A recent research report released by Jones Lang LaSalle shows that compared to office and production, companies are always extra cautious when laying out research and development and pilot sites - they need to consider geographical location, infrastructure and transportation convenience of industrial parks, as well as location value, that is, the industrial environment and scale agglomeration effect of the region.
Building an industrial ecosystem and highlighting the value of the park's location is the development foothold of the Internet Treasure Land Riverside Park. This park, with a slightly unfamiliar name, is located in Baoshan District, which has always been known as an old industrial base. Its predecessor was Baosteel's spare parts warehouse, which was founded in 1978. As the earliest area built during Baosteel's construction process, it witnessed Baosteel's development history. With the approval of the third batch of characteristic industrial parks in Shanghai for Baowu Carbon Neutrality Industrial Park in 2022, this land has ushered in new opportunities and become an important carrier area for the development of green and low-carbon industries in Baowu Carbon Neutrality Industrial Park.
At present, the old warehouse has shaken off dust and transformed into the first phase of the Internet Treasure Land Binjiang Park project. The plan is to create an industrial ecosystem of new materials, energy conservation and environmental protection, and promote the clustering of "low-carbon+smart" related industries. It will be officially delivered and put into operation in August this year.
Develop parks that are more adaptable to the industry
"We are engaged in sensor research and development, and it is not easy to find an industrial park that can excavate foundations and fix equipment for experiments," said Yan Wenguang, the site selection manager of Shanghai Langshang Sensing Technology Co., Ltd.
The enterprise is engaged in sensor research and application, and its products are widely used in fields such as field exploration and monitoring of automobiles, robots, drones, building monitoring, forestry and power. Its headquarters is located in Pudong. With the development of business, enterprises intend to layout a laboratory for research and testing, but encounter difficulties in site selection: to prevent errors, inertial sensor equipment cannot be affected by vibration interference, and the foundation needs to be excavated on the first floor and concrete poured to fix the equipment. These rigid demands encountered obstacles after communicating with many industrial parks, until they arrived at the Internet Treasure Land Binjiang Park.
"The distance between the park and the surrounding subway stations is about 1.5 kilometers, avoiding vibration interference. The renovated factory building from the warehouse also has the conditions for fixed equipment. When we visit the site, we can rest assured." Yan Wenguang said that the laboratory has entered the decoration stage, with a leased area of 310 square meters.
Langshang's laboratory is located on Building A, which is also one of the main research and development pilot industrial buildings in the park. Li Zhijun, the project leader of the park and Senior Vice President of Baodi Asset Culture, Commerce, and Tourism Business Unit, told reporters that Building A is 180 meters long, 47 meters deep, and 12 meters high. The original warehouse structure has been retained and internal renovation and reinforcement have been carried out, dividing it into two levels, with column spacing also facilitating flexible division by the enterprise. The bottom layer is 7.5 meters high, considering that industrial units need to layout and combine equipment on the bottom layer, and the equipment itself is four or five meters high. To save the trouble of local reinforcement for enterprises, the park also increases the load capacity of the bottom layer to 2 tons per square meter. The load-bearing capacity of office floors is generally 200 kilograms per square meter, while the load-bearing capacity of ordinary industrial buildings is only 500 kilograms to 1 ton per square meter.
Higher building standards mean higher costs, but the park believes that parks with higher industry compatibility are also more likely to find high-quality enterprises. "Renting and not selling the park is also to ensure that investment meets the overall positioning and direction, and to provide guarantees for subsequent coordinated operations," said Li Zhijun. It is understood that Baodi Asset's self owned and operated park covers an area of more than 6 million square meters, which is distributed in both the downtown and suburban areas of Shanghai center. A good reputation also creates opportunities for park linkage. "For example, enterprises headquartered in Yangpu Park of Internet Baodi can come to Binjiang Park for research and development pilot projects, and subsequent production can be placed in Luojing Park of Shuzhi Baodi."
The inherent attractiveness of the industrial ecosystem
"In this carbon neutral park where green energy takes the lead, we have found suitable office space and implemented zero carbon smart park business in the park's spatial carrier," said Zhan Ruoqing, the general manager of Dekun Smart Construction Co., Ltd., one of the first companies to settle in the Internet Baodi Binjiang Park.
