We need to thoroughly and meticulously investigate hidden dangers and risks, ensuring that there are no blind spots in risk investigation, no room for hidden danger rectification, and no gaps in control measures. We must resolutely prevent small hidden dangers and problems from evolving into large risks and accidents. To effectively and systematically improve governance efficiency, strengthen departmental joint law enforcement, strengthen digital empowerment support, and make every effort to crack down on illegal and irregular behaviors in the field of safety production, continuously improving the efficiency of urban operation management and emergency response.
The meeting agreed in principle to the Shanghai Clean Air Action Plan and pointed out that the first two rounds of clean air action plans in our city have achieved outstanding results. We must have a clear understanding of the arduous and long-term nature of comprehensive air pollution control, and take greater efforts and more practical measures to resolutely win the battle for blue sky defense. We need to concentrate our efforts on solving prominent contradictions, focusing on key indicators and issues, accelerating the filling of structural shortcomings, deepening social non-point source governance and cooperation in ecological environment protection in the Yangtze River Delta. We need to scientifically plan for future transformation and development, comprehensively, completely, and accurately implement the new development concept, further leverage the driving force of ecological environment protection, accelerate the green and low-carbon transformation and digital empowerment, and strive to reduce pollutants and carbon emissions from the source.
The meeting agreed in principle to the Action Plan for Promoting Innovation and Development of the Data Element Industry Based on the New Track of the Digital Economy, and pointed out the need to actively track the development trend of the digital economy and promote high-quality development of the data element industry. To improve efficiency, we will make every effort to create a new highland for industrial development, and continue to make efforts in product supply, scenario application, and digital commerce development. We need to empower and vigorously promote public data sharing and governance. The top priority is to accelerate the release of data dividends, improve classification guidelines, and encourage enterprises to participate in open applications; We need to leverage technologies such as blockchain to improve the circulation mechanism of industry data resources. To increase potential, continuously optimize the industrial development environment, standardize international economic and trade rules, strengthen the construction of data standards, deepen data classification and management, and improve personal information protection mechanisms.
