How to implement the suggestions of the people recruited? Putuo Taopu Continuously Inquires with the People, Widely Investigates and Studies Urban Movement | Youth | Putuo Taopu
On the afternoon of August 16th, the Youth Forum activity "Imagining a Beautiful Life in Taopu and Gathering Public Opinion to Provide Reliable Suggestions" was held at the Urban Sports Center of Taopu Town.
At the meeting, 10 young cadres from Taopu Town shared their research results and relevant suggestions on issues of public concern, such as the renewal of green corners, green camping plans, placement of public toilets, digital public speaking booths, and garbage classification concept stores. According to Lu Xiaoyou, the director of the People's Proposal Collection Office in Putuo District, these 10 research reports have evolved from the "golden idea" of a "reliable suggestion" activity. How to implement the people's suggestions collected? It is necessary to conduct more extensive research and study actionable measures. Let a "golden idea" leverage the wisdom of multiple parties, which is a vivid reflection of Putuo's practice of the concept of people's democracy throughout the entire process.
77 to 10: from thin to thick, from thick to thin
In March of this year, Taopu Town in Putuo District, in conjunction with the District People's Proposal Collection Office, launched an active solicitation activity for "I Provide Reliable Suggestions for Livable Taopu". During the event, a total of 77 suggestions from the people were collected, mainly focusing on urban space micro renewal, urban interface image enhancement, and improvement of community supporting facilities. For example, we hope to leverage the abundant resources of Taopu Town's forest belt and greenery to create a distinctive camping area; I hope to update and transform the community greenery, so that Taopu can see greenery through windows and scenery through sliding doors; I hope to solve the problems of parking, calling, and toileting.
"Behind every good suggestion, there is a real problem." People's suggestions reflect residents' aspirations for a better life in Taopu. How can they be turned into practical and effective solutions? To this end, Taopu Town is problem oriented, focusing on the concerns and expectations of the people, and mobilizing all young cadres at the urban construction site of Taopu Town to carry out a large-scale investigation activity, continuously asking for needs and plans from the people. During the research period, young cadres distributed 1247 questionnaires to residents through on-site visits and discussions, ensuring that the situation was understood, problems identified, and countermeasures implemented effectively.
On this basis, a total of 42 research reports were written by young cadres at the urban construction entrance of Taopu Town, covering various aspects of urban construction such as "pocket park construction", "utilization of space under the bridge", "beautification of blank walls", "micro update of the central garden of the community", and "temporary parking around the community". Starting from May, Taopu Town held three specialized research meetings, introducing professional teams from the Department of Architecture, Planning Institute, and Academy of Fine Arts of Shanghai University to guide young cadres in optimizing design plans and improving research reports. Based on the feasibility standards of the suggestions implemented in the near future, they continuously improved and ultimately selected the first batch of 10 high-quality suggestions with accurate questions and detailed data.
From "Vision Map" to "Realistic Painting"
At the forum event, young cadres shared their research results over the past few months. Based on on-site research and a survey questionnaire of 344 residents in Taopu, young cadre Xu Xiaofeng suggested renovating and updating the green spaces at the intersection of Cedar Road and Green Yang Road, as well as at the corner of the Chapu River in Green Yang Road. This would increase the beautification of green plants, enhance landscape effects, and introduce cultural connotations, creating these urban spaces as the "third space" for community residents to live and rest. After conducting field research in Century Park, Huangxing Park, and Pujiang Countryside Park, young cadre Wu Chao comprehensively analyzed 88 resident questionnaires and suggested making full use of the vacant land in Taopu Town Park, forest belts, lawn areas for recreational activities, and understory spaces to create the Taopu "Green Camping Plan"; At the same time, practical and feasible suggestions were put forward for site operation, safety management, ecological protection, brand packaging, publicity and promotion, and other matters.
"After polishing the suggestions of the masses, a vivid image has been created." The professional team of Shanghai University introduced the planning and design suggestions on site, such as the plan to adjust the green space on the east bank of the Zhongchapu River, plant peach forests densely to create the "Taoyuan Fortress"; We plan to carry out cultural and creative packaging for Lane 822, Zhennan Road, and create a popular street area. The main leaders of Taopu Town stated on site that some suggestions such as beautifying and updating corner green spaces, digital public telephone booths, and updating Zhennan Road have been adopted by the relevant departments of the town. The suggestions of green camping pilot, solving parking difficulties, and optimizing public toilets are very valuable, and the relevant departments of the town will actively promote them.
"Let the suggestions put forward by the masses have results and feedback, so that everyone's work can be evaluated and discussed by everyone, and done well." Lu Xiaoyou said that he should continue to adhere to the working principle of coming from the masses and going to the masses, not only being a "perceptron" and "transmitter" of public opinion, but also a "practitioner" of people's will, making individual "golden ideas" more abundant in discussions and truly transforming into the "golden key" of urban governance.
