The reporter learned from the 15 points of communication meeting on social work on June 5th that in order to achieve a "package" of incentives and care for community workers from personnel selection and employment, career promotion, care and care, Pudong will take practical measures to promote the goal of "having mechanisms and platforms for team construction, benchmarks and reserves for talent cultivation, and personal career goals and belonging" at the grassroots level.
After this adjustment, the total number of social workers in Pudong New Area is about 25000, an increase of over 7000 compared to the original 18000 social worker quota. According to the central government's policy of allocating no less than 18 social workers per 10000 urban permanent residents, Pudong currently has a real workforce of 20 people, greatly enhancing the guarantee of grassroots human resources. But the increase in the number of social workers is not just a matter of spreading pepper, but rather adapting to local conditions and linking the allocation of social work quotas to the specific situation of residential areas.
Zhou Xiaoping, Director of the Civil Affairs Bureau of Pudong New Area, introduced that the 15 social work regulations introduced this time mainly focus on exploring breakthroughs in five aspects: optimizing the allocation of grassroots human resources, expanding team sources, promoting urban-rural exchanges, improving team quality, and enhancing professional identity. Among them, different quota allocation methods are adopted according to the different categories of social workers. The quota for social work in the center of the street and town will be determined according to the size of the street and town, and the quota for social work in residential areas will be standardized according to the number of households under the jurisdiction of the neighborhood committee. Generally, 5 to 11 people will be arranged in residential areas with 500 to 2000 households.
"Pudong is exploring for the first time in the city to link the allocation of social work quotas with the degree of aging in residential areas. For example, for streets and towns with a high proportion of aging permanent residents, the quota should be appropriately increased to ensure accurate matching of grassroots manpower and work volume." Zhou Xiaoping said.
In addition, Pudong has taken the lead in opening up communication channels between residents and villages in the city, clarifying that members of the village "two committees" and staff outside the "two committees" can become members of the "two committees" in residential areas and enter the social work team by participating in residential area elections. Members of the village "two committees" who are transferred to residential areas and meet relevant conditions can apply to be included in the social work team after passing the comprehensive inspection of the town. Social workers who rotate in the village can retain their social worker status, and individuals who work as social workers in residential areas and as members of the village committee can enjoy corresponding benefits. "This not only facilitates the coordinated training and use of village cadres by each town, but also effectively safeguards the personal interests of social workers, making positive explorations for promoting the integration of urban and rural social work teams," said Wang Yan, Director of the Basic Affairs Department of the Civil Affairs Bureau of Pudong New Area.
The 15 articles on social work also encourage streets and towns to play a good role in motivating and guiding performance distribution, and tilt towards social workers who undertake important tasks and make outstanding contributions. If social workers have commuting difficulties, eligible social workers can apply for cross street town exchanges, actively create conditions, help social workers work with peace of mind, and root themselves at the grassroots level.
