Access Management Measures", "List of Matters for Shanghai Village Organizations to Fulfill Responsibilities in accordance with the Law", and "List of Matters for Shanghai Village Committees to Assist in accordance with the Law". It was pointed out that we should adhere to the grassroots orientation, strengthen the management of the source of burden reduction, and ensure the implementation and effectiveness of the "one method and two lists" for reducing the burden on village organizations, and do a good job in enhancing energy and efficiency. The original intention of the above work is to make village organizations more capable and energetic in doing practical things and solving difficult problems for the people.

For party members and cadres at all levels, being good at dealing with the masses means being good at dealing with the most specific and real problems on the front line, and coming up with practical and genuine solutions in the process of facing contradictions and problems.
