Adjacent to the Music Valley, surrounded by the winding Hongkou Inland Rivers of Hongkou Port, Yujingpu, and Shajing Port, it is the only historical and cultural area in Shanghai that preserves a complete water system pattern. The nearly century old Ruikangli has finally ushered in urban renewal.

Recently, the Ruikangli urban renewal pilot project in Hongkou District completed the task of soliciting renewal intentions with a 99.69% approval rate.

As the first pilot project to carry out innovative urban renewal model mechanism in Shanghai, Ruikangli Historic and Cultural Features Protection Neighborhood involves 655 certificates in total, including 667 628 certificates and 2196 registered registered residence residents. The Shikumen Lane in the waterfront community form has unique value in the city center, but among them, the houses are aging and rudimentary, the facilities are outdated, the living environment is poor, and 85% of the stoves and 69% of the bathrooms are shared. The residents have a strong desire for renovation.

Ruikangli belongs to the first batch of historical and cultural protection neighborhoods in Shanghai, and is clearly not included in the scope of old land acquisition. Mr. Zhao Chaogou, a prominent figure in the Chinese news industry, once resided here. And Pavilion 139 used to be the last one to turn off the lights in the entire alley, which was the studio of a generation of Chinese painting master Xie Zhiliu.

In 2019, Ruikangli was included in the Shanghai Urban Organic Renewal Project. Back then, Ruikangli explored the model of rent exchange, with a total of 56 residents signing contracts for rent exchange. Among them, 33 residents received rent, and 23 residents rented houses in Rainbow Bay.

In order to solve the living difficulties of more residents and explore more suitable urban renewal models for the current situation, the Ruikangli Urban Renewal Pilot Project, which has been launched, is based on voluntary application and plans to adopt four resettlement methods: replacement and evacuation, physical resettlement in another location, repurchase of original construction houses, and leaseback of original construction houses.

During this period, in the project office located at No. 80 Shajing Road, many residents came to inquire and fill out inquiry forms with their household registration books and room cards. Some residents were born in Ruikang and have lived there for over sixty years, while others have been rooted here for two or three generations. Residents who changed rent in 2019 are also clearly included in the consultation.

Xu Yunfen, the director of Ruikang Neighborhood Committee, is a resident of Ruikang Village. She told me

73 year old Mr. Wang, who has been living in a 22.5 square meter house in Ruikang since birth, has great feelings for this place. He said, "We hope it's best to repurchase the original site to build the house. If it doesn't work, it's also good to use the money to buy nearby houses."

The reporter learned in the interview that according to the current survey of residents, 39.03% choose monetary resettlement; 17.58% of people choose to settle in houses in other places; 30.97% chose to repurchase in situ; Other uncertain categories account for 12.42%.

Lu Xuebin, Executive Deputy Commander of the Jiaxing Road Sub district Old Reconstruction Command, told reporters a set of data: in Ruikang, there are 113 elderly people over 80 years old, 119 people returning to Shanghai from other places, and 115 people with disabilities... There are a large number of disadvantaged groups here, and it is difficult to improve living conditions by oneself.

"What is the difference between urban renewal and housing expropriation? What are the specific plans for urban renewal? We need to explain the policies to residents in a simple and understandable way to ensure that the benefits they deserve are maximized," said Lv Xuebin. In the early stage, a project public credit evaluation and supervision team was established, door-to-door to patiently interpret and update the plan to residents, listen to their demands, and lay a foundation for researching and formulating scientific and reasonable implementation plans.

Due to living difficulties, conflicts between residents and their families are very prominent. In particular, the registered registered residence personnel who rent out will bring many uncertainties to the selection of new public housing tenants and the determination of resettlement methods, which will greatly increase the difficulty of mass work.

On the project site, two commercial vehicles are specifically parked for staff to travel to hospitals, nursing homes, and other places to provide face-to-face interpretation of the plan for relevant residents.

It is reported that according to the current urban renewal model, after the first round of consultation and approval rate of the Ruikangli urban renewal project reaches 80%, a specific implementation plan will be launched to solicit the wishes of residents. The second round of consultation will take effect if the signing rate of residents reaches 95% or above.
