Multiple sudden water shutdowns without warning
On the noon of June 25th, Mr. Fan walked out of Building 15 in the community with a worried expression: in the past two weeks, several sudden water shutdowns have put him in an awkward situation.
"The first time was last week, around 10pm when I turned on the faucet to take a shower and found that there was no water left. The weather was hot and I was sweating and uncomfortable, so I had to wait with my eyes open until 4am when I finally got water to take a shower." Recalling the experience of water outage, the old man was deeply impressed. "The second time was in the evening the next day, when I was planning to cook dinner and turned on the faucet, there was no water left. The neighbors in the whole building had to go out and find a place to eat dinner." He also noticed that it seemed that with frequent water outages, the elevators in the building could not function properly. ". In this 33 story residential building, residents have to climb on foot.
Not only Building 15 has experienced frequent water outages. Aunt Luo, who lives in Building 16, told reporters that the building has been frequently without water since early June. "Within a month, there could have been seven or eight shutdowns, during which the property management never issued a water outage notice in advance, and there was no explanation or explanation afterwards." Aunt Luo recalled that every time a resident reported a repair, maintenance personnel had to spend several hours repairing it. Although it was relatively timely to come to the site, the water would be shut down soon after. "On June 20th, there were even two shutdowns of water in a day. After the water was shut down in the morning, it was repaired, and then it was shut down in the afternoon."
The residents are quite uneasy about the unforeseeable water outage. On the morning of June 26th, when the reporter visited buildings 15 and 16 in the community again, a passing resident told the reporter that there has been no water outage in the two buildings recently. With the concerns of the residents, the reporter also went to the Zhongfu Garden Phase II Property Management Service Center to inquire about the relevant situation. According to the relevant person in charge, Zhongfu Garden Phase II is a commercial housing community delivered in 2014, with a housing age of nearly 10 years, and there have been issues such as aging houses and outdated water supply equipment. In order to further improve equipment maintenance and management, starting from January 1, 2023, the water supply related affairs of the community have been transferred from the property management company to Shanghai Urban Investment Water Management. "Residents' repair and other matters can also be directly completed by calling the Shanghai Water Supply Hotline."
The relevant person in charge told reporters that the frequent water stoppages this time are concentrated in buildings 15, 16, and 27. The cause is the aging and damage of the water valve in the water tank, which caused abnormal water discharge during the repair process, and also caused the elevator to be unable to use due to water ingress. After the water valve problem was temporarily resolved, a main water pipe located on the third underground floor broke again and needed emergency repair. "Multiple unexpected events combined, affecting the daily water use of residents for a period of time." In response, Urban Water Investment recently responded that there were equipment problems such as pump room control cabinets in the community during the handover. After receiving reports from residents for repairs, all problematic water supply equipment has been replaced one after another.
In order to further ensure the follow-up water use of residents in the community, the Urban Investment Water Management and Property Management Service Company held a meeting on the afternoon of June 26th to conduct detailed communication and coordination on the water supply equipment of Zhongfu Garden Phase II, and will carry out regular overall maintenance inspections in the future.
