On the afternoon of July 31st, the Standing Committee meetings of the People's Congress of Changning District and Songjiang District were held respectively, and it was decided to appoint Hou Jijun as the Deputy and Acting District Mayor of Changning District People's Government, appoint Wang Jing as the Deputy District Mayor of Songjiang District People's Government, and appoint him as the Acting District Mayor of Songjiang District People's Government.
Recently, Yangpu, Fengxian and other districts have also held People's Congresses and elected district chiefs. As a result, the top leaders of the 16 districts in Shanghai have been in place.
Appointment of Acting District Magistrates in Changning and Songjiang
According to public information, Hou Jijun, the newly appointed acting district chief of Changning District, was born in October 1971. His hometown is Pingliang, Gansu Province. He is a full-time university student with a Bachelor's degree in Engineering, an in-service graduate student, and a Master's degree in Management. He has served as the Deputy Secretary of the Party Committee, Secretary of the Discipline Inspection Commission, Chairman of the Trade Union, and Chairman of the Supervisory Board of the Shanghai Institute of Mechanical and Electrical Engineering. He has also served as the Vice Chairman of the Trade Union of the Shanghai Space Administration, Director of the Office of the Shanghai Space Administration, Vice Chairman of the Municipal Federation of Trade Unions, Standing Committee Member and Deputy Mayor of the Chongming District Committee, and Deputy Secretary of the Chongming District Committee.
In July 2019, Hou Jijun was appointed as the Deputy Secretary of the Municipal Party Committee for Science and Technology Work. In December of that year, he was appointed as the Commander in Chief of the Shanghai Front Command for Supporting Xinjiang Work. From January 2022 to May of this year, he served as the Director of the Shanghai Office in Xinjiang.
Wang Jing, who was appointed as the acting district chief of Songjiang District, is a female cadre. She was born in November 1970 and is of the Tujia ethnic group. Her hometown is Baojing, Hunan. She is a full-time university student with a Bachelor's degree in Engineering, an in-service master's student, and a Master's degree in Economics.
Wang Jing has served as the Director of the Industrial Development Department of the Municipal Development and Reform Commission, Deputy Director of the China Free Trade Zone Management Committee, Deputy District Chief of Pudong New Area, full-time Deputy Director of the Shanghai Promotion of Science and Technology Innovation Center Construction Office, Deputy Director of the Zhangjiang High tech Industrial Development Zone Management Committee, President and Deputy Secretary of the Party Committee of Shanghai Huahong Co., Ltd.
Yangpu and Fengxian elect new district chiefs
Yangpu and Fengxian districts have also recently completed the election of district chiefs.
On July 28th, the fourth session of the 17th People's Congress of Yangpu District, Shanghai, concluded. The congress elected Zhou Haiying as the district mayor of Yangpu District People's Government.
According to public information, Zhou Haiying was born in October 1971 in Huai'an, Jiangsu Province. He is a full-time master's student with a master's degree in engineering. He once served as the Deputy Secretary of the Party Working Committee and the Director of the Sub district Office of Yu Garden Community in Huangpu District, the Secretary of the Party Committee and the Secretary of the Discipline Inspection Commission of Shanghai New Huangpu Co., Ltd., the Secretary of the Party Committee and the Chairman of the Board of Shanghai Bund Investment and Development Co., Ltd., the Deputy District Head of Jing'an District, the Standing Committee Member and Deputy District Head of Jing'an District, the Standing Committee Member and Deputy District Head of Yangpu District. In November 2021, Zhou Haiying was appointed as the Deputy Secretary of the Yangpu District Committee, and in May of this year, he was appointed as the Deputy District Chief and Acting District Chief.
On July 21st, the Fourth Session of the Sixth People's Congress of Fengxian District elected Wang Yiqun as the District Mayor of the District People's Government. Wang Yiqun was born in January 1974, native to Taixing, Jiangsu. He is a full-time graduate student with a master's degree in engineering and a professor level senior engineer. He has served as the Executive Vice General Manager, General Manager, and Chairman of Shanghai Metro Line 7 Development Co., Ltd., General Manager of Shanghai Metro Shensong Line Development Co., Ltd., and Director of the Organization and Human Resources Department of Shentong Metro Group Co., Ltd.
In January 2017, Wang Yiqun was appointed as the Deputy District Chief of Baoshan District, and later as a member of the Standing Committee and Deputy District Chief of the District Committee. In September 2021, he was appointed as the Deputy Secretary of the Jing'an District Committee, and in May of this year, he was appointed as the Deputy Secretary of the Fengxian District Committee, as well as the Party Secretary, Deputy District Chief, and Acting District Chief of the District Government.
Three district chiefs are born in the 75th generation
At present, the top leaders of the government in 16 districts of Shanghai are all born in the 1960s, with 12 born in the 1970s and 3 born in the 1970s.
These three people are Yang Xiaojing, the mayor of Qingpu District, born in March 1977, Lv Ming, the mayor of Hongkou District, born in April 1976, and Xiao Wengao, the mayor of Putuo District, born in July 1975. The youngest among them is Yang Xiaojing. She has served as a cadre, secretary, assistant prosecutor, deputy director of the Political Department, deputy chief clerk, chief clerk, and deputy director of the Office of the Organization Department of the Municipal Party Committee, deputy director and director of the News and Network Propaganda Department of the Organization Department of the Municipal Party Committee, director of the Research Office of the Organization Department of the Municipal Party Committee, director of the Organization Department of the Municipal Party Committee, and member of the Organization Department of the Municipal Party Committee. Among the 16 district chiefs and acting district chiefs, there are 3 women. In addition to Wang Jing and Yang Xiaojing, there is also Gao Xiang, the district chief of Jiading. There are also three ethnic minorities, namely Zhong Xiaoyong, the district chief of Xuhui for the She ethnic group, Xiao Wengao, the district chief of Putuo for the Yi ethnic group, and Wang Jing, the acting district chief of Songjiang for the Tujia ethnic group.
Among the top leaders of these district governments, the longest serving one is currently Hang Yingwei, the mayor of Pudong New Area. He was appointed as the mayor of Pudong New Area in January 2017 and the deputy secretary-general of Shanghai Municipal Government in April. In addition, he also serves as the executive deputy director of the China Free Trade Zone Management Committee, the deputy director of the Shanghai International Tourism Resort Management Committee, and the party secretary and executive deputy director of the Shanghai Science and Technology Innovation Center Construction Office.