Dekun Smart Construction relies on the Tongqing Lake Collaborative Innovation Center, integrating resources from universities such as the Chinese Academy of Engineering, Tongji University, Tsinghua University, and Hunan University, as well as related industrial resources, to carry out technological research and manufacturing in the field of smart construction. It has leased 500 square meters of office space in Building D of the park. During the preliminary investigation, the company learned from the park operator that the park has utilized approximately 41000 square meters of four research and development office buildings and car sheds to implement full coverage of photovoltaic roofs, while adopting a "self use, surplus electricity grid connection" mode. "Our business includes developing energy management systems at the park level. By creating a landing model here, we hope to further optimize products such as energy storage and charging piles in the next two to three years, and also lay out the pilot phase."
As a component of Baowu Carbon Neutrality Industrial Park and an important carrier area for the development of green and low-carbon industries, Interconnected Baodi Binjiang Park has inherent advantages, which rely on the industrial foundation, innovation system, and cooperation mechanism of China Baowu's "high-quality steel ecosystem" to build an industrial ecosystem. Some potential companies have expressed that the industrial ecosystem is highly attractive to enterprises, and the park is close to the core "carbon circle" enterprises represented by Baowu Central Research Institute and Baowu Carbon Materials Research and Development Center. It is expected to cooperate in specific fields in the future.
In terms of policies, the park has also been included in the "30 Science and Technology Innovation Measures" and the "Golden Ten Measures" for the development of university science and technology parks in Baoshan District, and is currently applying for the "Greater Zhangjiang Policy". "The park will also guide industrial agglomeration with the support of the Green Carbon Fund." Li Zhijun said that China Baowu, together with the National Green Development Fund and China Construction Information Investment, jointly initiated the establishment of the Baowu Green Carbon Fund, with a total scale of 10 billion yuan. The establishment and filing were completed in March 2022. More than 60% of the fund's investment areas will be distributed in the Yangtze River Economic Belt, with a focus on new energy, green technology, environmental protection, pollution prevention and control, and the Baowu carbon neutrality industry chain.
Build a park and also serve as a community culture generator
The Internet Treasure Land Riverside Park is very large. The overall development area of Phase II of the plot is about 406 acres, with a total planned construction area of about 250000 square meters. The upcoming Phase I project also has about 159 acres. Big is an advantage, but for companies and talents who have settled in, they are also afraid of being too big and biased. Fortunately, the relatively mature supporting facilities around the Internet Treasure Land Binjiang Park have given them less worries. Within a radius of 1.5 kilometers, there are Baosteel Sports Center, the northern part of the Ninth People's Hospital, and talent apartments under Baodi. The talent exchange, conference, and exhibition needs of enterprises can also be solved in one stop at Baoshan Hotel.
Unlike typical suburban industrial parks, this area is also very close to "life", separated from the residential area of Changtan, and only a few minutes' drive from the main urban area of Baoshan. Changtan is a new area of regional population growth in recent years, leading all the way to the waterfront space along the riverbank. Therefore, at the beginning of its development, the park set the tone of industry city integration - while creating a scientific research industrial park, it attracts community and urban residents to gather here, allowing it to play the role of a community cultural generator and become a center of regional vitality.
To bring people closer together, the park has abandoned traditional walls and opened up to the surrounding areas. Passing through Mudanjiang Road, people can take the opportunity to enter the park interface from Changtan Slope Park, take a walk and rest on the internal road planted with cherry blossom trees and ginkgo trees, and appreciate the red brick facade of industrial relics. After the completion of the thousands of square meters of park lawn laying, this place will also become a theme activity playground, achieving "camping in spring, ice rinks in winter, barbecue in summer, and RV gathering in autumn". The relevant person in charge introduced that in order to allow every resident enterprise to "see the green through the windows", large green spaces have been reserved between the buildings. The first floor enterprise can also have an independent courtyard, and the long corridor between the two office buildings of CD has also been made into a raised Zen garden.
The lack of catering commercial facilities in suburban industrial parks has also been taken into consideration in advance. The M building, with a total area of over 11000 square meters, will introduce multi frequency dining options indoors and set up an outdoor layout on the first floor to meet the needs of office workers and community residents to get close to nature while drinking coffee.
