Collaborative promotion of carbon reduction, pollution reduction, green expansion, and growth is a key task proposed in the report of the 20th National Congress of the Communist Party of China to promote the construction of a beautiful China and promote green development. As a pioneer in China's reform and opening up, and a pioneer in innovative development, how can Shanghai promote a comprehensive green transformation of economic and social development, and take the lead in building a socialist modern international metropolis that harmoniously coexists with nature? Recently, the press conference of "Shanghai Blue Book: Shanghai Resources and Environment Development Report" and the Shanghai Green Development Situation Analysis Seminar were held at the Shanghai Academy of Social Sciences, and the above questions were answered.
Researcher Zhou Fengqi, editor in chief of Blue Book, director of the Institute of Ecology and Sustainable Development of the Shanghai Academy of Social Sciences, and president of the Shanghai Society of Ecological Economics, introduced the topic and core content of Blue Book. She stated that the root cause of ecological and environmental problems lies in the development and lifestyle issues. The 2023 Shanghai Resource and Environment Development Report focuses on the research of Shanghai's comprehensive promotion of green and low-carbon transformation under the background of "dual carbon", and conducts systematic research on Shanghai's comprehensive promotion of green and low-carbon transformation from the perspectives of carbon reduction, pollution reduction, green expansion, and growth. It proposes strategic suggestions for Shanghai to promote comprehensive green transformation of economic and social development, providing reference for relevant decision-making departments.
The report establishes a comprehensive green transformation evaluation index system for economic and social development from four aspects: carbon reduction, pollution reduction, green expansion, and growth. The analysis of the Yangtze River Delta urban agglomeration shows that Shanghai's comprehensive score for green transformation in economic and social development ranks first in the Yangtze River Delta urban agglomeration, but the development of the four dimensions is uneven. The scores for carbon reduction, pollution reduction, and growth are high, but due to factors such as population density and urban development intensity, Shanghai has not yet formed a competitive advantage in green expansion.
In the field of carbon reduction, the report focuses on four areas: green and low-carbon transformation of energy, green and low-carbon transformation of manufacturing industry, process management of building carbon reduction, and green transportation system. It points out that in the field of carbon reduction, Shanghai needs to focus on promoting clean and efficient utilization of coal, improving the substitution rate and utilization scale of renewable energy, strengthening the support of energy technology innovation, and building a collaborative and complementary regional energy cooperation system; Emphasize the leading role of green standards and design, and enhance the digitalization and recycling level of the manufacturing industry; Expand the coverage of real-time monitoring platforms for building carbon emissions, and carry out high-precision pre evaluation of building energy efficiency and carbon emissions; Reduce carbon emissions intensity in the transportation sector with the direction of low-carbon primary energy and electrification of terminal energy consumption.
In the field of pollution reduction, the report focuses on two major areas: collaborative emission reduction and institutional innovation. It believes that Shanghai needs to focus on the coordinated emission reduction of NOx and VOCs, with structural optimization and source control as the main direction. Through optimizing the energy consumption structure, strengthening VOCs source prevention and control, implementing smart supervision of mobile sources, and improving the level of non-point source control, collaborative emission reduction can be achieved. Shanghai needs to focus on improving the administrative cooperation framework, strengthening diversified cooperation carriers, enhancing technological innovation empowerment, and building a collaborative governance network to promote regional ecological environment collaborative governance.
In the field of green expansion, the report starts with the development of world-class waterfront spaces and the construction of a harmonious urban-rural park system between humans and nature. It points out that in the process of optimizing and transforming the functions of world-class waterfront spaces, Shanghai should focus on the characteristics of waterfront spaces, environmental quality, and infrastructure construction, and introduce a diversified subject development model to formulate targeted financial support policies for different types of enterprises. Shanghai should promote the multi-level, diversified, and integrated development of park system structure, improve the connectivity, accessibility, and fairness of park green space layout, enhance the complexity, uniqueness, and ecology of park service functions, and achieve the unity, innovation, and overall planning of park construction policy standards.
In the field of growth, the report focuses on three areas: new energy vehicle industry, hydrogen energy industry, and green and low-carbon new materials industry. It proposes that Shanghai needs to optimize policies for the new energy vehicle industry in terms of industrial spatial layout, industrial ecological construction, innovation incentive measures, green and low-carbon transformation guidance, and charging infrastructure management. Promote comprehensive cost reduction on the supply side of hydrogen energy, promote collaboration and cross regional collaboration across the entire hydrogen energy industry chain, and establish a safety management system for the entire hydrogen energy chain. Increase the efforts to improve the quality and efficiency of the green and low-carbon new material industry and its collaborative application, and integrate the green and low-carbon new material industry into the national and global high-end manufacturing industry chain and value chain.
To ensure the coordinated promotion of carbon reduction, pollution reduction, green expansion, and growth, the report explores relevant safeguard measures from the perspectives of technology, finance, and statistical accounting systems. The report suggests that in order to leverage the supportive role of technology, Shanghai should promote the low-carbon transformation of energy and industry led by technology, collaborative innovation of green and low-carbon technologies, and strengthen systematic support for factor policies. In order to leverage the supportive role of finance, Shanghai should focus on building a carbon market with international influence, promote Shanghai's international carbon finance construction to become a national strategy, and create carbon finance products and derivatives with international influence. To give full play to the supporting role of the statistical accounting system, Shanghai should take promoting the shift from energy consumption dual control system to carbon emission dual control system as the starting point, with the goal of empowering grassroots and stimulating the driving force and vitality of various emission reduction entities, and establish a sound carbon emission accounting system that is organically connected at the three levels of "city industry enterprise".
