After conducting research, Chen Jiang, a member of the Municipal Committee of the Chinese People's Political Consultative Conference, found that there are more than 40000 residential elevators in Shanghai with a elevator age of over 15 years, accounting for 56% of the city's residential elevators. However, high-rise residential buildings with a building age of over 15 years, especially those over 20 years, have generally encountered various problems with elevators, and the proportion of elevators that need maintenance is relatively high. Many elevators often malfunction during peak hours, seriously affecting the normal life and safety of residents.
"The main obstacle to replacing elevators at present is that many residential areas have not yet formed or carried out their work normally due to various historical reasons, and the procedures for extracting and using maintenance funds are relatively complex, with a long approval time." Chen Jiang suggested that relevant departments should actively investigate the condition of elevators in high-rise residential buildings for more than 15 years, especially for residents who have reported multiple times. The safety and effectiveness of elevator maintenance should be evaluated as soon as possible. If there are indeed safety hazards or maintenance is already very difficult, which seriously affects residents' lives, elevator maintenance or replacement plans should be proposed as soon as possible.

The Municipal Administration for Market Regulation stated that currently, safety technical specifications and standards do not specify the mandatory scrapping period for elevator machines. Safety assessments are usually used to comprehensively evaluate the safe operation of equipment and provide technical basis for the renewal, renovation, and repair of old elevators. The newly revised Shanghai Elevator Safety Management Measures stipulate that if an elevator reaches its designed service life or number of times and needs to continue to be used, a safety assessment should be conducted. In 2023, safety assessments will be conducted on 2344 old residential elevators in the city.
The Municipal Housing Management Bureau stated that from 2015 to 2022, a total of 16595 safety assessments of old residential elevators were completed in the city, and the conclusions of the safety assessments were aligned. From 2015 to 2022, a total of 5862 hidden danger elevators were repaired, renovated, and updated in the city. Collaborating with the special equipment safety supervision department, we will roll out the safety assessment of old residential elevators that have been in use for 15 years, equip 40000 residential elevators with remote safety monitoring devices, promote the repair and renovation of hidden danger elevators, and include them in the three-year action plan for deepening the construction of a "beautiful home" in the new era in this city.
