According to incomplete statistics from China Newsweek, at least 9 post-85s have been promoted to department level positions since the beginning of this year.
On June 6th, the Organization Department of the Fujian Provincial Party Committee issued a pre appointment public notice for leading cadres, which attracted attention. The announcement revealed that Wang Bo, the current Secretary of the Shanghang County Party Committee in Longyan City, Fujian Province, plans to serve as the Deputy Party and Government Secretary of the district and city. Wang Bo is a Ph.D. in Engineering from Tsinghua University, born in May 1987. He became the county magistrate of Shanghang County at the age of 29 and became the youngest county party secretary in the country at the age of 33. This announcement means that this "85 generation" is about to be promoted to a department level cadre.
On April 28th, the Organization Department of the Party Committee of Inner Mongolia Autonomous Region announced that Tara, the current Director of the Information Service Center and Level 1 Researcher of the Organization Department of the Party Committee of Inner Mongolia Autonomous Region, intends to be nominated as a deputy department level development zone official appointed by the Party Committee of the Autonomous Region to manage the league city. More than half a month later, Tara attended the meeting as Deputy Secretary of the Party Working Committee and Director of the Management Committee of Hohhot Economic and Technological Development Zone. He is currently the youngest deputy ministerial level cadre in Inner Mongolia Autonomous Region.
Since the beginning of this year, there have been several "post-85s" who have served as deputy secretaries of the Youth League Provincial Committee or deputy secretaries of the Youth League Municipal Committee of provincial-level cities, and they have thus become deputy department level cadres. On February 17th, Li Jialin, born in 1987, was elected as the Deputy Secretary of the Sichuan Provincial Committee of the Communist Youth League. On March 28th, Zhang Yongyi and Li Xiaoming, both born in 1985, were elected as the Deputy Secretary of the Jiangsu Provincial Committee of the Communist Youth League.
At the level of youth league committees in sub provincial cities, there are two new deputy department level officials born in 1985, namely Wang Dongdong, who has been appointed as the Secretary of the Chengdu Municipal Committee of the Communist Youth League, and Zhou Chenggang, who has been appointed as the Secretary of the Harbin Municipal Committee of the Communist Youth League.
According to incomplete statistics, there are currently at least three "quasi 85th generation" officials at the department level in China, all of whom were born in November 1984. From the resumes of department level cadres born in 1985, it can be seen that they generally have high educational qualifications and a reputation for prestigious universities. Among the 9 people promoted to ministerial level positions this year alone, 4 have doctoral degrees. Wang Bo, Lian Xin, and Li Jialin are doctoral students from Tsinghua University, and Yang Zhanlei is a doctoral student from Beijing University of Chemical Technology.
What signals do young cadres gradually take to the stage to convey
According to China News Weekly, there are currently "post-85" department level cadres in multiple provinces such as Fujian, Inner Mongolia, Ningxia, Sichuan, Tianjin, and Heilongjiang. Their positions are also widely distributed, including deputy mayors of prefecture level cities, deputy district heads of municipalities directly under the central government, heads of deputy department level development zones, deputy directors of provincial sports bureaus, deputy general managers of provincial-level state-owned enterprises, and deputy secretaries of youth league and provincial party committees.
Zhuang Deshui, Deputy Director of the Research Center for Clean Governance at Peking University, said that in terms of age, the career paths of department level cadres born in the 1980s are much faster than their peers. Therefore, their personal image, decision-making level, and governance ability are all under the spotlight and receive much attention. From the perspective of the Party's team building, it is necessary for some outstanding young cadres to take important positions and let them better play their talents, which is not only the need for the updating and iterative development of the cadre team, but also the need to promote the construction of Chinese path to modernization in the new era. At the same time, Zhuang Deshui reminded that most of the department level cadres born in 1985 are introduced talents, and upon taking office, they may receive greater authority. Coupled with their youth, they will face more tests. Therefore, the local organizational department should strictly manage and strengthen their love for them.
Professor Qi Fanhua from the School of Public Administration of Renmin University of China stated that cadre management in China is a hierarchical construction that combines the elderly, middle-aged, and young generations. Currently, it is not uncommon to see "70s" provincial committee members, "80s" department level cadres, and "90s" department level cadres. In his view, with the arrival of the digital economy era, the new generation of cadres growing up in the Internet era is at the right time. It is expected that through their active introduction of advanced social governance concepts, talent management models, innovative use of governance tools and technical means, they will bring new development ideas and impetus to the region and the department.
