What are the highlights?, The State Council approves the development of the first provincial-level land and space planning in China | High quality | Highlights
Recently, the Chinese government website released the State Council's approval on July 25th regarding the Jiangsu Province Land and Space Plan. Among the 29 provinces in China that have formulated provincial-level land spatial plans, Jiangsu has become the first province to have its provincial-level land spatial plans approved. The reporter interviewed Ding Hong, Vice President of the Regional Modernization Research Institute of Jiangsu Academy of Social Sciences, to interpret the profound meaning of this "Plan" approval. The Plan points out that Jiangsu Province is located at the intersection of the Silk Road Economic Belt and the 21st Century Maritime Silk Road, and is an important region supporting the development of the Yangtze River Economic Belt, the integration of the Yangtze River Delta, and other major national regional strategies. In the approval, it is required to deeply integrate into the Shanghai metropolitan area, take the lead in the integrated development of the Yangtze River Delta, play a leading and demonstrative role in the high-quality development of the Yangtze River Economic Belt, and create a strategic fulcrum for domestic and international dual circulation. At the same time, it is also proposed to build a national demonstration zone for high-quality development of the manufacturing industry, with the Yangtze River urban agglomeration, coastal urban belt, Nanjing metropolitan area, Suzhou Wuxi Changzhou metropolitan area, and the central city of the Huaihai Economic Zone as the main body. In Ding Hong's view, the approval has put forward higher requirements for the development mode of Jiangsu: the expansion factor of urban development boundaries should be controlled within 1.3 times the scale of urban construction land based on 2020; The use area of construction land per unit of GDP has decreased by no less than 40%. Ding Hong explained that on the one hand, the future "Plan" will provide Jiangsu with sufficient urban development space for the landing and further development of projects in science and technology, industry, culture, etc; On the other hand, although there is ample development space, it is not a pancake like development. Jiangsu needs to further strengthen the concept of "heroes based on yield per mu", clarify that the unit GDP needs to reduce land use by no less than 40%. This requires Jiangsu to promote industrial transformation and upgrading, develop emerging industries, and the core is to enhance added value and technological content, thereby increasing the "density" of economic development. The Plan emphasizes that Jiangsu should promote harmonious coexistence between humans and nature, and strive to write a new chapter of "strong wealth, beautiful height" in the modernization construction of Jiangsu. Ding Hong stated that this requires Jiangsu to achieve comprehensive development in areas such as economy, technology, culture, people's livelihood, and ecology. Taking ecology as an example, due to the extensive development in the past, the natural shoreline of the Yangtze River has been occupied by docks and steel mills for a long time, forming a situation of heavy pollution surrounding the river. Now, there is a greater emphasis on harmonious coexistence between humans and nature. The approval clearly states that the retention rate of natural shorelines in mainland China is not lower than the national task, with no less than 36.1% in 2025. In addition, the approval clearly requires Jiangsu to consolidate the grain production base in the Huanghuai region, strictly control the spatial control of rivers and lakes, build a national demonstration zone for high-quality development of manufacturing industry, and comprehensively protect and inherit cultural and natural heritage. Among them, the construction of a national demonstration zone for high-quality development of manufacturing industry not only implies the proposition of technological innovation, but also requires Jiangsu to rely on the integration of the Yangtze River Delta to build a more complete industrial chain.
