The Yangtze River Delta National Innovation Center was officially unveiled and established in June 2021, with its headquarters located in Zhangjiang Science City, Shanghai. It is a comprehensive national level technology innovation platform approved by the Ministry of Science and Technology of China, led by the Shanghai Yangtze River Delta Technology Innovation Research Institute, and jointly built with relevant institutions in Jiangsu, Zhejiang, and Anhui. It is an important strategic scientific and technological force for implementing the national innovation driven development strategy and the integrated development of the Yangtze River Delta.

In August 2022, Shanghai Changsan Institute, along with Dr. Zhang Yufeng, former President of Honeywell China, and the Jiading District, jointly funded the establishment of the National Innovation Center Intelligent Sensor Research Institute. The goal is to create a batch of internationally leading intelligent sensor products, break through technological barriers, and enhance the competitiveness of domestically produced intelligent sensors.
The team, Jiading District, and National Innovation Center Changsan Institute jointly invested in cash to form a light asset operation company with team control/shareholding. The team controls, while Changsan Institute and Jiading District hold small shares; Jiading District provides research and development sites, professional equipment, and construction funds. The fixed assets formed by the research institute belong to Jiading's state-owned enterprises, and the National Innovation Center provides research and development funds to jointly support the construction and operation of the research institute. The research institute company is the main body of the market, providing key core technology supply for industrial development and serving local industrial transformation and upgrading; The research institute has the ownership, disposal, and profit distribution rights of research and development achievements. Taking the domestically produced and controllable third-generation semiconductor epitaxial equipment targeted by Jiangsu Industry and Research Institute of the Yangtze River Delta National Innovation Center as an example, the institute has introduced a core team of "silicon carbide epitaxial equipment" to organize independent research and development, and incubated and established a major project company, "Core Third Generation Semiconductor Technology Co., Ltd." through a combination of allocation and investment. The National Innovation Center plays a role in guiding financial funds, promoting the integration of Shanghai's advantageous R&D resources and Jiangsu's industrial supporting facilities, and rapidly carrying out technological breakthroughs and industrialization.
After more than a year of effort, the technology has been successfully validated and the first prototype of epitaxial equipment has been successfully taken offline. The silicon carbide epitaxial wafers produced by the company's equipment have advantages such as high cost-effectiveness and high production capacity compared to similar foreign products. At the end of 2021, the company successfully obtained Series A financing, with a post investment valuation of over 600 million yuan. At the end of 2022, the company received Series B+financing of 50 million yuan, with a post investment valuation of nearly 2 billion yuan. The 25.5 million yuan supported by the National Innovation Center has now increased in value to 117 million yuan.
Wang Meng, Deputy Director of the Office of Shanghai Yangtze River Delta Technology Innovation Research Institute, told reporters that the National Innovation Center focuses on a type of technology project with high risk in the early stages, market judgment failure, but may have disruptive effects on future industries and fill gaps. The National Innovation Center hires a project manager team to incubate and establish a project company with absolute control of the core team, and provides scientific research funding support in the early stages of the project company; The project has achieved its established research and development goals. If it has not obtained market financing, it will be accepted and accepted, and failure will be tolerated; When the established R&D tasks of the project are completed and financing is initiated, the initial support funds from the National Innovation Center will be converted into company equity at market investment prices.

As of July this year, the National Innovation Center has established 94 professional research institutes in Shanghai and Jiangsu, with nearly 15000 R&D personnel involved in new generation information technology, new materials, equipment manufacturing, biomedicine, energy and environmental protection, and other fields; Establishing "Enterprise Joint Innovation Centers" with 335 leading enterprises in segmented fields in the Yangtze River Delta region, addressing over 460 technological needs of enterprises with a contract amount of approximately 1.4 billion yuan; Benchmarking national technological self-reliance and self-improvement, focusing on forward-looking, leading, and original technologies that are expected to fill domestic gaps, 65 major industrial technology innovation projects are cultivated and incubated through a "combination of allocation and investment" approach.
