Whether it's planting rice seedlings and harvesting corn in the Chuangzhi Agricultural Park, experiencing the leisure of being a farmer, participating in neighborhood activities filled with smoke and fire in the Guoding Branch Neighborhood Block, or enjoying a cultural feast of "smoke and fire+book fragrance" in the "Renren Lecture Hall" and "Renren Reception Hall" at your doorstep... In Wujiaochang Street, Yangpu District, there are many small and beautiful places full of human touch that are embedded in every corner. On August 17th, during the "High quality Development in Shencheng" series of concentrated interview activities, the reporter came to these residents to jointly build, govern and share community communities, and understand the exploration achievements of Yangpu on the road of people's urban construction.
A "Neighborhood Gate" of Autonomy and Co governance
Large cities have high population mobility, and social class differences lead to differentiation between different groups. In the process of social governance, how to eliminate the barriers between diverse subjects and promote their integration through autonomy and co governance is the answer given by the "Neighborhood Gate" case created by Wujiaochang Street.
At the intersection of Chuangzhi Fang and Guoding One Community in Wujiaochang Community, there is a "Neighborhood Gate" for joint construction and governance, which connects the new and old communities. The "Neighborhood Gate" breaks not only the spatial "wall", but also the "heart wall" between residents. For many years, the two communities that have not been connected have been connected because of this "good neighbor door". Since the opening of the door, residents on both sides have not only communicated more, but also more and more people are participating in community building. In 2019, Wujiaochang Street also sought funds to carry out the overall beautiful home renovation of a national designated old residential area, completing building painting, road repaving, wall greening, widening of life passages, and addition of parking spaces. Convenient public facilities such as the Neighbor Square and Neighbor Pavilion were also added.
The opening of the Neighborhood Gate has allowed residents on both sides to taste the sweetness of autonomy and co governance, promoting community integration, and increasing interaction between the two sides. The Neighborhood Gate has solved the obstacles and pain points of interaction and resource sharing among residents in the same neighborhood, opened up the door to blocking communication, and also opened up the "door to co governance" that public opinion faces, the "door to emotions" between the masses, and the "door to people's hearts" that serve the people.
As a classic case of grassroots governance guided by the important concept of "People's City" in Wujiaochang Street in recent years, the Neighborhood Gate has received widespread attention from all sectors of society. In 2018, it was named one of the top ten innovative cases of social governance in China, and in 2023, it was selected for the special film "New Answers to Grassroots Governance" by CCTV.
Utilize limited resources to better serve the "entire population"
Different groups of people have different needs and a certain degree of exclusivity. Practicing the concept of a people's city should not neglect one aspect and neglect the other. It is necessary to make full use of limited public resources, create as diverse public service products as possible, and take care of the needs of the entire population. This is not only a requirement of adhering to the people-centered approach, but also a direction for refined urban governance.
Most of the communities around the national designated branch roads are old and have limited housing space. The living and dining rooms are integrated, and everyone needs a space to make friends and communicate. At the same time, renting in old communities is relatively cheap. In addition to the elderly, there are also many white-collar workers and young people from Bilibili, Da Chuangzhi, who also need to find a sense of belonging in the community. We adhere to the concept of "the masses are the customers" and gather the cafeteria, market, medical facilities, living room, library, and lecture hall together, allowing the masses to travel less and enjoy one-stop services.
The Renren living room is such a space that can meet the social needs of various groups of people, share with the whole population, and have community reception functions. Integrating party and government services, neighborly cultural activities, reading and socializing activities, etc., from 0-3 year old childcare to children's playgrounds, from youth centers to elderly care complexes, and in the reception hall for all, it has achieved the transformation of service targets from "elderly care" to "whole population".
Renren Lecture Hall is a new cultural landmark in the community that integrates community public space resources on national branch roads through sorting and exploration, and integrates various forces to participate in the planning and construction of unused corners through urban micro renewal and renovation. In the design and planning stage of Renren Lecture Hall, the street fully gathers surrounding resources, integrates multiple forces, and makes good use of platforms such as the "Voter Reception Day" of the National People's Congress, the "Wuyou Zhihui Hall" and "Five in One" meetings of the Youth League Working Committee. Over the weekend, more than 20 opinions and suggestions were held, and survey questionnaires were distributed multiple times to surrounding residents, white-collar workers, university teachers and students to solicit the needs and opinions of residents, students and other groups. Community residents, in-service party members, volunteers, and primary and secondary school students collectively transformed into "extra planners", guided by the needs of the masses, and ultimately determined the appearance design, functional positioning, and activity content of Renren Lecture Hall. The "Renren Lecture Hall", which holds no less than 100 activities every year, has truly achieved the goal of "for everyone".
