The spokesperson introduced that since the beginning of this year, the National Development and Reform Commission, together with relevant departments and local governments, has promoted preparations for the "double" construction supported by ultra-long-term special treasury bonds from three aspects.
The first is to prepare project reserves. Since February this year, the National Development and Reform Commission has organized multiple local and relevant departments to organize and reserve ultra-long-term special government bond projects that can start construction this year. At the same time, the Ministry of Natural Resources and the Ministry of Ecology and Environment have worked together to improve the guarantee mechanism for major project land, environmental impact assessment and other elements, and organized a national video training meeting to guide and help local governments speed up the preliminary work of the project.
The second is to refine task measures. Organize and convene a video conference on the national development and reform system to arrange for all localities to further refine and implement the key tasks of "double" construction. At the same time, we will work with relevant departments to study and clarify the detailed requirements for "hard investment" projects and specific measures for "soft construction". "Soft construction" refers to the institutional construction to ensure the construction of investment projects, and formulate and issue relevant special plans and plans as needed. implementation plan.
The third is to prepare for the release of the first batch of projects. In accordance with the recent meeting of the Political Bureau of the Central Committee on the early issuance and use of ultra-long-term special treasury bonds, as well as the work deployment of the video conference held by the State Council to support the "double-oriented" construction deployment and mobilization, based on the preliminary work, a number of "double-oriented" bonds were sorted out. “Major projects that meet construction requirements and can be immediately released for investment can be accelerated after the government bond funds are in place.
In the next step, the National Development and Reform Commission will take the lead and work with relevant parties to conscientiously organize and implement the key tasks of the "dual-layer" construction.
The first is to effectively play the role of taking the lead and grasping the overall situation. Work with relevant departments and local governments to coordinate project selection, implementation promotion, supervision and evaluation, and implementation of reform tasks. At the same time, we should effectively bring into play the functions of finance, industry management, factor guarantee and other departments, establish an efficient operating mechanism, strengthen coordination and cooperation, and form synergy.
The second is to organize and implement “hard investment” projects. Speed up project screening and plan issuance, organize local and relevant central units to submit projects as required, and work with industry management departments to conduct project screening. Strengthen the overall planning of project construction funds, make good use of various construction funds such as national debt funds, central budget investment, local government special bonds, local government investment, and actively guide the participation of social capital. Supervise and guide all localities to increase preliminary work, ensure land use, environmental impact assessment and other factors by classification, and promote projects to start construction as soon as possible. Strengthen the management of the entire project life cycle, formulate and introduce management methods, and clarify various requirements from project planning and reserve to supervision and inspection.
The third is to speed up the introduction and implementation of "soft construction" policies. Work with relevant parties to establish a "soft construction" task list, promptly promote the introduction and implementation of relevant policies and measures, use reform methods and innovative ideas to resolve deep-seated contradictions, and better exert the superimposed effect of policies.
The fourth is to strengthen the tracking and evaluation of implementation effects. For "hard investment" tasks, we will work with relevant departments to rely on the major project construction promotion mechanism to regularly schedule project progress, organize on-site supervision, and promote the implementation of high-quality project construction. For "soft construction" tasks, establish a supervision and implementation mechanism to promote various supporting policies and reform measures to achieve actual results.
