"In the commercial district, we have established a mediation alliance with enterprise and merchant representatives as the main body. In the Daxue Road block, we have improved our autonomy through the establishment of the Daxue Road self-management committee. According to the relevant person in charge of Wujiaochang Street, strengthening autonomy can enhance the timeliness and targeting of conflict and dispute discovery. Moreover, with the participation of residents, merchants, property management, social organizations and other stakeholders in the community, it can better achieve integration and autonomy between different communities and groups, and solve the" heart knot "that causes various conflicts from the source.". The Self Management Committee of Daxue Road Block was awarded the title of Top 10 Self Discipline Organizations in Shanghai's City Appearance, Environment and Health Responsibility Zone in 2019, and was also awarded the title of Top 10 Innovative Exhibition Projects in Shanghai's Social Construction and Grassroots Social Governance in 2020. In 2022, the Wujiaochang Commercial District Mediation Alliance successfully mediated 145 consumer conflicts and disputes, involving a total amount of 700000 yuan, and solved more than 300 urgent and difficult problems faced by businesses and consumers in the commercial district. Wujiaochang Street was awarded the title of "Advanced Collective for Optimizing the Business Environment in Yangpu District" in 2022.

On this basis, Wujiaochang Street successfully promoted the recent "Internet celebrity" activity - the landing of the University Road Time Limited Pedestrian Street. It is reported that before the opening of the limited time pedestrian street, Wujiaochang Street used the "Bainaohui" discussion and negotiation platform of the block to lead the organization of weekly "three carriages" meeting in the University Road block, widely listening to the opinions and suggestions of party members, residents, and merchant representatives in the block, coordinating and solving reasonable demands from the masses, patiently answering their questions, and collecting themes for limited time pedestrian street activities. In order to coordinate with surrounding residents not to park motor vehicles on University Road on weekends, 12 public meetings and communication meetings were held for three consecutive weeks to fully protect the right to information, expression, and participation of the masses. In response to the demands of the masses, resources from various functional departments in the district were integrated one by one, and solutions were refined to ensure that the limited time pedestrian street received recognition and support from surrounding residents.

After the launch of the limited time pedestrian street, with the increase of passenger flow, daily issues such as consumer complaints have also increased. Wujiaochang Street requires law enforcement forces such as police stations, market offices, and comprehensive administrative law enforcement teams to strengthen the inspection and handling of daily issues in the neighborhood, respond promptly to consumer complaints, and avoid conflicts that may arise outside the street. In response to the prominent contradictions such as garbage and noise in open neighborhoods, the neighborhood self-management committee coordinated with various member units to negotiate and solve major issues and difficulties such as garbage classification, noise disturbance, and outdoor bar management, and formed corresponding institutional norms, forming a "government management party merchant" trinity management model, achieving a transformation from problem oriented management to demand oriented governance.

"To prevent and reduce various types of conflicts and disputes, we cannot rely on 'covering up', but on enhancing the legal thinking and awareness of market entities, expanding demand channels, and opening up green channels." The person in charge introduced that in response to the high concentration of disputes in commercial districts, Wujiaochang Street has opened a dedicated telephone line for people's mediation in commercial districts, opened a reception point for people's representatives, a consumer dispute consultation window, and resolved disputes with the application, continuously expanding the channels for all parties to express their "online+offline" demands, and encouraging and guiding consumers to report through reasonable and legal channels; A mediation alliance green channel has been set up in complexes such as Wujiaochang Wanda, Heshenghui, Bailian Youyi City, Paris Spring, etc. In response to conflicts and disputes involving contracts, labor management, rights protection, accidental injuries, etc., it is clear that the mall management, as the operating entity, "takes over and then divides, mediates step by step, and leaves room for improvement" in major conflicts.

Wujiaochang Street also cooperates with technology enterprises within its jurisdiction to strengthen digital management. In addition to adjusting the monitoring digital checkpoints, a large passenger flow monitoring and early warning system has been launched for pedestrian streets. The person in charge revealed to reporters that according to system monitoring, the University Road limited time pedestrian street opened for two days, with a passenger flow of 106000 people, an increase of 112.6% compared to the same period in 2021. It is precisely the application scenario of passenger flow monitoring that provides a strong basic guarantee for the operation and maintenance of the neighborhood.

He stated that the next step of Wujiaochang Street will continue to promote the construction of the University Road smart block, successively implementing intelligent parking, automatic payment, clear kitchen and stove, intelligent guidance and other application scenarios, improving intelligent services for consumer complaints and rights protection, continuously improving the level of prevention and discovery, achieving early and small cases, and effectively empowering social governance.
