Yancheng needs to build multiple industrial parks in order to promote green innovation and low-carbon development
On the 12th, the 11th National Low Carbon Day, Yancheng, Jiangsu Province held a city wide promotion meeting for the construction of low-carbon industrial parks and green and low-carbon development demonstration zones. Yancheng officially announced the comprehensive launch of low-carbon industrial park construction.
Yancheng has rich ecological resources and distinctive green development background. As a habitat for migratory birds in the Yellow Sea of China, Yancheng Yellow Sea Wetland was included in the The World Heritage List in July 2019. Yancheng has further built a global institutional platform to lead ecological governance. In recent years, Yancheng has also been steadfastly committed to the path of ecological priority, green and low-carbon high-quality development. Last August, the Third Plenary Session of the 8th Yancheng Municipal Committee proposed a new task for the future development of Yancheng: to showcase the ecological charm and development vitality of "international wetlands and coastal green cities", and focus on building four "green salt cities" - a city of green ecology, a city of green manufacturing, a city of green energy, and a city of green livability.
Especially at the end of last year, the Jiangsu Provincial Party Committee and Government issued the "Opinions on Supporting the Construction of Green and Low Carbon Development Demonstration Zones in Yancheng". On the first working day of the Year of the Rabbit, the "First Session of the New Year" in Yancheng will be the promotion meeting for the construction of green and low-carbon development demonstration zones. According to the plan, Yancheng will strive to demonstrate its realistic appearance in the construction of green and low-carbon development demonstration zones by 2025, and become a demonstration city promoting green development and harmonious coexistence between humans and nature by 2030.
In the first half of this year, the construction of a green and low-carbon development demonstration zone in Yancheng City has achieved some results. A batch of strategic cooperation has been reached, and agreements for co construction of departments and cities have been signed with 15 provincial departments and units, including the Jiangsu Provincial Development and Reform Commission and the Provincial Department of Natural Resources. A group of leading projects have settled down, and the construction of green manufacturing projects such as the 10GW high-efficiency photovoltaic cells of Trina Solar with a total investment of over 10 billion yuan has begun. A batch of innovative achievements have emerged, and the first prize of the National Science and Technology Progress Award for "Collaborative Deep Treatment Technology and Application of Industrial Smoke and Multiple Pollutants" project has been implemented and transformed. The Jiangsu Coastal Renewable Energy Innovation Center's scientific and technological innovation carrier has been fully built. A batch of exemplary explorations were carried out, and the Yellow Sea Wetland Ecological Bank was established, successfully issuing the first wetland restoration carbon sink loan in the province. A batch of iconic brand creations have been successfully selected as one of the first provincial-level strategic emerging industry integration demonstration clusters in Jiangsu, making it the only city in the central and northern regions of Jiangsu to be selected.
This year marks the beginning of the construction of green and low-carbon development demonstration zones in Yancheng City. The previously issued Opinions on Supporting the Construction of Green and Low Carbon Development Demonstration Zones in Yancheng clearly stated that "we will promote the pilot of low-carbon and zero carbon industrial parks and support the development of zero carbon park construction pilot projects in parks or industrial clusters with mature conditions.". Yancheng will build a low-carbon industrial park as a leading and iconic project for the construction of demonstration zones, continuously improving the green and gold content of Yancheng's development.
Building a low-carbon industrial park is also a specific measure taken by Director Yang Yancheng. Yancheng has unique "6+1" comparative advantages, including the location advantage of the Yangtze River Delta, the spatial advantage of a large regional area, the comprehensive logistics advantage of a complete collection and distribution system, the comprehensive energy advantage of integrated development of "scenery, fire, gas, and hydrogen", the environmental advantage of green ecology and livability, the advantage of rich local resources and network, and the first-class business environment being built. These advantages provide important basic conditions for the construction of low-carbon industrial parks in Yancheng city - carrying the transfer of green industries, meeting large-scale green electricity demand, undertaking green technology spillover and transformation, providing diverse application scenarios, and conducting pilot and early layout. Preliminary calculations show that taking a 100 degree battery pack in the power battery industry chain as an example, exporting zero carbon batteries to the European Union can save costs by about 4%; Taking each kilowatt of crystalline silicon photovoltaic modules as an example, exporting zero carbon photovoltaic modules to the European Union can save costs by more than 24%.
Building a low-carbon industrial park is a major task that Yancheng has the conditions, capabilities, prospects, and confidence to do well. Therefore, Yancheng proposed to focus on "three innovations," "four advancements," and "five transformations.".
"Three Innovations" refer to the development of new technologies, the construction of new standards, and the establishment of a low-carbon industrial park brand in Yancheng, focusing on the overall goal of creating brand, specialty, and innovation. It aims to create a low-carbon industrial park that combines five basic functions: green energy, low-carbon manufacturing, smart park, innovation incubation, and certification services. According to calculations, carbon emissions from national and provincial industrial parks account for over 80% of the total industrial carbon emissions in China. More than 90% of the actual use of foreign investment and over 80% of the total import and export volume of foreign trade in Yancheng are concentrated in the development zone. To establish a benchmark for the brand, Yancheng will build 3-5 low-carbon industrial parks by 2025, and establish the brand of Yancheng's low-carbon industrial park. Among them, three low-carbon pilot parks, namely Huanghai New Area, Dafenggang Economic Development Zone, and Sheyang Port Economic Development Zone, will accelerate the creation of park brands. Among them, Huanghai New Area aims to build the first full chain low-carbon manufacturing factory in the province based on the currently under construction zero carbon manufacturing factory; Dafeng Port Economic Development Zone aims to build a world-renowned international cooperation green and low-carbon industrial park based on the ongoing construction of the China Europe Industrial Park; The Sheyang Port Economic Development Zone aims to establish strategic cooperation with enterprises such as Yuanjing Energy and build the first fully green and low-carbon demonstration park in the Yangtze River Delta.
While adhering to the "Four Advancements" of systematic promotion, gradual progress, breakthrough and cooperation, we will also promote the "Five Modernizations" of clean energy, green industry, low-carbon facilities, intelligent management, and international certification at the practical level. That is, we will promote clean energy on the supply side, expand the "green power supply" by closely linking it to "more power", create a "green power corridor" by closely linking it to "more power", and promote "green power storage" by closely linking it to "better use"; Promote industrial greening on the production side, strengthen physical support, build a green manufacturing system, and create green transformation demonstrations; Promote low-carbon facilities on the application side, vigorously promote green transportation, green buildings, and green living, and build a new type of zero carbon ecosystem; Promote intelligent management on the functional side and build a low-carbon intelligent management system; Promote internationalization of certification on the server, deeply link to international standards, and actively engage in green electricity trading cooperation.
