On June 28th, the "Qinglang Guardian · Coming for You" Shanghai Youth Network Protection Series Theme Release Event was held in Yangpu District. At the event, the Shanghai Cyberspace Administration, together with the Municipal Procuratorate and the Law Enforcement Team of the Municipal Bureau of Culture and Tourism, announced the official launch of the 2-month "Qinglang Pujiang · 2023 Summer Internet Environment Improvement for Minors" special action. The special action will focus on prominent issues related to minors, such as hidden mutations in harmful content, cyberbullying, translucency, online fraud, harmful content, internet addiction, and risks of new technologies and applications. It will intercept and clean up network information that infringes on the physical and mental health of minors, comprehensively compress the living space of hidden mutations in harmful information, resolutely curb illegal activities that infringe on the rights and interests of minors, further improve the security standards of exclusive product and service information content such as learning apps and children's intelligent devices, and effectively solve these problems. It is reported that the "Guidelines for Setting up the Youth Model on Shanghai Internet Platforms" focus on four main bodies: "government management in accordance with laws and regulations, enterprises fulfilling their main responsibilities, parents assuming guardianship responsibilities, and social participation in reporting and supervision", as well as four major functions: "content pool construction, personal information protection, parental control, and reporting mechanisms". The focus is on solving the pain points of the youth model that are commonly reflected in the current lack of content in the content pool, "one size fits all" for different ages, prominent personal information protection issues, and insufficient parental authority.
According to the Law on the Protection of Minors and with full reference to the laws and regulations of relevant industry regulatory authorities in the field of network protection involving minors, the "Guidelines for the Enforcement of Network Information that Infringes the Physical and Mental Health of Minors" clarify the types, scope, and judgment standards of network information that infringes on the physical and mental health of minors. After being verified by the Municipal Procuratorate and multiple experts, it provides compliance guidance for network product and service providers in reviewing the content of network protection involving minors, and provides reference for the law enforcement practices of network information and cultural tourism law enforcement departments at the two levels of the city.
