To accomplish the Party's mission and tasks in the new era and new journey well, it is urgent for Party members and cadres to show the courage and innovative spirit of daring to gnaw on "hard bones" and bravely venture into "dangerous beaches", work hard, move forward courageously, take on responsibilities, and make achievements.
Doing business always carries risks, and one cannot expect every task to only succeed and not fail.

We are in an unprecedented era of change, engaged in unprecedented great undertakings, facing rare development opportunities and various risks and challenges, implementing the "three distinctions", encouraging innovation, and tolerating mistakes, in order to ensure that reform never stops and innovation never ends. Focusing on promoting the formation of a good atmosphere for entrepreneurship and entrepreneurship, and focusing on the exploration and practice, progress and shortcomings of the "three distinctions" in various regions, our reporter conducted in-depth interviews and research in Hubei, Hainan, Chongqing and other places, and formed a series of reports.
Clear Flag Supports Entrepreneurs and Entrepreneurs
From the Chengdu Chongqing dual city economic circle, to the Yangtze River Economic Belt, and then to the Hainan Free Trade Port, this survey has traveled through representative regions in the east, middle, and west, exploring how the condensed three sentences of "distinguishing the three" can be implemented into specific measures and bear fruit in the vivid practice of reform and development. One of the biggest feelings from research interviews is that "strictness" does not mean strict management of people. Comprehensive and strict governance of the Party is inherently unified with the "three distinctions". As disciplinary and law enforcement officers, disciplinary inspection and supervision cadres should not only have the strength of strict management but also the warmth of kindness, truly being responsible for those in charge, responsible for those in charge, and supporting and encouraging those who work hard and start businesses.
Ten years of comprehensive strict governance of the Party have sharpened the sword, and "strictness" has become a norm. Whether it is tightening the cage of laws and regulations, enforcing discipline strictly and punishing violations, or putting supervision at the forefront, detecting, reminding, and correcting problems early, or promoting the "three non corruption" in one, so that party members and cadres know respect, fear, and abide by the bottom line, "strictness" has always been the unchanging step in managing and governing the party. In the survey interviews, party members and cadres at all levels in various regions fully recognized the strict measures and effectiveness, believing that strict supervision has changed the inertia of "four winds" and disorderly "reaching out". Nowadays, it is necessary to tighten one string when eating, traveling, and celebrating festivals. A county discipline inspection commission secretary told reporters that in recent years, the local "eye-catching" unhealthy practices have clearly converged, and the public's evaluation of cadres has improved. When faced with problems, they are more willing to trust and rely on cadres.
At the same time, it should be noted that there are still misunderstandings among some cadres and masses regarding the understanding of "strictness", and there are still distortions and deviations in the implementation process. Some people believe that being strict means having zero tolerance for all mistakes, and that tolerance for mistakes goes against the tone of strictness; Some people believe that strict restrictions have restricted the hands and feet of cadres in their work and entrepreneurship. It is better to "lie flat" than to do more and make more mistakes. In practice, the phenomenon of generalization and simplification of accountability often occurs in some places, with accountability for every mistake made and disciplinary action taken. The same cadre often carries multiple disciplinary actions. Many interviewees stated that the accountable cadres are often the backbone and backbone of the unit, in difficult positions. If they are not distinguished and "beaten to death" with one stick, it is easy to dampen the enthusiasm of cadres, making some cadres want to do things but afraid of making mistakes and accidents, with many work concerns and heavy ideological burdens.
The purpose of comprehensively and strictly governing the Party is not to hold accountable how many people are held accountable, nor is it to make cadres hesitant and hesitant, creating a stagnant pool of stagnant energy and inaction. Instead, it is necessary to form a political ecology with a clear direction, established rules, positive atmosphere, and strong immunity, create a favorable environment for work and entrepreneurship, and further mobilize the enthusiasm, initiative, and creativity of Party members and cadres. Serious accountability and proactive error correction are fundamentally consistent, and the two complement and complement each other. In the process of reform and development, we will encounter many complex problems and unexpected situations. Exploring may lead to mistakes, and doing things may lead to mistakes. The key lies in how to view and handle these mistakes. Strictness does not mean a rigid "one size fits all" approach, and disciplinary and law enforcement work is not a cold mechanical operation. We must adhere to the integration of discipline, law, and reason, and achieve strict standards and lenient principles. In practice, some disciplinary inspection and supervision agencies have explored the integration of the principle of "three distinctions" into the specific process of disciplinary law enforcement. They have conducted a three-dimensional analysis of "mistakes" from the aspects of problem nature, work basis, subjective motivation, decision-making process, consequence impact, and error correction attitude. Each case, one policy, and classified disposal reflect the organic unity of the strength, scale, and temperature of comprehensive and strict governance of the Party.
It is precisely because there is no unified template for the "three distinctions". Whether we can be bold in fault tolerance is a test of the responsibility of law enforcers. Many places, especially grassroots disciplinary inspection and supervision cadres, have mentioned that the reality of work is complicated, and grassroots cadres have heavy tasks and pressure. For their public fault, disciplinary law enforcement officers will also face a "dilemma" or even "multiple difficulties". A county discipline inspection commission cadre told us about his experience of "entanglement": a low-income household in a certain village cannot take care of themselves due to disability. Although they have children, they do not meet the conditions for special hardship support in principle, but their children are unable to fulfill their support obligations due to illness and other reasons. After collective research and strict procedures, the town party committee included them as special hardship support personnel, but they were also reported as a result. Is it acceptable or not acceptable? The disciplinary inspection and supervision cadre admitted that he had also worried about being fault-tolerant for others and being held accountable in the future, but the words of the town party committee secretary deeply touched him - "Communist Party members are meant to take responsibility for the people.". He believes that as a disciplinary inspection and supervision cadre, he should also dare to take on the responsibility of the person in charge.
After listening to this story, a wave of warmth surged in my heart. Although the implementation of the "three distinctions" approach varies in different regions, and there is still room for improvement in the recognition and handling of what should be tolerated and how to tolerate it. However, we can see and feel that some disciplinary law enforcement officers, with a responsible attitude towards their careers, unload the burden and support cadres with their responsibilities. This survey ends in Hainan, which is in the midst of building a free trade port. With the acceleration of high-level opening-up policies and the continuous gathering of talents from all parties, new factories and ports have emerged... We have reason to believe that taking on responsibilities for those in charge will enable more cadres to bravely "venture into the sea and ride the waves", making it a common practice to take on responsibilities and do good deeds.
