Promote the renovation of old housing, benefiting 3500 households

Pengsan Community and the ongoing reconstruction of Pengyi Community are the earliest batch of new worker villages built in Shanghai, where many model workers and outstanding workers were accommodated; But time flies, and the glory of the past has long since ceased to exist. The cramped living environment, shared kitchen and bathroom, and dilapidated houses have been troubling residents living here for over a decade. Jing'an District has innovated the old housing renovation model in Pengsan and Pengyi communities, by demolishing and rebuilding, allowing residents to live in high-rise houses with separate kitchen and bathroom, elevators, and balconies in their original locations.

The renovation of old houses is a good thing for the people, but it is a difficult and systematic project to implement, as it involves the whole body. For example, there are over a hundred types of residential housing for residents, and the renovation needs to increase the living area and use only kitchen and bathroom for the residents. The design plan must balance the benefits of the residents; The renovation of old areas is known as the most difficult task in the world, which lies in doing mass work. However, the renovation of old houses is even more difficult than the renovation, and the interests and family conflicts of residents erupt at this time.

Led by street and neighborhood committee officials, Ren Wei successively tackled the "tough bones" of old housing renovation in Pengsan and Pengyi communities. In 2014, he promoted the construction of public supporting facilities such as elevators, underground parking lots, and elderly canteens in the Pengsan and Pengyi phases of the project; In 2018, in the third and fifth phases of the Peng project, a new record of 100% signing rate and 100% relocation rate was achieved in the renovation of old houses in Shanghai; In 2021, the Pengyi Community project achieved a 99% effective first week signing target and a 100% high relocation and check-out rate, setting a new record for the demolition, reconstruction and renovation of non complete old houses in Shanghai. Nearly 3500 residents living in Pengsan and Pengyi communities have benefited, with a satisfaction rate of almost 100%.

Ren Wei's work philosophy is to work hard for a while and residents will be happy for a lifetime. In Pengyi Community, many residents can call Ren Wei's name because they have had face-to-face communication with him. Ren Wei is 57 years old this year, with dark skin, wearing glasses, and looking like a neighbor uncle. He often carries a vest bag and visits the community without saying hello. He reports to the residents, listens to their suggestions and ideas, and tirelessly helps them solve urgent and difficult problems.

The success or failure of the renovation of the old housing in Pengyi Community depends on whether the design scheme can be recognized by the residents. Because the original housing types in the community were very complex, it caused great difficulty in the design. For a period of time, Ren Wei spent his days squatting on the "old renovation" process, closely monitoring the entire process. On the basis of fully listening to the opinions and suggestions of residents, after nearly a year of revision, over 20 drafts, and more than 40 thematic discussions, Pengyi Community has merged 282 types of housing into 94 types, finally determining the optimal design scheme, laying a solid foundation for the smooth progress of the renovation.

On December 15, 2021, with the demolition of the last building in Pengyi Community, non complete old houses in Pengpu New Village Street were completely eliminated; In the near future, after the renovation of Pengyi Community is completed, residents will move back to new houses.

In 2014, when the Pengpu Night Market was thriving, Pengpu Xincun Street ranked 96th in the central urban area of the "Shanghai City Appearance, Environment and Health Public Satisfaction Evaluation"; Compared to before, in 2022, the street has ranked 25th and entered the "excellent" level, and has also been awarded the title of "Shanghai City Appearance and Environmental Comprehensive Management Demonstration Street Town".

The transformation of street appearance is also closely related to Ren Wei. As the "designer" of Pengpu Xincun Street, for the past 10 years, Ren Wei has been closely monitoring the community environment and painting a beautiful picture of construction.

In December 2013, Ren Wei was appointed as the director of the office in Pengpu Xincun Street. At this time, it is the time to overcome the difficulties in the rectification and crackdown of Pengpu Night Market. In November of that year, the original Zhabei District launched the rectification of Pengpu Night Market, but it did not completely curb the phenomenon of illegal stalls. In the early stages of rectification, many illegal small vendors still refused to leave and engaged in guerrilla warfare with law enforcement personnel. "We had just left the street to patrol, and in less than a quarter of an hour, they came out to set up stalls. Some 'scalpers' also emerged in society, guarding the entrance of the street office. When we saw that our joint law enforcement vehicle was on duty, the' scalpers' called the small vendors and informed them to evacuate as soon as possible." Ren Wei said.

To curb the resurgence, Ren Wei also engaged in guerrilla warfare with the vendors: hiring a third-party team to defend the streets, leaving the vendors with no opportunities to take advantage of; Joint law enforcement vehicles do not use the front door of the office for attendance, but secretly use the back door. For a long time, Ren Wei was busy with other tasks on the street during the day, and often followed him to patrol and deal with unexpected and difficult incidents at night, until late at night. After a year of persistent rectification, the phenomenon of setting up illegal stalls has finally disappeared in Pengpu New Village.

Taking this as an opportunity, Ren Wei seized the great opportunity of promoting the "Two Beauties Construction" in Jing'an District, and successively completed the "old look and new appearance" of after-sales public housing and roads in the jurisdiction.
