On June 6th, according to the official WeChat account of Sichuan Daily, the Announcement on the Public Selection of Civil Servants by Dazhou Municipal Government in 2023 was officially released simultaneously in the Sichuan Chongqing region, and registration, preliminary qualification review, and other work were also launched simultaneously.
This selection involves a total of 31 positions and 51 quotas from 23 municipal departments in Dazhou City. Among them, 22 positions and 42 quotas from 17 municipal departments are also selected for township government agencies in Wanzhou District and Kaizhou District of Chongqing City.
This is the first public selection of civil servants by the municipal government of Dazhou City, Sichuan Province, approved by the Central Organization Department, targeting the Wanda Kai area within the Chengdu Chongqing Economic Circle. It is also the first practical case in China to break through provincial administrative division restrictions and carry out public selection of civil servants since the revision and issuance of the "Public Selection Measures for Civil Servants" in 2021.
Article 7 of the revised "Public Selection Measures for Civil Servants" in 2021 states that the public selection of provincial-level and municipal level organs shall, in principle, be conducted to civil servants of lower level organs within their jurisdiction. If it is necessary to make major national strategic decisions and deployments for service security outside the province, the provincial civil servant supervisory department shall communicate with the central civil servant supervisory department in advance.
Promoting the construction of the Chengdu Chongqing dual city economic circle is a major decision and deployment made by the Party Central Committee.
In October 2021, the Central Committee of the Communist Party of China and the State Council issued the "Outline of the Construction Plan for the Chengdu Chongqing Economic Circle", deploying the integrated development of Chongqing Northeast and Sichuan Northeast, proposing to "support the joint construction of the Sichuan Chongqing coordinated development demonstration zone by Wanzhou, Dazhou, and Kaizhou, strengthen planning, policy, and project coordination, and explore the establishment of a benefit sharing mechanism that meets the requirements of high-quality development in the fields of industrial development, public services, ecological protection, etc.", and requiring relevant national departments to guide the formulation of construction plans for the two provinces and cities of Sichuan and Chongqing.
The Outline points out that relevant central departments should strengthen guidance on the implementation of the planning outline according to their respective responsibilities, and provide active support in planning formulation, institutional innovation, policy formulation, project arrangement, and other aspects. To cultivate a culture of cooperation and encourage the establishment of collaborative mechanisms between the two provinces and cities. Promote two-way exchanges and temporary appointment of cadres and talents with the eastern region.
Professor Wang Yukai from the Central Party School of the Communist Party of China stated that the public selection of civil servants in Dazhou, Sichuan Province, has been carried out by breaking the provincial-level administrative division restrictions. This is to select talents on a larger scale, and to serve the construction of the Chengdu Chongqing dual city economic circle, with higher standards and stricter requirements. After the selection scope is expanded, the perspective becomes wider, and capable and more suitable talents can be selected for the position. The geographical proximity and regional differences between Chengdu and Chongqing are not significant. Selecting talents in these two regions can reduce their discomfort with the natural and cultural environment and enable them to quickly take up their positions.
"However, attention should be paid to the openness, transparency, fairness, and impartiality of selection. Breaking through the restrictions of provincial-level administrative divisions for open selection is a great encouragement for grassroots civil servants. They can enter new job positions through selection, which is of great demonstration significance and will also be a trend in the future." Wang Yukai believes that in the past, talent selection was mostly carried out in the same region and between superiors and subordinates. However, through cross regional selection, not only has the form of civil servant selection been enriched, but also provides exploration for creating more selection methods in the future, which is of practical significance. I believe that the selection process for civil servants will become increasingly diverse in the future, and grassroots civil servants will also have more opportunities.
According to the "Announcement on the Public Selection of Civil Servants in Dazhou Municipal Organs for the Year 2023" released by Dazhou Personnel Examination Network, the public selection positions include leadership positions below the township department level and positions below the first level chief clerk level.
The registration scope includes civil servants who have been registered and are currently employed in county-level or below government agencies within the scope of Dazhou City and meet the selection criteria. Individuals who meet the selection criteria for central, provincial, and municipal institutions located in counties below Dazhou City can also apply. With the approval of the higher-level civil servant supervisory department, some positions are also open to eligible civil servants who are currently employed in township government agencies in Wanzhou District and Kaizhou District of Chongqing.
The registration requirements include having at least 2 years of grassroots work experience, working in the same level of government for at least 2 years and working in the same level of government for at least 1 year, and having no basic competency or lower in the annual assessment for the past 3 years.
The public selection of civil servant positions shows that the administrative law enforcement positions of the Market Supervision Administration of Dazhou City, the comprehensive management positions of the Economic Cooperation and Foreign Affairs Bureau of Dazhou City, and the comprehensive management positions of the Digital Economy Bureau of Dazhou City are all publicly selected to Dazhou City, Wanzhou District, and Kaizhou District of Chongqing City.
