The first district level comprehensive transportation plan in Shanghai has been released! In the future, Minhang will add 6 more rail transit lines and 7 cross river passages
On August 25th, the Comprehensive Transportation Plan for Minhang District was officially released, proposing the Minhang plan of integrating transportation and space in the main urban area. This is also the first district level comprehensive transportation plan released in Shanghai. It is reported that the plan will implement the important concept of people's cities in all aspects of transportation development, adhere to problem orientation, and promote the implementation of a large number of highlight projects, focusing on solving five problems, including rail transit, road network supporting facilities, cross river channels, bus network, and public parking facilities.
It is reported that in recent years, Minhang has mobilized the entire district to promote the construction of major municipal projects, including the addition of a number of major projects such as the Shanghai Suzhou Lake Railway, Rail Transit Line 15, and the upgrading of the S4 urban section. At present, Minhang District has a total of 11 rail transit lines, 55 stations, and a total length of 92 kilometers. After the completion of the airport connecting line, Jiamin Line, West Extension of Line 13, Phase I of Line 23, Demonstration Zone Line, and Line 19, Minhang District will have 17 rail transit lines, 84 stations, and a total length of 160 kilometers. As of the end of 2022, there are a total of 242 bus routes, and the coverage rate of bus stops within 500 meters has reached 91%. The comprehensive transportation system of Minhang has been basically formed.
However, due to its location in the southwest hinterland of the central city of Shanghai, adjacent to seven districts such as Qingpu and Songjiang, the proportion of transit traffic is as high as 46%, and it is blocked by multiple rivers, railways, and highways. The complex traffic composition and geographical environment have caused Minhang to be prone to congestion.
Currently, Minhang District is in the initial stage of a new journey to build an innovative and open, ecological and cultural modernization main urban area. In response to the national strategy, implementing the upper level plan, combining the new spatial pattern, development needs, and strategic priorities, while alleviating the current situation, Minhang District will, based on the existing transportation framework, firmly grasp the main line of comprehensively improving the city's level and core competitiveness from the overall transportation pattern of the city, highlight the core strategy of "strong functions, healthy networks, and increased capacity", strengthen integrated hubs, two backbone networks, three regional corridors, and coordinate multiple systems to form a "1+2+3+N" comprehensive transportation overall planning layout.
Integrate into the construction of Hongqiao International Open Hub and improve the road network system in the north, middle, and south regions
In 2019, Shanghai released the Implementation Plan for Accelerating the Construction of Hongqiao Business District and Building an International Open Hub. Minhang focuses on the core area and Qianwan, creating an ecological green reception hall in the Yangtze River Delta, a world-class waterfront park city model, and an important carrying area for the core function of Hongqiao International Open Hub. The district actively implements the requirements of higher quality integrated development in the Yangtze River Delta and focuses on building the strategic advantages of Minhang District's development in the new era.
On the one hand, Minhang will improve its intercity transportation connectivity with cities near Shanghai and strengthen cross provincial intercity rail transit lines. By relying on high-speed railways, we will expand the high-speed railway channels from Shanghai to Huzhou, as well as in the directions of western Zhejiang and southern Anhui, and improve the external radiation capacity of the Hongqiao hub.

On the other hand, on the basis of the current "Six Horizontals, Three Verticals, and One Shooting" high-speed expressway system, Minhang further improves the high-speed expressway system, solves the problem of concentrated traffic in the northern part of Minhang District, frequent congestion in the central part of Minhang District, road supply and demand contradiction in the southern part of Minhang District, and the problem of congestion spreading outward from Xinzhuang Interchange.
For example, Minhang will gradually open up connecting roads between districts, systematically sort out the construction needs of connecting roads between districts, and plan to add 49 new roads, including 5 connecting with Jiading District, 10 connecting with Qingpu District, 7 connecting with Songjiang District, 2 connecting with Fengxian District, 14 connecting with Pudong New Area, 9 connecting with Xuhui District, and 2 connecting with Changning District.
Supporting the construction of Shanghai Southern Science and Technology Innovation Center and promoting the integrated development of both sides of the Pujiang River
As an important carrier area of the city's science and technology innovation center, Minhang District spans both sides of the Huangpu River and is fully promoting the construction of the core area of Shanghai's southern science and technology innovation center, building a link of integration between the two sides.
Firstly, Minhang fills the gaps in local regional rail transit services in the field of rail transit, promoting the construction of urban lines such as airport connecting lines and Jiamin lines, as well as the southern extension of Line 15, Line 19, and Phase I of Line 23, to support the gathering of high-end innovative resources along the line; Enhance the connection and transfer functions of rail transit, and fill the hierarchy of the rail transit system.
Line 23 Phase I Project - Line Location
For example, the first phase of Line 23, with a total length of 28 kilometers and 22 stations, passes through Minhang District and Xuhui District, and is planned to be completed and opened to traffic in 2026. Within the Minhang District, there are 14 stations along Longwu Road and Dongchuan Road. Line 23 is of great significance in guiding the industrial transformation and spatial development of the Minhang and Wujing areas, strengthening the rapid passenger transportation connection between the Zizhu High tech Zone and the southern Minhang area and the central city, and alleviating the passenger flow pressure of Line 5 and the Xinzhuang hub area.

