The theme of this press conference is "Accelerating Urban Renewal to Promote High Quality Development". The reporter learned at the conference that Xuhui has launched the South to North Connection Plan for the Greater Xujiahui area, and is also researching and promoting the addition of underpass tunnels in the Shanghai Botanical Garden area in the south of Xuhui. This will effectively promote urban development transformation, functional expansion, people's livelihood improvement, and quality enhancement through urban renewal, and make every effort to do a good job in the high-quality development of the central urban area.
Comprehensive improvement of energy levels in the Daxujiahui area
Xu Hui District Party Secretary Cao Liqiang introduced that since the 14th Five Year Plan, Xu Hui has implemented two rounds of urban renewal actions. The first round of updates is concentrated in the Xuhui Binjiang area, focusing on the collection and storage of large areas of land, involving a land area of 285 hectares, and is expected to be basically completed within the year. This year, Xuhui has launched a new round of three-year action plan, comprehensively sorting out land use along five main roads including Zhongshan South Road, Zhaojiabang Road, Longwu Road, and the Daxujiahui area. Currently, 108 renewal projects have been preliminarily formed, involving a land area of 334 hectares. "Through urban renewal, we aim to maximize the benefits of scarce land resources and expand the development space of urban areas."
At present, Xuhui has proposed to build five functional areas, including "Greater Xujiahui, West Bank Riverside, Canal Development and Expansion, Xuhui Zhongcheng, and Huajing Gateway". By understanding the resource base of land, population, and carriers, Xuhui will optimize resource allocation and promote more distinctive characteristics of each functional area.
Among them, Xujiahui, as the first circular commercial and business cluster in Shanghai, has achieved initial results in commercial district renewal in recent years with the successive appearances of iconic projects such as Xujiahui Center, Xujiahui Overpass Corridor, and Xujiahui Academy. Chen Yong, Director of the Xuhui District Commission of Commerce, introduced that Xuhui will solicit overall planning plans for the core area of Daxujiahui from around the world, comprehensively optimizing five rail transit lines, aerial bridges and corridors, and ground and underground street crossing systems. Recently, Xuhui will promote the overall renewal of Pacific Department Store and Sixth Department Store, introduce China-Chic brand, develop night economy, and promote the transformation and upgrading of business circle.
Xujiahui area
The Daxujiahui area is also one of the central activity areas in Shanghai with the richest industrial categories and the highest degree of openness to the outside world. The area has a total of 6 million square meters of buildings, 780000 square meters of buildings under construction, and 1.01 million square meters of renewable land. There are also 61 regional headquarters of multinational corporations and 7 foreign-funded research and development centers in the region. Last year, the GDP reached 64.82 billion yuan, and the total tax revenue of enterprises was 13.2 billion yuan.
On this basis, the Greater Xujiahui Functional Zone will be built. Xuhui District will be centered around the Xujiahui commercial district, connected to the Hengfu Historical and Cultural District to the north, and expanded to the Xujiahui Sports Park to the south. It will simultaneously introduce science and technology innovation resources from the Fenglin area, link with universities such as the Chinese Academy of Sciences, Shanghai Jiao Tong University, and Fudan Shangyi, and promote the composite aggregation of multiple elements and functions such as business, commerce, cultural tourism, sports, finance, and technology in Xujiahui, enhancing the industrial function of the Greater Xujiahui area.
Supporting the original innovation and achievement transformation in the central urban area
Taking advantage of the gathering of "universities, colleges, universities, enterprises, and parks", Xuhui has actively connected with universities and colleges in recent years, sorted out research land and carrier facilities, and through urban renewal, the current construction volume of 830000 square meters of scientific and technological innovation carriers is gradually expanding to 2.4 million square meters, better supporting original innovation and achievement transformation in the region.
According to the plan, Xuhui will build six "science and technology innovation blocks", including Fenglin Life and Health, Caohejing Digital Technology, Environmental Jiaotong University Artificial Intelligence, Environmental Huali Biological Materials, Audiovisual Equipment, and Nutrition and Health. Xuhui will also cooperate with Shanghai Jiao Tong University, Fudan University, Zhongshan Hospital, and other institutions to explore strengthening platforms such as concept validation centers and clinical research management centers. With the investment volume of 1 billion yuan regional science and technology innovation funds, Xuhui will connect the entire chain of innovation achievement transformation.
