There are over 170 villas in the Meilin Villa community, built along the mountain. When they were delivered around 2015, most of them were two-story European style villas.
Since 2019, some homeowners have illegally renovated and expanded their houses. Among them, the 37th villa in the community has undergone significant changes in terms of floor height, exterior color, and even room layout, which is significantly different from the adjacent villas.
"Originally, this community had two floors, covering an area of over 500 square meters and nearly 600 square meters. The illegal owners have now added three floors, which is about 800 square meters," the insider told reporters.

After discovering that the owner of the 37th villa illegally renovated and expanded the house, other owners in the community have also reported to the property and urban management departments multiple times. However, the illegal construction of the house has not been dealt with for a long time, and it has now been renovated and moved in.
"It definitely affects the lighting of other homeowners' homes. If everyone is like him, wouldn't the entire community be in chaos?"
On August 21st, the reporter walked around the Meilin Villa community and found that in addition to the renovation and expansion of Building 37, several villas in the community had construction nets set up on the periphery, with workers working inside.
The original roof of one of the villas has been lifted off, and the roof has been re poured. In addition, the pillars and rotating stairs in the house are also cast-in-place concrete. When a stranger visits, the workers on site are very alert.

Around another villa, workers are setting up scaffolding, and it is evident that the third floor room has just been erected and has not yet been painted.
In fact, as early as 2020, journalists had reported on the illegal construction of Meilinshu community. According to statistics, there were 49 households in the community who built illegally.
"The illegal constructions here include expanding the basement, sealing the terrace with concrete, and constructing beyond the vertical projection range. Currently, two comrades are responsible for controlling violations inside. From 7am to 10pm, strict access systems have been implemented for large building materials and concrete mixer trucks," said law enforcement officers from the Xuanwu Lake Street Urban Management Center in Xuanwu District, Nanjing.
After our report, the local urban management department also implemented control measures on the community, but the phenomenon of illegal construction was not curbed, and the number of illegal constructions increased instead of decreasing. As of August 2023, there are a total of 121 houses in the entire community suspected of various types of illegal construction, an increase of 72 from three years ago.

"The building 121 is currently undergoing the program, and the property transactions have been frozen. After the program is completed, it will be reported to relevant departments and superiors, including the street and district governments, to see if they can coordinate and organize their efforts to handle it." The law enforcement personnel of Xuanwu District Xuanwu Lake Street Urban Management Center in Nanjing City said.
The reporter learned that the urban management department has issued a notice of time limit for demolition to relevant illegal construction owners, but the owners are currently not cooperating. "At present, we are waiting for the urban management bureau to take the corresponding legal procedures and then forcibly demolish," said Geng Xin, the head of the urban management department of Xuanwu Lake Street in Xuanwu District, Nanjing.
The urban management department admitted that the illegal construction of Meilinshu community has become a common practice, and the previous property management company cannot shirk its responsibility. Just a few months ago, the original property management company had been replaced.
"Previously, it was Zizhu Property. Currently, we have had an appointment with the property management company and they are required to provide timely feedback to us if a pump truck or large machinery enters the community. Then, we need to go to the site for approval before we can enter."

The urban management department stated that they organize law enforcement personnel to strengthen patrols within the community every day, and use drones to conduct aerial patrols to promptly identify problems, eliminate illegal constructions in their early stages, and ensure that there are no new illegal constructions in the Meilin Villa community in the future.
In just three years, Meilinshu Community has added more than 70 illegal constructions, and the property management company must be closely involved. However, do law enforcement departments such as urban management not have any responsibility? Why are law enforcement agencies so weak and powerless in the face of illegal construction? We also hope that the new property management company can actively fulfill its responsibilities of discovering, dissuading, and reporting violations in the Meilin Villa community, and build the first line of defense against violations and control. Functional departments such as urban management need to strictly enforce laws and take proactive actions. If illegal construction gets out of control due to inadequate law enforcement, relevant personnel must bear corresponding responsibilities. In addition, illegal construction owners should also realize that the benefits of illegal construction are not worth the losses, which may result in their own houses being unable to engage in property rights transactions.
