On the morning of July 28th, the Shanghai Bay Area East Lake International Innovation Center, the first project of the Shanghai Bay Area Science and Technology Innovation City with a total investment of about 1.9 billion yuan, officially began construction. Meanwhile, the second phase of the adjacent Shanghai Bay Area Zhongke Ecological Digital Port project has officially started construction. Two heavyweight science and technology innovation platforms started construction on the same day, marking the "acceleration key" of the "core" construction of the Shanghai Bay Area Science and Technology Innovation City, and also sounding the "horn" for key areas such as Jinshan Binhai to accelerate transformation and upgrading.
"The East Lake International Innovation Center in the Shanghai Bay Area and the Zhongke Ecological Digital Port in the Shanghai Bay Area will be built as the center of science and technology services and the hub of science and technology innovation in the Shanghai Bay Area Science and Technology Innovation City, helping the Shanghai Bay Area Science and Technology Innovation Center better play its" core "functions. At the groundbreaking ceremony, Liu Jian, Secretary of the Jinshan District Committee, stated that the start of the first project marked the" first shot "in the transformation of the five key areas in Jinshan District, and became a landmark starting point on the new journey of regional transformation and development.".
It is reported that this month, Jinshan District has issued the "Implementation Plan for Accelerating the Transformation and Upgrading of Key Regions and Promoting High quality Development", proposing to leverage the efforts of the entire district to promote the transformation of five key areas, including the coastal area, the Shanghai Bay Area High tech Industrial Development Zone, and the Shanghai Carbon Valley Green Bay Industrial Park. In particular, in Jinshan's coastal area, efforts will be made to build highlight areas such as the Binhai International Cultural Tourism Resort, the Shanghai Bay Area Science and Technology Innovation City, and the Weicheng Waterfront Community, striving to create a modern transformation sample that integrates industry and city development, clusters emerging industries, and is ecologically livable and suitable for business. This will lead the entire district to deepen the implementation of the "transformation and upgrading" strategy requirements.
Among them, the Shanghai Bay Area Science and Technology Innovation City focuses on the integration of industry and city, as well as the integration of "three industries", accelerating the construction of a functional layout of "one core and two zones", and building an ecological and intelligent science and technology innovation city that gathers top talents, integrates high-end scientific research, transforms advanced achievements, gathers emerging industries, develops financial technology, and integrates quality of life. Among them, the "one core" of the Shanghai Bay Area Science and Technology Innovation City refers to the "core" of the Shanghai Bay Area Science and Technology Innovation Center, while the "two zones" refer to the "living supporting" area of the Huilonghu International Community and the "industrial transformation supporting" area of the Bay Area Science and Technology Innovation Industrial Park.
As a "hardcore" project to strengthen the core functions of the Shanghai Bay Area Science and Technology Innovation Center, the Shanghai Bay Area East Lake International Innovation Center is jointly built by the Shanghai Bay Area Science and Technology Innovation Center and Hubei Liantou East Lake High tech Group. It is the first science and technology park invested and constructed by Hubei Liantou East Lake High tech Group in Shanghai. The total land area for project construction is about 148 acres, with a construction period of 4 years. It includes industrial carriers such as regional landmark R&D office building and standalone headquarters R&D office building, as well as industrial and living service supporting facilities such as community exchange center, investment exhibition center, and community sharing center. It integrates innovation and innovation, technology research and development, incubation display, modern office, and interactive communication. It is expected to complete the overall development and construction in the first half of 2027.
The East Lake International Innovation Center in the Shanghai Bay Area will rely on the solid foundation of Jinshan District in the fields of new generation information technology, biomedicine, and other related industries. It will focus on expanding the upstream and downstream industrial chains, with the digital economy as the leading industry and life and health as the supporting industry. After completion, it is expected to attract no less than 150 technology startups, 30 enterprise headquarters, and 10000 technology talents, striving to become a new platform for empowering cutting-edge industries in East China, a new engine for integrated development in the Yangtze River Delta, and a new window for international technology innovation centers.
The Shanghai Bay Area Zhongke Ecological Digital Port is jointly built by the Shanghai Bay Area Science and Technology Innovation Center and the China Academy of Science and Technology Development. It integrates headquarters office, scientific research, innovation incubation, industrial support, and talent apartments. It is a key layout of the China Academy of Science and Technology Development in the Yangtze River Delta region and an important technology carrier for the Shanghai Bay Area Science and Technology Innovation Center. The total investment of the project is 1.4 billion yuan, covering an area of approximately 83 acres, and will be constructed in three phases. After the overall operation of the park, it is expected to accommodate 30-40 corporate headquarters, more than 200 technology enterprises, and gather nearly 5000 technological innovation talents, making it a highly influential industrial development highland in East China. The first phase of the park will officially open to the public in October this year, and the second phase of the project, which started today, is expected to be put into operation in August 2025.
As the "core" carrier of the Shanghai Bay Area Science and Technology Innovation City, the Shanghai Bay Area Science and Technology Innovation Center has been focusing on strategic emerging industries such as life and health, artificial intelligence, and digital economy since its opening in April 2019. It has promoted the construction of research platforms such as the Zhejiang Tsinghua Yangtze River Delta Research Institute Bay Area Science and Technology Innovation Industrial Park and the Tsinghua University Tianjin High end Institute Shanghai Bay Area Joint Research and Transformation Center, successfully creating a software and information service industry base in Shanghai.