Cao Development Metaverse Industry Innovation Park
In the Caohejing Development Zone, which has a development history of nearly 40 years, Xuhui is actively exploring the secondary renewal of the park. By establishing the Shanghai Park High Quality Development Fund, it is promoting the renewal of approximately 48.6 hectares of land for key projects such as Huameida and Shenneng. At the same time, Xuhui will collaborate with universities and institutions such as Shanghai Normal University, Yingji University, and Shanghai Ziyi Institute to pilot the "industrial upstairs" manufacturing model, creating a functional link between water transport development and Xuhui Binjiang. The Beiyang Artificial Intelligence Innovation Center under construction in the southern part of Xuhui will serve as a strategic expansion space for the Cao Development Park.
The development of the technology industry cannot be separated from capital. Cao Liqiang stated that Xuhui is focusing on the layout of "one city, one street" around the modern financial industry in the four major industrial clusters in the region. "One City" refers to the West Bank Financial City, which will focus on gathering licensed and international benchmark institutions; "One Street" refers to Hengfu Financial Street, which relies on high-quality old western-style houses and other resources to create a gathering area for private equity investment institutions.
In terms of the life and health industry, Xuhui has formed an integrated and linked industrial space supported by three major entities: Fenglin Clinical Research, Cao Development Innovation Incubation, and Life Blue Bay R&D and Manufacturing. According to the city's "industrial map", Xuhui will continue to create a number of characteristic industrial parks through urban renewal and bird replacement. The West Bank Media Port, West Bank Digital Valley, and Caodao Development Metaverse Industrial Innovation Park are all representatives of "new spaces carrying new industries".

Improving people's livelihoods and adhering to full factor governance
With one hand focusing on job balance and the other on livability and business suitability, it is expected that in the next three years, Xuhui will add over 8000 talent apartments in talent gathering areas such as Binjiang, Caoda Development, and Nanzhan Hub. These apartments will be embedded in public facilities such as education, medical care, elderly care, social and commercial facilities, to alleviate the worries of talents in their daily lives and help them fully invest in innovation and entrepreneurship.
More than two-thirds of the residential areas in Xuhui are old and dilapidated communities. District Mayor Zhong Xiaoyong stated that Xuhui is accelerating the transformation from "three old" to "three new" around the goal of "improving a better life through urban renewal", that is, "allowing old houses to wear new clothes, old communities to have a new look, and residents of old communities to live a new life.". Since the 14th Five Year Plan, more than 800 scattered old houses have been renovated in the entire region. Currently, efforts are being made to promote the renovation of 260000 square meters of incomplete houses and the repair of 9 million square meters of old houses, which will be implemented in a rolling manner over three years. In this process, we will simultaneously implement practical measures such as greening improvement, parking space renovation, installation of elevators, and mixing of rain and sewage to achieve full element governance.
In response to the problem of uneven development between the north and south of the urban area, Xuhui District has added basic education schools in the south, and the Southern Medical Center, in cooperation with Zhongshan Hospital, is expected to start operation within this year. In addition, the medical and elderly care integration projects such as Xuhui South Elderly Care Center and Elderly Care Home, as well as the renovation and expansion projects of community health service centers in related streets and towns, are also being promoted simultaneously.
"Three Olds" Transforming into "Three News" Longhua New Village Revitalizes
Regarding the improvement of people's livelihoods, Xuhui will divide the entire area into 40 districts, covering the construction of district party and mass service centers, integrating community canteens, vegetable markets, health stations, as well as commercial, sports, and cultural functions, to build a one-stop "life box", and optimize the construction of the "15 minute community life circle" by creating an upgraded version of Neighborhood Hui.
A batch of pocket parks, street gardens, and urban greenways will be unveiled one after another to promote the "Green Xuhui Point Line and Surface" improvement plan. The ecological park belt around the city, light courts, and related units with an area of 100 hectares will continue to promote the opening of affiliated greenery, promoting the urban construction of Xuhui Park.
Urban renewal is a systematic project. Therefore, Xuhui will implement the "Six Verticals" road network plan this year, with a focus on opening up six north-south channels. It is expected to start construction on 31 roads throughout the year. Among them, the opening of Tianyaoqiao South Road will effectively improve the traffic organization in Xuhui Binjiang and Longhua areas. The Shanghai Botanical Garden in the southern part of Xuhui has an east-west span of 1.2 kilometers. Xuhui District is currently researching the construction of a new underpass tunnel in conjunction with the northern expansion project of the botanical garden, effectively improving the travel convenience of residents in the Changqiao area, promoting more precise and effective urban renewal, and promoting efficient circulation of people and logistics.
