Experiential Research on Delivery Delivery, People's Daily: The Problem of Party Members and Cadres Transforming into Delivery Riders in Multiple Regions | Work | Party Members and Cadres
Editor's note: general Secretary Xi Jinping stressed: "investigation and research in places and units where there are many difficulties, the opinions of the masses are concentrated, and the work cannot open up the situation."earnestly turn the results of the investigation into practical measures to solve problems and improve work."
Shuttling through the streets and alleys, rushing between buildings. In recent years, with the rapid development of the Internet, delivery staff has gradually become one of the links connecting the daily lives of thousands of families. Caring and paying attention to these new business formats and new employment groups is not only an important measure for party members and cadres to respond to people's livelihood concerns, but also an inevitable requirement for improving their own management capabilities.
Since the beginning of this year, many local organizations have organized party members and cadres to conduct experiential and immersive research on new business formats. Recently, our reporter followed three cadres throughout the journey to experience the delivery work of food delivery personnel, experiencing their busy day, experiencing the ups and downs of riding on the road, and also listening to the difficulties they encountered in personal development, rights protection, and other aspects, effectively promoting problem-solving and improving research results.

Wearing takeout uniforms, wearing yellow helmets, riding electric bikes... Recently, officials of the Beichen District Committee in Tianjin have transformed into "first bee riders" and experienced the delivery process of takeout delivery personnel from zero distance.
At 9am, the morning meeting at the Lan'an Forest Meituan Station in Tianmu Town, Beichen District ended, and Lv Ruofan, the head of the Organization Department of the Beichen District Committee, became a newly hired delivery worker.
Lv Ruofan, born in 1989, although focusing on party building in the food delivery industry is his responsibility, it is still his first time experiencing food delivery work. Following in the footsteps of delivery person Li Zhenyu, Lv Ruofan embarked on a day of "immersive research".
"I have been in the industry for 4 years, and every building in every residential area of Beichen has been imprinted in my mind. The route planning is already in my mind, including which road is fast, which door is easy to walk, and which order to pick up and send orders." Li Zhenyu said.
During the conversation, we arrived at the delivery point, but no one answered after knocking on the door for 3 minutes and making phone calls. "What's going on? It's not like I walked the wrong way, is it? Are you sure it's this building? Did it exceed the time limit?" Lv Ruofan asked a series of questions.
"I'm not sure, it must be this building," the two of them kept knocking on the door. A sleepy eyed resident opened the door and said, "Sorry, I didn't hear you earlier."
"There aren't many orders yet, and there hasn't been a timeout. If the order is urgent, it can be quite a delay." Taking advantage of the waiting time, Li Zhenyu opened the delivery record and proudly displayed it, "Look, I'm a 'Six Star Rider' now. Giving one order also adds some extra rewards."
"Do you want to join the Party?" Lv Ruofan asked, thinking of his own job.
"I thought about joining the Communist Party when I was in school. But how do I get in?"
"First, write an application to join the Communist Party of China, talk about your previous studies, growth, and current situation of delivering takeout. Then, combined with your work, explain why you joined the Party and how you want to do it. After writing, submit it to the Party organization in the community where our site is located, strengthen your learning and work well. After organizational investigation, you will have the opportunity to join the Party!"
Lv Ruofan believes that how and where active members of the new employment group join the Party are new topics. Like Li Zhenyu, there are still many food delivery workers who work, love, and drill in the same industry. They are business experts, and the party organization should lead and drive them well.
"In spring, willow catkins float; in summer, insects crawl; in autumn, the wind is strong; and in winter, the temperature is low!" During a conversation with Li Zhenyu, Lv Ruofan learned about the hard work of delivery drivers throughout the year.
"Now that there is a 'red gas station', it's great to be able to drink water and rest when you're thirsty and tired," said Li Zhenyu. Since 2021, Beichen District has built more than 300 "red gas stations" to provide food delivery personnel with services such as resting, charging, drinking water, and cooling off.
This experience also verified the problems that Lv Ruofan had discovered earlier: some "red gas stations" had low usage and awareness due to poor geographical location, incomplete infrastructure, and weak service awareness among staff.
"We must leverage the power of the Party organization, truly make good use of the 'Red Gas Station', deepen, refine, and implement heartwarming services, and reach the hearts of our service recipients," said Lv Ruofan.

