Fujian Sanming bears appear! What is the relationship with Shanghai? Carbon Bill | Forestry | Relations
Longqi Mountain in Jiangle County, Sanming, Fujian is named after the legend of a dragon lurking here, but the most famous one on the mountain is the bear.
There has always been a rumor of black bears appearing on the mountain, but since the establishment of the protected area in 1984, staff have only discovered the feces and paw prints of black bears, but have never seen them with their own eyes. Until 2019, the Longqishan National Nature Reserve Management Bureau in Fujian organized staff to carry out infrared camera monitoring of wild animals. In the late summer of 2019, an infrared camera captured a black bear with one missing foot. In the late summer of 2020, the Brokeback Black Bear reappeared, accompanied by two little bears. Under the strong protection of the Brokeback Black Bear, the little bears played happily.
Since then, there has been another saying circulating in Longqi Mountain: if you want to climb the mountain, remember to bring a gong. As long as you hear the rustling sound in the forest, you can knock the gong to shake the bear.
The Longqi Mountain National Nature Reserve in Fujian Province has abundant forest plant resources, including a large number of rare wild animals such as the yellow bellied pheasant, white necked pheasant, Chinese pangolin, white pheasant, Chinese gazelle, macaque, muntjac, and porcupine. The forest area is 230000 acres, with a forest coverage rate of 97% and an average negative oxygen ion concentration of 4000 per cubic centimeter. There are many ancient and rare animal and plant species preserved on the mountain, known as the "natural botanical garden" and the "gene bank of rare and endangered wildlife".
Such rich animal and plant resources are a microcosm of the ecological restoration of Jiangle County for many years. Due to historical reasons, there were originally 5 small hydropower stations in the Longqishan Nature Reserve, and many natural rivers were almost cut off. At the same time, there are nearly 70000 acres of bamboo mountains in the protected area, and the public still engages in bamboo production activities, which affects ecological environment protection.
In 2017, Longqi Mountain took the lead in completing the rectification, shutdown, and withdrawal of small hydropower in the Fujian Provincial Nature Reserve, demolishing the water intake dam, renovating the ecological discharge outlet, and realizing the return of water to the river. The murmuring sound of flowing water came from the green trees and clear sky of the mountains. In 2018, Longqi Mountain took the lead in promoting the redemption of ecological forests in protected areas throughout the province, completing a total of 13700 acres of ecological forest redemption, achieving benefits for forest farmers and ecological greening.
Changkou Village, located dozens of kilometers away from Longqi Mountain, is the birthplace of the first forestry carbon bill in China. On May 18, 2021, at the opening ceremony of the Sanming Forestry Carbon Ticket, Changkou Village received the first national forestry carbon ticket with the number "000000 1", becoming the first village in China to receive carbon tickets. Forestry carbon credits have turned the air into real gold and silver, opening up a new path for green mountains and clear waters to become valuable assets.
According to Deng Wanfu, Secretary of the Party Branch of Changkou Village, Gaotang Town, Jiangle County, Sanming City, Fujian Province, the first forestry "carbon bill" achieved a profit of 140845 yuan, with an average dividend of 150 yuan per villager. The second forestry "carbon bill" was also launched on May 18, 2022, involving a forest area of 7181 acres, with an estimated carbon reduction of 21139 tons. At present, the village does not plan to monetize the second "carbon ticket", mainly because the "carbon ticket" can only be traded within the Sanming range. Once this trading limit is exceeded, the price of the "carbon ticket" is likely to increase significantly.
"We want to increase the price of the 'carbon bill' through cooperation with Shanghai," said a person from Jiangle County. According to internal trading in Sanming, the carbon emission reduction can only be sold for 10 yuan per ton. If it can be traded in the national market, the price can rise to 50-60 yuan per ton.
This is not an unattainable wish. According to the Implementation Plan for Paired Cooperation between Shanghai and Sanming City, Shanghai will deepen cooperation with Sanming in the construction of standard systems and corporate carbon accounting. The Shanghai Forestry Bureau and Sanming Forestry Bureau have signed a cooperation framework agreement at the recent meeting. The two sides will carry out key cooperation in four areas: strengthening cooperation in the understory economy, promoting forest health development, promoting the co construction of the Shanghai Ming carbon inclusive system, and promoting cooperation in forest product production and sales. Explore cooperation models in the development of forestry carbon sequestration methodology, project and scenario creation, and emission reduction and consumption channels, and support the inclusion of developed stock "Sanming Forestry Carbon Tickets" into the Shanghai carbon inclusive system.
"Being able to sell air at a price is a tangible benefit of protecting the ecology," said villager Qiu Caili, who received the first batch of carbon ticket dividends. She said that in Jiangle, protecting the forestry ecology has become a conscious pursuit of the villagers.
