On the morning of July 28, the fourth meeting of the Standing Committee of the 14th Zhejiang Provincial People's Congress decided to appoint Ke Jixin as the deputy governor of the Zhejiang Provincial People's Government after deliberation and voting.

Previously, Lu Shiren served as the Director of the Department of Agriculture and Rural Affairs of Anhui Province. He was born in March 1963 and has served as Deputy Mayor of Hefei City, Standing Committee Member and Deputy Mayor of Hefei City Committee, Standing Committee Member and Executive Deputy Mayor of Fuyang City Committee, Deputy Secretary of Fuyang City Committee, Director and Party Secretary of Anhui Provincial Agriculture Commission. In 2018, he was appointed as Party Secretary and Director of Anhui Provincial Department of Agriculture and Rural Affairs.

There were 66 votes in favor, none against and none abstentions. On the morning of July 28, the fourth meeting of the Standing Committee of the 14th National People's Congress of Zhejiang Province unanimously approved the "Longgang City Community Governance Regulations."
On September 25, 2019, with the approval of the State Council, Longgang City at the county level was officially listed, becoming the first "town to city" in the country. Since Longgang was abolished as a town and established as a city, it has innovatively implemented a "large department system, flattened" administrative management system reform, and created a system integration and efficient operation mode of "small government, large service". The majority system reform means that the city only has 6 party committee institutions, 9 government departments, and 1 mass organization department, and the number of institutions and personnel is only 40% of that of similar counties. The biggest characteristic of flat governance is that there are no townships or streets in the city, and a "city managed community" penetrating direct management is implemented.
The Regulations are the only local regulations in China that regulate "municipal managed communities". Zhang Shenghai, Director of the Legal Work Committee of the Standing Committee of the Wenzhou Municipal People's Congress, commented that the Regulations provide strong legal protection for the national new urbanization reform in Longgang, providing legal basis and evidence for the reform, and playing a demonstrative role in better replicating and promoting it nationwide. The Regulations will be officially implemented from September 25, 2023.
