On the morning of August 21st, the Municipal Government Information Office held a press conference for the Municipal Government. Chen Jinshan, member of the Standing Committee of the Municipal Party Committee, Secretary of the Party Working Committee of Lingang New Area, and Director of the Management Committee, introduced the achievements of the fourth anniversary development of Lingang New Area and the overall considerations for the next steps. Ruan Qing, Deputy Director of the Municipal Development and Reform Commission, introduced the relevant content of "Several Opinions on Supporting the Deepening and Expanding of Special Economic Functions in the Lingang New Area of China's Pilot Free Trade Zone to Lead High Quality Development".
The reporter learned that the Municipal Party Committee and Government will introduce a new round of support policies, with the main purpose of solving the pain points and blockages encountered in the development process of the Lingang New Area, providing greater resource supply and reform autonomy to the Lingang New Area, and helping it better become a "growth pole" and "power source" for the city's development.
The new round of support policies mainly focuses on three key words: "special", "economic", and "functional", with a total of 29 tasks and measures in 6 aspects.
In terms of strengthening the positioning of special functions in the Lingang New Area, the main support policies include continuing to provide differentiated policy support to the Lingang New Area, improving the dynamic adjustment mechanism for centralized exercise of powers, and innovating support for the Lingang New Area to refer to the management methods of economic special zones.
In terms of creating a more attractive talent development environment, the main support policies include further optimizing the direct household registration policy for college graduates, optimizing and improving the key supporting industries for talent introduction and household registration, and further improving the housing conditions in the Lingang New Area.
In terms of increasing support for fiscal funds, land and other factors, the main measures include further strengthening the financial support for the development of the Lingang New Area, strengthening the overall guarantee of land indicators, and encouraging land conservation, intensive and mixed use. For example, we will continue to support the retention of local income generated within the industry city integration area of the Lingang New Area, while optimizing and improving the fund settlement mechanism. The management committee will formulate its own fund management measures and use them independently.
In terms of promoting the agglomeration and development of cutting-edge industries in scientific and technological innovation, the main support policies include further granting the district level recommendation rights for scientific and technological innovation development to the Lingang New Area Management Committee, promoting innovative applications of intelligent connected vehicles, and supporting the construction of high-energy, low-carbon, and green data centers in the Lingang New Area. For example, granting district level recommendation rights to municipal level technology giant enterprises and academician expert workstations in the Lingang New Area, and supporting the construction of relevant evaluation systems for scientific and technological innovation and development in the Lingang New Area.
In terms of supporting the innovative development of service trade, six supporting policies mainly include accelerating the construction of an international data port, supporting the construction of a cross-border asset management demonstration zone in the Lingang New Area, supporting the establishment of foreign-invested companies in the Lingang New Area, improving the level of high-end shipping services, supporting the innovative development of offshore trade, and improving the technology trade transaction system. For example, exploring systems and standard specifications for data resource trading and circulation, cross-border transmission, security protection, etc., and taking the lead in piloting measures in the Lingang New Area such as intelligent connected vehicles and the Internet of Vehicles, cross-border financial services, etc. to facilitate cross-border flow of data in accordance with the law.
In terms of enhancing urban service functions, it mainly includes supporting the high-quality development of education in Lingang New Area, piloting high-level education opening up to the outside world, further strengthening the allocation of medical resources, supporting Lingang New Area to take the lead in promoting the pilot of the architect responsibility system, supporting the construction of low-carbon cities in Lingang New Area, accelerating the improvement of the external rapid transportation system, optimizing the differentiated charging policy for major external channels, and entrusting the Lingang New Area Management Committee to exercise the approval power for sea area use. For example, supporting the construction of high-level basic education schools based on new education and teaching models in the Lingang New Area, as well as Sino foreign cooperative applied science and technology universities and high-quality private kindergartens, to meet the diverse and personalized needs of various talents for education.
