In terms of innovation mechanism construction, the Ministry of Science and Technology and the three provinces and one city of the Yangtze River Delta jointly established the Yangtze River Delta Science and Technology Innovation Community Construction Office and operated it in a physical manner. One of the core principles of the integration of the Yangtze River Delta is to eliminate administrative barriers, break market segmentation, and effectively support the construction of a unified national market. On the one hand, we are fully leveraging the agglomeration advantages of Shanghai's factor market to empower the development of the Yangtze River Delta. As of the end of 2022, 236 hard technology enterprises from three provinces and one city have been listed on the Science and Technology Innovation Board, accounting for 47.1% of the national total; The Shanghai Stock Exchange has established 35 listing service bases and workstations in the Yangtze River Delta to provide listing services for enterprises; The integrated oil and gas trading market in the Yangtze River Delta has been basically established, achieving the listing and trading of Zhejiang Oil Warehouse Receipts on the previous exchange. In the integration and development of the Yangtze River Delta, Anhui is the biggest beneficiary. Behind this is the transformation of its identity from an "observer" to a "transfer student" and then to a "formal student", which is also a process of continuous highlighting of the Yangtze River Delta synergy.
Playing a good game of chess, the key areas in the Yangtze River Delta are becoming more closely linked. Taking Anhui as an example, the northern region of Anhui is accelerating the construction of an industrial transfer cluster in northern Anhui, fully implementing seven key tasks of Shanghai Jiangsu Zhejiang urban paired cooperation to assist northern Anhui cities. Eight paired cooperation cities have issued assistance plans, and all "7+3" inter provincial parks have been established. At the same time, Shanghai and Anhui jointly issued a cooperation implementation plan, and the Shanghai Lu'an counterpart cooperation was fully launched, promoting the revitalization and development of the revolutionary old area in western Anhui.
Enhancing collaboration is becoming a consensus among Shanghai, Jiangsu, Zhejiang, and Anhui. Building a new highland for reform and opening up is a major mission of the Yangtze River Delta. Integrated development has built a major platform for opening up and cooperation to the outside world in the Yangtze River Delta and even the whole country, as well as a "rainbow bridge" connecting domestic and international markets - the Shanghai Hongqiao International Central Business District. In February 2021, the State Council approved the overall plan for the construction of the Hongqiao International Open Hub, clarifying the spatial layout of "one core, two belts", covering 14 districts and counties in Shanghai, Jiangsu, and Zhejiang, with an area of 7000 square kilometers. At present, the implementation rate of the 29 policy measures specified in the Overall Plan is nearly 90%, and the radiation of the "One Core, Two Belts" has continuously improved the collaborative opening capacity of the Yangtze River Delta. The economic figure of the region is very "hardcore" - the gross domestic product is 2.69 trillion yuan, accounting for less than 2% of the Yangtze River Delta area and contributing nearly 10% of the total economic output. Among them, the Hongqiao International Central Business District has attracted and gathered more than 500 headquarters enterprises and institutions of various types. The spillover effect of the CIIE held here continues to amplify, with a total transaction volume of 345.78 billion US dollars and more than 15000 exhibitors in five CIIE sessions.
There is a newly constructed Fangting Water Courtyard in the demonstration area, which is not only a button that stitches together the border between Shanghai, Jiangsu, and Zhejiang, but also a part of the courtyard layout that has been left for Anhui, highlighting the trend of coordinated efforts between Shanghai, Jiangsu, Zhejiang, and Anhui. At the same time, the key to deepening integration is institutional reform and innovation, and the Yangtze River Delta Ecological Green Integration Development Demonstration Zone is a breakthrough and experimental field. Since the unveiling of the demonstration zone in November 2019, a total of 112 institutional innovation achievements have been launched, of which 38 institutional innovation experiences are being replicated and promoted in the Yangtze River Delta and other key regions across the country. Even Anhui, which is "far away" from the demonstration zone in space, is still learning from and drawing on the experience of demonstration zones. Currently, in the new functional zones adjacent to Jiangsu Anhui provinces, some demonstration zone systems are innovating, replicating, and promoting.

The preferred mode of transportation within the Yangtze River Delta urban agglomeration is high-speed rail. Over the past five years, relying on the main framework of the national "Eight Verticals and Eight Horizontals" high-speed railway channel, the northern Jiangsu Shanghai Zhejiang coastal corridor has gradually been connected. High speed railways such as Shanghe Hangzhou, Hangzhou Huang, Hangzhou Shaoxing Taiwan, and Xulian have been successively built and opened to traffic. The construction of the Shanghai Chongqing Rong Yangtze River high-speed railway from Shanghai to Nanjing to Hefei and the Shanghai Nanjing Yangtze River high-speed railway has accelerated. The joint protection and governance of the ecological environment are being deepened. In recent years, the convenience and sharing of public services in the Yangtze River Delta have accelerated, bringing a tangible sense of gain and happiness. For example, promoting direct settlement of outpatient expenses for medical treatment across provinces and regions. In 2018, Shanghai, together with the three provinces of Jiangsu, Zhejiang, and Anhui, took the lead in exploring and forming experience. As of the end of 2022, it has covered more than 15000 medical institutions in all 41 cities in the Yangtze River Delta, with a total settlement of more than 13 million people and nearly 3.6 billion yuan in medical expenses involved; In addition, we are continuously promoting the unification of medical insurance drugs, diagnosis and treatment projects, and medical service facility catalogs, and achieving full coverage of designated hospitals for direct settlement of medical treatment in different regions.
