A few years ago, reporters went to Fengjing Town in Jinshan District for interviews and heard local officials talking about an industrial park many times: the first phase of the factory building has not been completed yet, and all investment has been completed.
This park is called Lingang Jinshan Advanced Manufacturing Base and is a product of the "regional cooperation brand linkage" between Jinshan District and Lingang Group. It is reported that later on, the park launched the construction of the second and third phases of the project, but unfortunately, when it was completed, it encountered the epidemic, and investment also came to a standstill.
Recently, the reporter went to visit and found that the name of this industrial park has changed, becoming the core demonstration area of Fengjing Medical Equipment Industrial Park. It is worth noting that this year, the park jointly built by the Lingang team and Fengjing Town has a turnover rate of about 70%, and its "performance" ranks among the top in dozens of industrial bases of Lingang Group, which is surprising.
In the view of the park manager, the renaming is an exploration of industrial development following the logic of characteristic industrial parks, as well as a vivid practice of seeking high-quality development in a suburban industrial park, as one side undertakes the supply chain demand for upstream "manufacturing equipment" in the Shanghai biopharmaceutical industry, while the other side undertakes the demand for "upgrading development" of biopharmaceutical enterprises in the Yangtze River Delta.

Building 6 in Phase I of the park is the production workshop of Anjiyi Industrial Co., Ltd. Entering the tall and spacious factory building, one can see pharmaceutical equipment modules arranged inside, mostly composed of pipelines, reaction tanks, etc. Generally, modules are the size of containers, and the largest bioreactor can reach a height of 9 meters, which is very spectacular.
"Ordinary pharmaceutical modules are priced at tens of thousands or even millions of yuan, while larger modules can reach the level of tens of millions or even billions of yuan." Zhou Xiaobo, the company's production manager, said that last year's orders were not completed in time, so the first few months of this year were particularly busy, working overtime to rush orders. Recently, the workshop has returned to a normal production rhythm. "It is expected that this year's output value will remain the same as last year, about 400 million yuan, and orders will slightly increase, reaching 400-50 million yuan.".
An Jiyi is a pharmaceutical equipment enterprise that has grown from scratch in the park. In 2017, the company rented a 3000 square meter factory building in the first phase of the park, and then rented two factories next door. Last year, the company rented another 5500 square meter factory building in the third phase of the park. In just a few years, the area increased by five times. At the same time, the output value has also doubled. It was completed and put into operation in 2018, with a output value exceeding 100 million yuan in 2019, 200 million yuan in 2020, and 400 million yuan in 2021. Last year and this year, the output value is still not less than 400 million yuan.
As a representative enterprise of the park, the story of Anjiyi's rapid growth confirms the development team's prediction of the medical equipment industry and also provides a footnote for the renaming of the industrial park.
Wang Jiadi, the person in charge of the park, told reporters that in the second half of last year, the park officially launched investment promotion work for the second and third phases of factories. At the beginning of its launch, the team conducted a thorough analysis of the industry positioning and ultimately decided to further refine the original "equipment manufacturing" industry positioning to "medical equipment manufacturing".
Because they found that a certain foundation of the medical device industry has been initially formed in the park and the surrounding area of Fengjing, but it is still relatively scattered. Lingang Group has always been very concerned about the biopharmaceutical industry, but other bases have their own focuses, such as Fengxian mainly focusing on "medicine" and Songjiang mainly focusing on "testing". If Fengjing focuses on "medical equipment", it can just supplement the layout of the "life and health" industry for upstream equipment manufacturing, and find more precise development space in the seemingly homogeneous industrial orientation.
Moreover, during their research, they also found that many biopharmaceutical companies in the Yangtze River Delta have reached the stage of "upgrading" development and are planning to move to Shanghai to better integrate elements such as talent, technology, capital, and market. As a node town on the Shanghai Hangzhou corridor, Fengjing is undoubtedly a low-cost value highland. On the other hand, the positioning of this park has been further clarified, providing more space for the industrial transformation of innovative achievements in the biopharmaceutical field in Shanghai.
So, in the entire biopharmaceutical industry chain of the Yangtze River Delta, the park has found a "node" functional positioning.
In the first half of this year, the park clarified its industrial positioning and officially established a new name - Fengjing Medical Equipment Industrial Park Core Demonstration Zone. By identifying the right track, targeting target customers, accurately connecting with industrial resources, and conducting extensive publicity and promotion, the investment attraction of the park has achieved twice the result with half the effort.
There are a total of 16 factories in the third phase of the park, with a total area of 90000 square meters. Currently, the turnover rate has reached 80%. Among them, Building 13 is currently undergoing renovation, and the introduced project will focus on the research and production of a medical device. The team leader is a doctor from a large hospital in Shanghai, who will promote the production and transformation of research results here.
And the old customer Chunyi Medicine Pack in the first phase of the park has also rented another 5000 square meters of space in the third phase, preparing to carry out the research and production of new environmentally friendly materials. "Our headquarters is located in Nanchang, Jiangxi, and we have been promoting research and development upgrades in recent years. However, some experts and professors are unwilling to work as consultants so far, let alone attract young talents. Our major clients and well-known suppliers are also like this. They take more than 10 hours by plane from the United States to Shanghai, and another 4 hours by high-speed rail to Jiangxi, which is very inconvenient." Zhou Zhili, the assistant general manager of the company, explained the reason for the layout in Shanghai.
The stories of these two companies also demonstrate the pleasing trend of the industrial park's success in both directions.

