In the three years since the establishment of the Yangtze River Delta Ecological Green Integration Development Demonstration Zone, many innovative explorations have been made in deepening the integration of talent elements, and a series of positive results have also been achieved. It can be seen that in the past three years, the demonstration zone has mainly focused on improving the hardware of transportation networks and supporting facilities in terms of living environment. Although a series of explorations have been carried out in the software of talent introduction, recognition, flow, and service mechanisms, there is still room for further improvement in accuracy, innovation, and sensitivity. In the next three years, the demonstration zone aims to better build a new model of co construction and sharing for future human settlements, focusing on the following four aspects: firstly, establishing a more smooth recognition mechanism to highlight the value of talents. At present, the demonstration zone has formulated a series of policies related to talent recognition, but overall, the coverage of the policies still needs to be improved. Especially in the demonstration zone, there is still no unified talent map, and there is a lack of precise adaptation guidance for "gathering people through industry" and "people follow industry". Next, the demonstration zone can jointly explore the facilitation mechanism for international practice, draw on the comparison and recognition channel mechanism between Taicang and Germany's international professional qualifications and professional titles, promote the effective connection between international professional qualifications and domestic professional title qualifications in the demonstration zone, and explore the joint establishment of an international professional qualification certificate recognition list system. Expand the scope of application of Shanghai's overseas talent residence permit in the demonstration zone, actively connect with RCEP rules, and relax the restrictions on the access conditions for overseas professional talents to practice. At the same time, establish a cross regional industry talent matching platform, dynamically present the overall situation of talent inflow and outflow in the Yangtze River Delta region, provide big data support for regional collaborative talent attraction, draw on digital intelligent application tools such as "one click talent search", "policy calculator", "Suzhou Global Science and Technology Talent Map", "Key Industry Science and Technology Talent Map", and "Industrial Talent Heat Map", sort out and form a system integrated, hierarchical, and reasonably classified talent policy framework system, draw a visual talent attraction path, and face demonstration areas, the whole country, and even the world, to achieve the "follow the map" of adapting talents by industry and level. The second is to provide more flexible flow channels, highlighting the vitality of talents. The 2022 Yangtze River Delta Urban Cross city Commuting Annual Report shows that within the scope of the pilot launch area of the Yangtze River Delta Integration Demonstration Zone, a considerable number of cross provincial commuters travel to and from their workplaces and residences 1-3 times a week. However, the majority of daily commuters have not yet crossed provincial boundaries, indicating that the demonstration zone is gradually integrating cross provincial connections, but there is still room for improvement in terms of mobility convenience and flexibility. Next, the demonstration zone should establish a talent remote work mode, improve the recognition and joint incentive mechanism of "Taipu Talents in the Demonstration Zone", and further increase the introduction of "waist" talents. Actively promote talent exchange among the three regions, and support enterprises to provide intellectual services in scientific research, talent cultivation, technology promotion, project development, and other aspects to employers through consultant guidance, short-term part-time jobs, an