At 6 o'clock in the evening, after finishing his current work, Dai Mingyu put on his coat and hurriedly left the door. Riding an electric bike and heading west from the entrance of the unit, about 10 minutes later, Dai Mingyu arrived at the entrance of the Jinhai Sun Park community. "I made an appointment with Brother Li to meet here," Dai Mingyu said.
Dai Mingyu is a cadre of the Organization Department of the Gu'an County Committee in Hebei Province. In order to better promote the party building work of new formats and employment groups, the Organization Department of the Gu'an County Committee, the County Market Supervision Bureau, the County Federation of Trade Unions and other departments jointly carried out experiential research activities starting from March this year. Recently, Dai Mingyu has been using his spare time every day to walk the streets with delivery person Li Feng to deliver takeout.
At 6:15 pm, Li Feng also rushed to the entrance of the community. After stopping the electric bike, the two of them ran straight to the residential building. Five minutes later, we rode our electric bikes together to the next delivery point.
Receiving orders, picking up meals, delivering meals, running and busy all the way... On that day, Gu'an experienced sandstorm weather. Li Feng's orders are higher than usual, averaging seven or eight orders per hour. At around 8 pm, Li Feng suddenly received a complaint: due to the poor sealing of the packaging bags by the merchants, there was dust on the food packaging boxes and soup was also spilled. In order not to affect the continued delivery of meals, Li Feng did not make any further excuses, but calmly accepted the platform's handling.
"It was the negligence of the merchants and the impact of bad weather that caused the problem, but it was the delivery personnel who were affected." Dai Mingyu saw it in his eyes and remembered it in his heart. He talked to Li Feng about the platform's reward and punishment mechanism, and only then did he realize that, unlike the strict requirements for external delivery personnel, the platform's regulatory mechanism for merchants and customers is not perfect.
"Due to the impact of severe weather, businesses are urged to strengthen food packaging and reduce the impact on external delivery personnel." "Promote the platform to improve reward and punishment mechanisms, and at the same time, improve the rights protection system to strengthen the rights protection of external delivery personnel." After returning home, Dai Mingyu quickly took out a notebook to record today's research situation and the problems discovered. ".
"As party and government officials, we cannot just sit in the office and think about problems, and go deep into the grassroots to discover the real problems." Liu Yanchao, the head of the Organization Department of the Organization Department of the Gu'an County Party Committee, introduced, "Last year, we selected more than 60 government officials to conduct paired experiences with food delivery drivers and gain a deeper understanding of their urgent needs and expectations. This year, we also selected more than 20 government officials to continue participating in experiential research and further understand the current development status of the food delivery industry."
In response to the problems found in the survey, Gu'an County has launched a series of measures: relying on the community party and mass service center to build a "Guxiang Warm Post" service station, so that food delivery personnel can drink water thirsty, rest tired, take medication for injuries, and charge urgently; Collaborate with the party branches of 5 private hospitals within the county to provide convenient medical services and discounted medical examination packages for food delivery personnel; Establish the first online delivery personnel party branch in Gu'an County, guided by party building, to gather more strength.

"Your takeout has arrived, I wish you a pleasant meal!" Recently, Fan Zixing, Secretary of the Party Committee of Panjiang Community, Longquan Street, Panlong District, Kunming City, Yunnan Province, delivered the last takeout order. It was already past 4 pm.
From morning to afternoon, Fan Zixing followed the riders at Meituan Waimai Langyue Bay Station to deliver a total of 39 orders. Returning to the station and parking the electric bike, Fan Zixing felt his legs and stomach trembling. Ignoring exhaustion, he took out his phone and dialed the phone of his community colleagues, saying, "In half an hour, the meeting will be held in the conference room. Please join us!"
Arriving at the conference room, all the attendees had arrived, and Fan Zixing went straight to the topic: "Today, when delivering meals, we found that there were several communities with difficulty parking delivery drivers. Let's think about how to solve this problem."
Since the beginning of this year, the Panlong District Committee has organized two new working committees to conduct experiential research on new business formats and employment groups throughout the district. They have mobilized street and community workers to become delivery drivers for a day, experiencing their work up close, and accurately understanding the difficulties and needs of delivery drivers.
After a day of experiential research, Fan Zixing found that some residential areas lack temporary parking spots for non motorized vehicles at the entrance. In order to save delivery time, delivery drivers park their vehicles at the entrance and exit of the community at will.
The Panjiang Community Party Committee took the lead in convening a symposium with representatives from 5 property management companies, residents, and food delivery personnel within the jurisdiction. After consultation, all parties have reached a consensus to plan and set up temporary parking spaces for non motorized vehicles at the entrance of the community, and to guide delivery drivers to park their vehicles in an orderly manner.