In the first phase of the park, the lease for a factory building will expire at the end of this year, and the enterprise that settled in it was one of the first customers introduced by the park that year. But Wang Jiadi told reporters, "We advised him not to renew his contract, and we have already helped him find a new destination.".
Why discourage existing customers at a time when many industrial parks are facing difficulties in attracting investment? "Firstly, this company specializes in automotive components, which does not match our industry positioning. Secondly, the company's output is relatively low and cannot meet the current target requirements of the park." Wang Jiadi admitted that the company is renting a "locomotive" style standalone factory building, consisting of a single story large-span factory building and three floors of office space, which can simultaneously meet the needs of enterprise research and development, office, and production. It is a scarce resource that is particularly popular with customers. After changing the cage, we can introduce higher quality medical equipment enterprises. "For old customers, the new factory building we helped find with the town has lower costs, and they are willing to accept it.".
Dare to persuade old customers, and the park also has confidence. It is reported that in the first half of this year, the park has politely declined five or six potential customers and forwarded the information to relevant departments in Jinshan District. These companies have a factory demand of over 10000 square meters. The reason for politely refusing is still mismatched with the industry positioning. "From the initial investment situation, we have basically no investment pressure. What we need to consider now is how to choose more suitable projects, how to strengthen industrial clusters, and achieve high-quality development."
In the view of the park, the first phase of the factory was popular because it was significantly better than traditional factories in the suburbs. Not only was the appearance grand and beautiful, but the "locomotive" design was also very unique. The workshop span was large and the height reached 11 meters, fully meeting the needs of equipment manufacturing enterprises. But now, with the passage of time and the further clarification of industrial positioning, park products also need to be further upgraded to better meet the needs of medical equipment enterprises.
It is understood that recently, the park is planning to increase the power capacity of Phase III factories. Because many medical equipment companies have refrigeration, GMP workshops, and other configurations, their electricity demand per square meter must at least double. Meanwhile, based on the characteristics of such enterprises, the park will also renovate the exhaust ducts. In addition, considering the large volume of medical device raw materials and finished equipment, the park also needs to adjust its logistics channels... "Our development of industrial parks is not a one-time transaction, but to deeply cultivate the region and continuously improve products and services."
On August 2nd, the second phase of the park's comprehensive building welcomed a group of special guests. They are staff members from 8 functional departments led by the district housing management bureau, and their visit here is a joint verification of the adjustment of the use nature of this building. After the verification is completed, the usage nature of the 3rd, 4th, 5th, and 6th floors of this building will be adjusted from the original industrial factory to affordable housing. Soon, a talent apartment with a total area of 10000 square meters can be built.
"This is an adjustment that is fought for based on the characteristics and needs of characteristic industrial parks." Wang Jiadi told reporters that in the past, as a general manufacturing park, most of the employees were industrial workers, and their commuting was very regular. The company also arranged collective dormitories outside. However, now, with medical equipment enterprises laying out research and development centers here, there are more and more R&D personnel in the park, and they often need to work overtime until very late... Supporting functions such as talent apartments are also necessary for upgrading industrial park products.

Originally, the industrial park had a "corporate lunch meeting" system. Every Tuesday and Thursday at noon, the park's operation service team would invite 1-2 corporate leaders to the cafeteria to have a meal and chat, listen to the opinions of enterprises on park greening, parking, maintenance, etc., the demands and suggestions for functional department services, as well as the difficulties encountered in talent, financing, and other aspects. In this way, entrepreneurs can hear the most authentic voice without wasting their time.
"I only gave a small suggestion today, which is that there is no snack shop in Phase III of the park yet. I received a response saying that supermarkets will be settled in the fourth quarter of this year. Afterwards, we mainly talked about the current development situation of the industry." Niu Peilu said that the company just entered the office last year and currently has 9 R&D personnel in place. He has participated in multiple surveys in the park before and can always solve problems in a timely manner. In the view of the park manager, concentrating on a distinctive industrial cluster can also provide services more accurately and efficiently match industrial resources.
Zhou Zhili, assistant to the general manager of Chunyi Company, told reporters that the shortage of R&D talents has always been a pain point for the company, and the park service team has integrated the biopharmaceutical industry resources of Lingang Group, helping the enterprise "connect" to the industry chain. Not only does it often share technical exchange opportunities, but it also recommends several R&D talents.
In March of this year, the first industrial cluster work team in Jinshan District, the Medical Equipment Industry Work Team, was established in the park, bringing together relevant leaders from functional departments of the district, Fengjing Town, Fengjing Industrial Zone, Lingang Group, and other relevant departments. Five groups were established, including the Enterprise Introduction Group, Industrial Research Group, Enterprise Service Group, Policy Service Group, and Comprehensive Coordination Group, to collaborate and gather elements around a characteristic industry.
Previously, the focus of industrial park development was "projects", but now the focus has become "industrial research". After the establishment of the work team, weekly learning sessions are organized to learn the latest industry knowledge and excellent cases together. From the perspective of building a characteristic industrial park, the adaptability between products, services, customers, and industries is considered, and three "battle maps" of top enterprises, investment institutions, and scientists are formed. Following the map, investment attraction and precise services are carried out.
Recently, under the leadership of government departments and Lingang Group, the industrial park is preparing to develop a building to create a functional service platform, providing registration, office space, process supervision, etc. for medical device enterprises. It will also provide financing services for high-quality projects through the "fund+base" model, and provide space and resources for incubation, transformation, and transfer of innovative projects. In the future, the park will also carry out the integration of industry and education, providing certain support for enterprises within the industrial cluster to attract talents.
It is worth noting that with the efficient operation of the work team, Jinshan District is also piloting the exploration of enterprise access in the park from an "approval system" to a "filing system", greatly improving the efficiency of enterprise landing from one month to 2-3 days. "She said that this industrial park should not only focus on pharmaceutical equipment, but also extend to biosynthesis and chemical synthesis equipment, whose processes are interconnected.
