Why could it become a "secret weapon" for the CCP to take over Shanghai in 1949?, This survey information is about residential areas | construction | survey
"At present, the detailed planning of residential areas has insufficient breadth and depth, which cannot meet the needs of preparing residential and public buildings, as well as infrastructure plans and preliminary designs. Especially, the" pancake stalls "in residential areas have brought great difficulties to the planning and construction of municipal engineering... Today's residents of Tianlin Street may find it difficult to imagine that this passage describes Tianlin New Village - one of the twelve residential areas developed and constructed in Shanghai on the outskirts of the city in 1980.".
After the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, Shanghai built a total of 16.18 million square meters of residential buildings in five years, which is close to the total number of residential construction in the 29 years before the Third Plenary Session, and the results have been significant. However, there are significant opinions on the economic, social, and environmental benefits of residential construction from various aspects. In February 1984, the Standing Committee of the Shanghai Municipal People's Congress decided to adopt the method of "dissecting sparrows" to investigate and study the planning and construction of Tianlin New Village.
After investigation, it was found that there is a serious disconnect between municipal infrastructure construction and residential construction in the residential area, and public buildings have not been constructed synchronously with residential buildings. In response to this, the investigation report proposes three opinions: to do a good job in the planning and design of residential areas, to prioritize municipal infrastructure issues, and to further reform the housing construction plan and management system, in order to promote Shanghai's housing construction and effectively accelerate the construction speed while improving economic benefits.
This yellowed research report is now lying quietly in the display cabinet of the new Shanghai Archives. Yesterday, on the occasion of the 16th International Archives Day, a series of promotional activities for the 2023 Shanghai International Archives Day were launched at the new building of the Municipal Archives.
Along with the Tianlin New Village research report, dozens of precious documents documenting Shanghai's urban construction and development were also made public for the first time. The latest achievement in digital transformation of archives, jointly presented by the Liberation Daily, Shangguan News, and Huangpu District Archives, was designed and developed by the Municipal Archives over a year ago. The "Follow Archives to View Shanghai" digital humanities platform has also been officially launched and put into operation.

Investigation and Research on the Inheritance of Precious Documents and Excellent Traditions
At the launch ceremony, Xu Weiwan, Director of the Municipal Archives Bureau and Director of the Municipal Archives, released a batch of precious archives collected by the Municipal Archives and the archives of Changning, Hongkou, Jing'an and other districts to the public. These archives not only reflect that the CPC has always attached importance to investigation and research, and regarded investigation and research as the "family heirloom" as an important evidence of "the basis of planning and the way to success", but also record that Shanghai has always adhered to the people's city concept in the process of construction and development. More than a hundred archives have been released, some of which are for the first time, and will be displayed to the public in the new activity hall of the Municipal Archives on International Archives Day.

In the display area, an old 32 page booklet caught the attention of many viewers. Originally, this is a set of "Shanghai Investigation Data" that was born in March 1949. Qiu Zhiren, a staff member of the Sorting and Cataloging Department of the Municipal Archives, said that the CPC had done a lot of detailed and in-depth research to liberate, stabilize and build Shanghai. For example, at that time, the Social Department of the East China Bureau organized and printed 31 volumes of "Shanghai Investigation Materials" under the name of the "Jiangnan Issue Research Association", covering information on Shanghai government agencies, official enterprises, hospitals, public utilities, financial institutions, religious groups, industrial and commercial groups, and other aspects. The industrial survey objects in the "Shanghai Survey Data" not only include industrial enterprises in Shanghai under the Ministry of Economic Affairs and the Resources Committee of the Nanjing Nationalist Government after the war, but also involve the operating conditions of industrial enterprises in Shanghai under the Central Trust Bureau, Ministry of Agriculture and Forestry, Ministry of Transportation, Ministry of Health, and the Committee for the Preservation of Aftermath Services. "These survey data have made important contributions to the smooth transition of the old Shanghai in a short period of time and its transformation into a stable, peaceful, vibrant and dynamic new Shanghai."
Among the rare archives released this time, there are also 17 that reflect Shanghai's response to the central call and in-depth investigation and research in 1961, covering various aspects such as industrial production, urban construction, commercial operation, product quality, prices, medical and health, news and publicity. One of the investigation and research reports on the integration of traditional Chinese and Western medicine by the Municipal Health Bureau is particularly rich in content.

In April 1961, the Education and Health Work Department of the Municipal Party Committee formed a Traditional Chinese Medicine Investigation Working Group, which lasted for one and a half months. The group adopted a combination of symposium and on-site visits, starting from two aspects: learning traditional Chinese medicine in Western medicine and integrating traditional Chinese and Western medicine. They held 17 symposium sessions, visited two locations: the Second Medical College and the Sixth Hospital, and had contact with nearly 100 Chinese and Western physicians, professors, nurses, and leading cadres. Finally, three special reports were formed.
The report points out that the comprehensive therapy of combining traditional Chinese and Western medicine has been widely applied in clinical practice, with a preliminary statistics of more than 100 diseases treated. Among them, there are more than ten diseases with significantly improved effects, such as advanced schistosomiasis, hypertension, asthma, ulcer disease, orthopedic diseases, and acute abdominal diseases such as acute appendicitis, biliary roundworms, and intestinal obstruction. Some can now avoid surgery, shorten the course of treatment, and reduce patient pain. Overall, the integration of traditional Chinese and Western medicine has improved the quality of medical care and has been praised by a large number of patients.
"These files related to investigation and research provide a good reference for our current research." Qiu Zhiren sighed.
Enable more citizens to experience the charm of archives up close
On the day of the event, the Municipal Archives also launched the "Follow Archives to View Shanghai" digital humanities platform. This platform is a national level archival research project that comprehensively utilizes technologies such as artificial intelligence, human-computer interaction, knowledge graph, and database. It integrates archival knowledge graph with spatiotemporal geographic information system, streaming media story system, etc., creating a unique Shanghai style archival culture dissemination and archival query platform. The public can use platforms such as PC and mobile phones to read and learn about the history of Shanghai's urban development, providing a vivid and intuitive understanding.
