On July 31st, a dual support reception hall with a total area of 550 square meters was officially unveiled, located in the Sixth Rest Area of Hongkou, Shanghai Security District. Among them, the first floor is the reception hall and conference room, the second floor is the calligraphy and painting room, chess and card room, and reading room, and the third floor is the honor room. It will provide residents with warm and convenient services such as consultation and discussion, party education, tea tasting, and book culture.
It is reported that Liangcheng Xincun Street is the community with the most resident troops, the most retired soldiers, and the most beneficiaries in Hongkou District. Among them, there are 592 key beneficiaries in the Guangshui residential area, and it is also the only residential area under its jurisdiction that is all military residential areas. In order to deepen regional mutual support and construction, strengthen military civilian coordination and linkage, and promote deep sharing between the military and civilians, the street has jointly built and shared services with the Hongkou Sixth Retirement Center in Shanghai Garrison, creating the city's first mutual support reception hall.
The reception hall inherits red culture everywhere

It is reported that as early as early as 2010, Shanghai Hongcheng Youfu Social Work Office was established in the street, providing professional services such as assistance applications, entrepreneurship assistance, visits and condolences, daily communication, and conflict resolution for beneficiaries. In 2019, we will expand our services to the entire Hongkou district. In recent years, the service targets have extended from key beneficiaries to disadvantaged veterans, combining on-site visits with online care. Through the work of retired soldiers, they have played a positive role in serving and promoting services, especially in conflict mediation and psychological counseling.
Recently, the street signed and awarded the "Liangcheng Xincun Street Social Support Service Commitment Letter" with the first batch of six social support units within its jurisdiction, and released the "Liangcheng Dual Support Service Map". It gathers six major service resources in the jurisdiction, including affairs, life, elderly care, health, employment, and commerce, establishes and improves the dual support service guarantee system, allowing active duty soldiers, retired soldiers, and beneficiaries to follow the map and meet their needs as much as possible.
Connect the "last mile" of serving the military community
Coincidentally, recently, in Lane 425 of Guangzhong Road, which is also a military community, a pocket sized container "reception hall" has also been officially opened.
The biggest difference between military communities and local communities is that there is neither a property committee nor a property service enterprise, and community governance has always lacked effective measures. Lane 425 of Guangzhong Road, as a military community, is no exception. Since its completion in 1995, various problems have gradually emerged due to inadequate maintenance of hardware facilities and inadequate management of public areas.
In the second half of 2022, with the joint efforts of military, civilian and other parties, the community launched the Beautiful Home Project. The Party branch of the residential area took the initiative to build a communication bridge between the military and residents, leveraging the advantage of a high proportion of Party members in the community. After thorough discussion, 16 feasible suggestions for residents were collected and sorted out, which ultimately received high attention from the military and were all included in the project content. The renovated community has been completely renovated, with the exterior facade, ground, corridors, and greenery all renovated. After the road was re planned, more than ten parking spaces were added and charging piles were installed. Thanks to the renovation of drainage ditches and the installation of mosquito lamps, residents have reported a significant reduction in mosquitoes this summer.
However, due to the fact that the community only has 8 multi story residential buildings and lacks activity space, it is still the last concern for residents.
Yang Lili, the secretary of the Guangliang residential area, told reporters that as the Beautiful Home project was nearing completion, residents saw the containers used in the project and were inspired: isn't this just a ready-made place? It can provide a certain activity space and serve as a commemoration of the beautiful home project. After joint discussions among all parties, it was ultimately decided to purchase a new container to create a "reception hall" for the community.
The residents voluntarily donated air conditioning, televisions, tables and chairs, tea sets, etc. to the reception hall. The neighborhood committee has also added service desks, posted monthly service information on the street, provided various service promotional materials, and regularly extended the services of the neighborhood committee to the "reception hall". Liangcheng Xincun Street has also helped to purchase fitness equipment next to the reception hall, providing convenience for outdoor activities for residents. To ensure long-term standardized operation, enthusiastic residents also discussed and formulated the "Regulations on the Management of Activity Places", and voluntarily took charge of the daily management of the "reception hall". Nowadays, the "reception hall" has become a new place for resident autonomy, a sub platform for neighborhood committee liaison services, and has opened up the "last mile" of serving residents.
At present, the "reception hall" is covered in a beautiful painted "coat". This plan was also jointly discussed by the neighborhood committee, residents, and the military, and after several revisions, the theme of "military civilian unity and cooperation to compose a new song of mutual support" was finally determined, symbolizing the fish and water situation of military civilian joint construction of a beautiful home.