Secondly, in terms of road traffic, enhance the service functions for key areas such as the Science and Technology Innovation Source Area of the Greater Zero Bay and the Maqiao Artificial Intelligence Innovation Pilot Zone, to alleviate traffic pressure at key nodes; Combining industry orientation, promoting the construction of supporting roads in industrial areas, breaking bottlenecks, and combining traffic management measures to alleviate road traffic congestion.
Thirdly, accelerate the research on cross river channels. The coastline between the Outer Ring Expressway and the First Bay of the Pujiang River is about 13 kilometers long. Two cross river passages have been built, and one cross river passage is under construction. The current distance between cross river passages is 8.4 kilometers. In the future, Minhang plans to form 5 east-west and 4 north-south cross river channels to fill the gaps in regional cross river functions and enhance cross river collection and distribution functions.
Renderings of Yindu Road Cross River Tunnel
For example, the Yindu Road Yangtze River Tunnel Project has a total length of 3.8 kilometers, of which the Yangtze River Tunnel section is about 2.7 kilometers long. It starts from the planned intersection of Jingdong Road and Yindu Road in Xuhui District in the west and ends at the intersection of Pujin Road and Luheng Road in Minhang District in the east. It is planned to be completed and opened to traffic in 2024. As an important channel connecting Xuhui District, Minhang District, and Pudong New Area, its implementation will improve the backbone road network structure of the city, optimize the layout of regional cross river channels, divert the traffic flow of S20 highway's outer ring cross river, improve the transportation conditions on both sides of the Huangpu River, adapt to the expansion of the main urban area, and promote coordinated economic and social development in the region.
Ecological and humanistic quality transportation, alleviating major livelihood issues
Serving people's livelihoods is the essence of transportation. Minhang implements the important concept of people's cities in all aspects of transportation development, and creates ecological and cultural quality transportation.
Minhang will further improve the accessibility of public transportation, optimize new bus routes, add new bus hubs and stations, improve the bus lane system, and enhance the quality of public transportation services.

For example, in the near future, Minhang will optimize and adjust 14 bus routes to improve the travel environment for citizens. One is to improve the direction and station setting of public transportation routes, further expand the coverage of route services, and facilitate citizens to access livelihood service points such as hospitals, schools, and convenience service centers, involving Minhang 3 Road, Pujiang 10 Road, Minhang 33B Road, Minhang 21 Road, Pujiang 19 Road, Pujiang 16 Road, Minhang 42 Road, etc. The second is to add stations to further promote the integration of the two networks, involving Minhang 2 Road, Minhang 38 Road, Minhang 21 Road B Line, Minhang 1 Road, 457 Road, and 458 Road. The third is to accurately match passenger flow needs, changing Minhang 55 Road, which mainly serves the Xinzhuang Business District, to operate only on weekdays, improving the efficiency of public transportation resource utilization, and optimizing public transportation operating costs.
Minhang will create a continuous and complete slow traffic system, create a livable and business friendly neighborhood atmosphere, and achieve a transformation from traffic oriented roads to lifestyle oriented roads, thus improving the quality of the slow traffic system from a positive to an optimal one. Build a north-south high-quality neighborhood service vitality axis in the central region, and improve the transportation quality of the "Big Zero Bay" science and technology innovation source in the southern region, creating an open neighborhood.
Minhang will also implement comprehensive measures to alleviate the problem of "parking difficulties" by setting up three parking control zones, including a bus guidance zone, a moderate allocation zone, and a development balance zone, to strengthen moderate construction, efficient management, and technological empowerment. In the near future, 12 additional allocation areas will be built, 10 potential areas will be explored, and a total of 162 commercial parking lots will be shared.
For example, Minhang District is vigorously promoting smart road parking and piloting an intelligent parking management system on some sections of roads such as Xinzhuang Town and Wujing Town. Currently, a total of 10 roads and 503 parking spaces in the district have been connected to the city level parking platform, achieving intelligent operation of roads, improving the turning rate of parking spaces, and greatly alleviating the problem of parking difficulties. The plan is to achieve full coverage of road parking intelligent management by 2024.
Creating a "30 minute" travel circle within the district and a "15 minute" community travel circle
According to the plan, by 2035, the green transportation sharing rate in the entire Minhang district is expected to reach 80%, with a public transportation sharing rate of 40%. Within the urban development boundary, the planned population and job coverage of 600 meters of rail transit stations will reach 49% and 59%, and the setting rate of conventional bus stations within 50 meters of rail transit stations is expected to reach 90%. The density of conventional bus network is expected to reach 2.5 kilometers per square kilometer, the coverage rate of conventional bus within 500 meters will reach 100%, and the density of slow traffic network will reach 10 kilometers per square kilometer.
