The first municipal government press conference of the "High quality Development in Shencheng" series on July 10th focused on the construction of the "Leading Zone" in Pudong. On the eve of the second anniversary of the release of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting the High level Reform and Opening up and Building a Leading Area for Socialist Modernization Construction in Pudong New Area", Pudong announced that according to the "Implementation Plan" for the district, 450 tasks have been completed or basically completed, with 413 tasks, indicating that 91.8% of the construction tasks have been completed and a number of landmark achievements have been achieved.

On July 10th, the "Several Provisions on Improving the Ecological Environment Protection System of Pudong New Area in Shanghai" was officially announced and launched to the public. This is the third Pudong New Area regulation formulated around green ecology, and also one of the 16 Pudong New Area regulations, 2 local regulations, and 16 management measures promoted by Pudong in the past two years since the central government authorized Pudong legislation.
Pudong has been developing and opening up for 33 years, always taking the lead in exploring higher-level reform and opening up as its own responsibility, and becoming a pioneer in reform throughout the city and even the country. Entering a new era of "leading zone" construction, the current reform task in Pudong is to explore ways and break through the situation for building a high-level socialist market economy system, which cannot be separated from the guarantee and support of a legal environment. To this end, Pudong is accelerating the implementation of regulatory measures such as biopharmaceuticals and intelligent connected vehicles, promoting the introduction of regulatory measures such as data elements and autonomous driving management, and promoting the operation of major platforms such as data exchanges and human genetic service stations, providing sufficient institutional support for industrial development.
Taking the "Several Provisions on the Registration and Confirmation System of Market Entities in Pudong New Area, Shanghai" as an example, the innovation of the registration system is carried out, which reduces institutional transaction costs through the system of name registration declaration commitment, independent determination of business scope by market entities, reform of residence registration, and independent disclosure system.
The introduction of the management measures "Several Provisions on Promoting the Construction of a One Stop and Diversified Dispute Resolution Mechanism for Labor and Personnel Disputes in Pudong New Area" is aimed at solidifying the integration of mediation, arbitration, and trial. The diversified resolution of labor disputes through grassroots mediation, labor arbitration, lawsuit filing, litigation judgment, and compulsory enforcement has improved the accuracy and convenience of labor personnel dispute resolution in the "leading area".
On March 22 this year, the Implementation Rules for Promoting Innovative Applications of Intelligent Connected Vehicles without Drivers in Pudong New Area, Shanghai were released. More than three months later, at the 2023 World Artificial Intelligence Conference, Pudong announced that innovative applications of intelligent connected vehicles have officially entered a new era of autonomous driving. The first three companies to obtain licenses can conduct road tests for fully unmanned intelligent connected vehicles in the designated road sections and areas within the Pudong administrative area.
Over the past two years, Pudong New Area has closely adhered to the five strategic positioning given by the central government, namely "the pioneer of higher-level reform and opening up, the benchmark of independent innovation and development, the functional highland of global resource allocation, the exemplary guidance of expanding domestic demand, and the demonstration model of modern urban governance", and continuously deepened reforms. Zhu Zhisong, member of the Standing Committee of the Municipal Party Committee and Secretary of the Pudong New Area Party Committee, introduced that by exploring a new batch of commercial system reforms, pioneering reforms such as the "One Certificate for Culture, Sports and Tourism" and the "Two Certificates in One for Environmental Impact Assessment and Pollutant Discharge" have been launched, and the country's first local code standard system for ship supplied material products has been formulated. Pudong continues to deepen its understanding of the "leading zone", integrating the new deployments and requirements of the central and municipal party committees into the construction of the leading zone, enriching the connotation of the construction of the leading zone, and demonstrating its all-round leading responsibility.
Next, Pudong will continue to deepen the market-oriented "streamlining administration, delegating powers, and improving services" reform and the government's own institutional mechanism reform. It will pay more attention to the integration of reform systems, and plan and design reforms from the entire process of development, the entire chain of industrial development, and the entire life cycle of enterprise development. It is reported that with the promotion of the comprehensive reform pilot in Pudong New Area, the first batch of authorization matters are expected to be implemented within the year.
Open up connotation expansion, strengthen development leadership
This year marks the 10th anniversary of the establishment of the Shanghai Pilot Free Trade Zone, as well as a crucial year for Pudong to promote the implementation of the upgrading strategy of the pilot free trade zone and focus on opening up and implementing greater stress testing. Pudong stated that it will increase exploration efforts in areas such as foreign investment access, market opening, talent introduction, innovation of customs special supervision areas, and offshore finance, and deepen investment and trade liberalization and facilitation. "The current focus is to benchmark international high standard economic and trade rules such as CPTPP and DEPA, carry out high-level and all-round institutional openness, and increase exploration efforts in areas such as service trade, digital trade, fair competition, intellectual property, and government procurement."
The ultimate goal of reform, opening up, and innovation is to achieve high-quality development. Last year, the gross domestic product of Pudong New Area exceeded 1.6 trillion yuan, accounting for 35.9% of the city's total. This year, the resilience and momentum of Pudong's economy have further demonstrated, with major economic indicators continuing to rise. Hang Yingwei, Deputy Secretary General of the Municipal Government, Deputy Secretary of the CPC Pudong New Area Committee and District Chief, introduced that the fixed assets investment of the whole society in Pudong from January to May exceeded 107 billion yuan, an increase of 49.9%; The total output value of industrial enterprises above designated size exceeded 538.5 billion yuan, an increase of 24.9%; The total retail sales of consumer goods exceeded 168.1 billion yuan, an increase of 37.1%.
At the same time, the development of the hardcore industry is strong. From January to May, three Class 1 new drugs were approved for market launch, the world's first domestically produced C919 passenger plane achieved its commercial maiden flight, and the first domestically produced large cruise ship, "Aida Modu," was successfully docked, driving a 37% growth in strategic emerging industries. In addition, trade functions have also become more complete. After the implementation of the "full warehouse registration" pilot project, Pudong's bulk commodity sales increased by 4.4% from January to May, and market vitality continued to burst. "Next, we will continue to enhance the level of China's six core industries, including chip, innovative drugs, Blue Sky Dream, future vehicles, intelligent manufacturing, and data port, and promote the scale of the three leading industries, integrated circuits, biopharmaceuticals, and artificial intelligence, to achieve over 750 billion yuan." said Hang Yingwei.
Since the beginning of this year, in order to accelerate the introduction and cultivation of a group of high-energy enterprises and institutions with global market operation capabilities, and support functional platforms such as the reinsurance "International Board" to strengthen international service functions, Pudong has further deepened exploration and innovation in facilitating cross-border flows of funds, talents, data, and other areas. For example, in terms of talent, Pudong is building an international talent development leading zone, innovating institutional mechanisms to attract and gather outstanding talents from around the world, improving the full chain training and utilization system for urgently needed professional talents, and providing convenience for foreign talents to enter, exit, and stay.
Focusing on strengthening the function of an open hub portal, Pudong is currently building a world-class shipping hub, fully ensuring the construction of major projects such as the Xiaoyangshan North Operating Area, Pudong International Airport Phase IV, and the Oriental Hub Shanghai East Station. Not long ago, the government of Pudong New Area signed a strategic agreement with China Eastern Airlines to deepen cooperation. Both parties have made it clear that they will rely on the construction of the Oriental Hub project to build a good aviation industry development ecosystem in Pudong.
