The Yangtze River Delta Popularization "Announces the World" | Yangtze River Delta National Innovation Center | Yangtze River Delta
Nowadays, the Shanghai Zhangjiang and Hefei Comprehensive National Science Centers are accelerating the promotion of "two hearts co creation", working together to support the innovation backbone of the Yangtze River Delta. The Yangtze River Delta National Innovation Center is a comprehensive national level technology innovation platform approved by the Ministry of Science and Technology of China and led by the Shanghai Yangtze River Delta Technology Innovation Research Institute. It was jointly built by relevant institutions in Shanghai, Jiangsu, Zhejiang, and Anhui provinces. It was officially unveiled and established in June 2021, aiming to establish a joint research mechanism and break down barriers between industry, academia, and research. The Pudong New Area in Shanghai, where the Yangtze River Delta National Innovation Center is located, is one of the windows for the world to understand China, and the Yangtze River Delta National Innovation Center is also a window for the world to observe the transformation of science and technology in the Yangtze River Delta. Recently, the reporter visited the Yangtze River Delta National Technology Innovation Center, headquartered in Zhangjiang Science City, Shanghai. One of the main innovative measures of the Yangtze River Delta National Innovation Center is to establish a support mechanism for application technology projects guided by industrial demand. Specifically, it collaborates with leading companies in segmented fields to establish joint innovation centers, focusing on the technological needs that companies are willing to invest in, utilizing global innovation networks to connect innovation resources, and organizing joint technological breakthroughs; Take the real challenges in the industry and the real needs of enterprises as the topic, use the willingness of enterprises to invest in solving them as the criterion for judging real needs, and connect with global innovation partners to seek solutions; Recommend to the government the inclusion of key common technology requirements that have not been integrated into the application technology project guidelines, organize global "unveiling and leadership" campaigns, and provide financial support.
What is the confidence of the Yangtze River Delta National Innovation Center to organize global "unveiling and leadership"? As of May this year, the Yangtze River Delta National Innovation Center has established 92 professional research institutes in Shanghai and Jiangsu, with more than 15000 R&D personnel involved in the fields of new generation information technology, new materials, biopharmaceuticals, energy and environmental protection, and has transferred and transformed nearly 6000 technological achievements, with a total of over 20000 service enterprises; Established enterprise joint innovation centers with 310 leading enterprises in segmented fields in the Yangtze River Delta region, addressing over 440 technological needs of enterprises with a contract amount of approximately 1.4 billion yuan. Regarding this, Tan Ruicong, Deputy Director of the Yangtze River Delta National Innovation Center and Secretary of the Party Committee of the Shanghai Yangtze River Delta Technology Innovation Research Institute, stated that the above achievements have laid a solid foundation for the successful docking of the "unveiling and commanding" project. At the beginning of this year, Wuxi enterprise Jiangsu Jicui Qinglian Intelligent Control Technology Co., Ltd. and Shanghai CRRC Eisendi Marine Equipment Co., Ltd. jointly developed an unmanned underwater vehicle and completed relevant tests. The former aims to become a supplier of intelligent equipment for deep-sea mining in China. As one of the first "crab eating" enterprises, Xu Biao, the person in charge of Jiangsu Jicui Qinglian Intelligent Control, said that after publishing demands on the platform, he did not expect to quickly find a partner for "unveiling". One of the "unveiling" companies, CRRC Eisendi, is a domestic deep-sea heavy-duty robot unicorn enterprise. After the unveiling, it quickly formed an innovation consortium led by the demand publishing enterprise. This Shanghai Soviet cooperation project is one of the first 15 projects to receive financial support in the Yangtze River Delta Joint Research and Development Plan. Behind it is the implementation of scientific research and innovation measures such as unveiling rankings and leading the way. The joint research and development plan has achieved unified release and management of the three provinces and one city for the first time. In the promotion of the work of unveiling and leading the Yangtze River Delta region, the research projects are proposed by enterprises and their requirements are clearly defined as "rewards". The Yangtze River Delta National Innovation Center not only carries out demand collection work, but also builds platforms, matches resources, and connects with the scientific research forces of universities and institutions to unveil and tackle the problems, ultimately promoting the transformation of technological achievements. In the Yangtze River Delta region, it is not uncommon to achieve collaborative innovation and coordinated development of the industrial system through the "unveiling and leading" approach.
On January 4, 2023, the public service platform of Pudong New Area was officially unveiled. This platform was established by the Science and Technology and Economic Commission of Pudong New Area, Shanghai, and is currently entrusted to the Shanghai Yangtze River Delta Technology Innovation Research Institute to lead the organization and implementation. As of the end of May, the platform has released 123 enterprise technology demand lists and 10 government demand lists, with a total intended investment of over 400 million yuan, covering industrial technology fields such as artificial intelligence, integrated circuits, biomedicine, advanced materials, and high-end equipment. At present, 11 projects have been successfully listed and formed into contract research, and 12 projects will soon reach cooperation. Relying on the platform and the professional docking and matching with the Yangtze River Delta National Innovation Center, some companies only took 3 days from the official release of their rankings and the successful unveiling of their research institutions.
