On June 5th, the 50th World Environment Day, the promotional activities for the 2023 "Sixth Five Year" Environment Day in Xuhui District were held simultaneously at the main venue of Xujiahui Academy and the sub venue of Lingyun Street Low Carbon Science Popularization Hall. Xuhui District officially launched the creation of a "waste free city".
The reporter learned at the meeting that the environmental governance and improvement work in Xuhui achieved significant results last year. A total of 225900 square meters of new green spaces were built in the entire area, including 71000 square meters of park green spaces, 6 pocket parks such as "Lehui Small Amusement Park" were added, 12 street gardens were upgraded, and 5 affiliated green spaces of units such as Shanghai Conservatory of Music were opened to the public. Three kilometers of urban greenways such as Puhuitang and Guijiang Road Phase V were completed ahead of schedule, and two green characteristic roads such as Hongqiao Road and Yunjin Road were created to continuously create an ecological environment where the whole society participates and humans and nature coexist harmoniously.
Last year, the average annual concentration of PM10 in Xuhui district was 38 micrograms/cubic meter, a decrease of 7.3% compared to 2020. The average annual concentration of PM2.5 was 25 micrograms/cubic meter, a decrease of 19.4% compared to 2020. In recent years, Xuhui District has also focused on refined management, continuously improving the environmental quality of the central urban area through "greening, purification, beautification, lighting, and refinement". It has completed key tasks in air pollution prevention and control, such as implementing dust control measures at the Xujiahui central construction site and controlling Longwu Road, creating a clear and bright living environment.
On the day of the event, representatives of member units in Xujiahui Business District launched the "Xujiahui Business District Green and Low Carbon Renewal Iterative Development Initiative". As the primary responsible party for implementing carbon reduction tasks and an important participant in the carbon market, commercial district enterprises will play an active role in promoting green research and development, green manufacturing, green disposal, and eliminating the entry of high energy consumption, high pollution, and high emission projects. Representatives from member companies such as Shanghai Film Group, Xiaomi, and Watsons successively shared their experiences in cultivating low-carbon concepts and social lifestyles for the whole population, advocating for a new fashion of low-carbon conservation.
Carrying out low-carbon practices in industrial parks and communities is an important foundation for achieving carbon peak and carbon neutrality. In recent years, Xuhui has actively explored green and low-carbon development models, successfully promoting the Caohejing Emerging Technology Development Zone, Meilong Sancun, Huayue Jiayuan and other residential areas to be included in the first batch of low-carbon demonstration and creation lists. The Ecological Environment Bureau of Xuhui District, in conjunction with the Municipal Academy of Environmental Sciences, conducted research on the Caohejing Development Zone General Company, key enterprises and buildings in the park, and explored the establishment of a regional energy and greenhouse gas intelligent management system. It also took the lead in establishing a joint meeting system for the low-carbon development practice zone in Xuhui District. At the event, the Ecological Environment Bureau of Xuhui District and Hongmei Street jointly signed the "Green and Low Carbon Development Agreement within the Caohejing Emerging Technology Development Zone".
The reporter also learned that with the systematic advantages of "one network for all" and "one network for unified management", Xuhui District has prepared a negative list of catering site selection in the district, which is launched on the "apply as soon as possible" APP and the "Xuhui Ecological Environment" WeChat official account, and dynamically updated through each street and town and relevant committees and bureaus every quarter. The Xuhui Ecological Environment Bureau has also taken measures such as reducing approval restrictions and optimizing in-process and post event supervision. With the help of the "Environmental Information Code," it has taken the lead in exploring the three industries of construction, catering, and auto repair, dividing each project into three levels: "green, yellow, and red." Green projects will be automatically "approved in seconds," while red projects will be "restricted," and enterprises with consecutive red codes will receive assistance and punishment.
Li Ruying, a native of Shanghai, has become a staff member of the Xuhui Environmental Monitoring Station, using her professional skills to contribute to the improvement and enhancement of the ecological environment. Volunteers also work hard to protect the ecological environment. At the event, seven ecological and environmental characteristic volunteer teams from Xuhui Environmental Monitoring Station, Shanghai Middle School, Nanmo Middle School, East China University of Science and Technology, as well as Xujiahui, Tianlin, and Hongmei streets, were officially awarded flags and will continue to strive to be promoters and practitioners of ecological civilization construction.
