On August 25th, the Comprehensive Transportation Plan for Minhang District was officially released, proposing the Minhang plan of integrating transportation and space in the main urban area. This is also the first district level comprehensive transportation plan released in Shanghai. It is reported that the plan will implement the important concept of people's cities in all aspects of transportation development, adhere to problem orientation, and promote the implementation of a large number of highlight projects, focusing on solving five problems, including rail transit, road network supporting facilities, cross river channels, bus network, and public parking facilities.

It is reported that in recent years, Minhang has mobilized the entire district to promote the construction of major municipal projects, including the addition of a number of major projects such as the Shanghai Suzhou Lake Railway, Rail Transit Line 15, and the upgrading of the S4 urban section. At present, Minhang District has a total of 11 rail transit lines, 55 stations, and a total length of 92 kilometers. After the completion of the airport connecting line, Jiamin Line, West Extension of Line 13, Phase I of Line 23, Demonstration Zone Line, and Line 19, Minhang District will have 17 rail transit lines, 84 stations, and a total length of 160 kilometers. As of the end of 2022, there are a total of 242 bus routes, and the coverage rate of bus stops within 500 meters has reached 91%. The comprehensive transportation system of Minhang has been basically formed.

However, due to its location in the southwest hinterland of the central city of Shanghai, adjacent to seven districts such as Qingpu and Songjiang, the proportion of transit traffic is as high as 46%, and it is blocked by multiple rivers, railways, and highways. The complex traffic composition and geographical environment have caused Minhang to be prone to congestion.

Currently, Minhang District is in the initial stage of a new journey to build an innovative and open, ecological and cultural modernization main urban area. On the other hand, on the basis of the current "Six Horizontals, Three Verticals, and One Shooting" high-speed expressway system, Minhang further improves the high-speed expressway system, solves the problem of concentrated traffic in the northern part of Minhang District, frequent congestion in the central part of Minhang District, road supply and demand contradiction in the southern part of Minhang District, and the problem of congestion spreading outward from Xinzhuang Interchange.

Thirdly, accelerate the research on cross river channels. The coastline between the Outer Ring Expressway and the First Bay of the Pujiang River is about 13 kilometers long. Two cross river passages have been built, and one cross river passage is under construction. The current distance between cross river passages is 8.4 kilometers. In the future, Minhang plans to form 5 east-west and 4 north-south cross river channels to fill the gaps in regional cross river functions and enhance cross river collection and distribution functions.

It is planned to be completed and opened to traffic in 2024. For example, in the near future, Minhang will optimize and adjust 14 bus routes to improve the travel environment for citizens. One is to improve the direction and station setting of public transportation routes, further expand the coverage of route services, and facilitate citizens to access livelihood service points such as hospitals, schools, and convenience service centers, involving Minhang 3 Road, Pujiang 10 Road, Minhang 33B Road, Minhang 21 Road, Pujiang 19 Road, Pujiang 16 Road, Minhang 42 Road, etc. The second is to add stations to further promote the integration of the two networks, involving Minhang 2 Road, Minhang 38 Road, Minhang 21 Road B Line, Minhang 1 Road, 457 Road, and 458 Road.
