The survey data on the implementation of the "14th Five Year Plan" in Yangpu District attracted the attention of many representatives and also sparked discussions on talent attraction and retention in the digital economy era.
Zhang Lijun, a representative of the Municipal People's Congress and Vice President of Tencent Group, believes that Shanghai still needs to improve in key areas of digital economy development, and urgently needs to cultivate leading enterprises and focus on introducing high-precision and cutting-edge talents in key digital fields. In his view, the drainage of talents in the digital field should pay special attention to two groups: one is the top international scientists. Driven by the innovation of top talents, startups may have the opportunity to grow into leading enterprises worth billions. One is college graduates, "This is Shanghai's advantage, but the high housing and living costs may constrain the flow of digital talent."

"With the continuous integration of business processes and the continuous improvement of urban transportation data core infrastructure, the construction of digital bases has strong support value for user profile generation, scene application innovation, algorithm model training, etc. However, the upward decision-making support ability and downward base layer empowerment value of digital bases need to be enhanced." Some representatives also mentioned that the current urban digital governance scene is showing a colorful and diverse situation, especially in the fields of culture and tourism, education, transportation, medical care, elderly care and other livelihood fields, where unique application scenarios stand out. However, various departments and streets have established digital scenes and information systems, presenting phenomena such as "data silos". Digital infrastructure and computing resources have redundant construction and waste, and it is necessary to build a full process management architecture and work system for digital governance scenes, integrate governance scenes, and form unified standards.
