He Xing was born into a dual worker family, with both parents being government officials. After graduating from school in 2002, He Xing, who had just started working in Ganluo, was conscientious, responsible, and hardworking. He was highly valued by his superiors. In order to enable him to fully grasp the knowledge of systematic business, his superiors allowed him to work successively in the Mineral Product Inspection Institute, Law Enforcement Brigade, Special Equipment Management Unit, and Quality and Metrology Supervision Unit of Ganluo County Quality Supervision Bureau, undergoing multiple job training. In 2015, He Xing served as the head of the Food Production and Distribution Department of the County Food and Drug Administration and the Quality Supervision Bureau for Industry and Commerce.

The Food Production and Circulation Unit is responsible for the food supervision and approval of food business licenses for food production enterprises, food small workshops, and food business stores, including supermarkets and small shops, throughout the county area. In 2016, the owner of a noodle factory approached He Xing and requested to help him apply for a noodle processing license. After helping him complete his request with all his heart and effort, He Xing realized that he had put in a lot of effort and effort, driving his private car up and down, and spending a lot on fuel, which was not cost-effective. Therefore, he intentionally or unintentionally mentioned his "hard work" in front of the owner of the noodle factory. The noodle factory owner quickly understood his meaning and the next day, he knowingly handed him 3000 yuan of "hard work allowance" in the office building.

"At that time, I was both happy and afraid because my monthly salary was only over 2000 yuan." He Xing recalled the scene of the first time he collected money, saying that he was still very nervous at the time. But then he thought, "It wasn't a big amount, and if it was discovered, it wouldn't be refunded." His lucky mentality and greed had the upper hand.

Creating a clever name and casually holding onto a sheep, transforming into a "worm" around the masses

Once the door of greed is opened, it can no longer be closed. After collecting the "hard work fee" for the first time, He Xing began to use various reasons to "cleverly name" the management service recipients and demand more money. He extended his hand to some small workshops and shops, charging "inspection fees" to the operators on the grounds that the food in these workshops and shops needs to be sampled and tested, ranging from more than 1000 yuan to a few hundred yuan. These so-called "inspection fees" naturally went into his personal pocket.

He Xing used his power to the fullest extent, not only collecting "hard work fees" and "inspection fees", but also signing and applying for a business license only when the boss who applied for it came and offered the "benefit fee"; In order for food safety training institutions to obtain training services, they must pay a "rebate fee" in order to proceed smoothly

After investigation, from December 2015 to February 2023, He Xing collected a total of more than 200000 yuan in cash through clever naming methods.

In addition to charging various "unnecessary" fees, under the influence of greed, He Xing also exhibited behaviors such as "taking whatever is lacking" and "taking whatever is needed", which can be said to be "greedy to the fullest".

In October 2018, I requested 2 cans of Junlebao milk powder from the owner of a maternity and baby store; On a certain day in 2020, I requested an electronic watch from the person in charge of a shopping mall; In July 2021, let my wife take away clothing worth about 2000 yuan for free from a clothing store; In September 2022, I requested 5 packs of Chinese brand cigarettes from the person in charge of a certain food store

"Just like his own vegetable garden, take whatever you want, take whatever you want..." He Xing wrote in his confession, and in reality, he did the same. From "baby cream" to tobacco, alcohol, tea, household appliances, whatever is lacking in the home, he goes to the store to get it.

According to investigation, from 2018 to 2022, He Xing has requested more than 30 items from market merchants, including milk powder, protein powder, baby cream, tea sets, electronic watches, induction cookers, and small refrigerators.

Deviating from the masses, damaging the environment, and unable to escape the severe punishment of Party discipline and national laws

Many shop owners hate He Xing, but in that position, everyone is afraid to speak of their hardships. People like him should have been investigated long ago... When mentioning He Xing's actions, the shop vendors in Ganluo County were filled with complaints.

In September 2022, the Discipline Inspection Commission and Supervision Commission of Ganluo County established a special task force to investigate the clues of He Xing's problem, and quickly verified his violation of discipline and law.

After investigation, from 2015 to 2023, He Xing took advantage of his position to seek benefits for others in food production and operation, accepting and demanding more than 620000 yuan in cash and more than 40000 yuan in discounted goods from management service recipients.

"I was in the detention room for a short time, reflecting on my actions. I felt ashamed of my actions, and the 1000 yuan I received may have been their monthly living expenses..." He Xing wrote in his confession.

He Xing regards the power granted by the Party and the people as a tool for seeking personal interests, disrupting market order, seriously infringing on the interests of enterprises and the masses, and causing adverse social impacts. Waiting for him will ultimately be a severe punishment by the law.
