Today, the fourth meeting of the 16th Standing Committee of the Municipal People's Congress reviewed the report by Gu Junzuo, Director of the Municipal Development and Reform Commission, on the implementation of the Shanghai National Economic and Social Development Plan for the first half of 2023.
The report points out that in the first half of the year, the city's economy maintained a recovery growth trend, with a stable start in the first quarter of economic operation, rapid year-on-year growth in major indicators in the second quarter, steady progress in high-quality development, gradual improvement in market expectations, and continuous strengthening of people's livelihood guarantees. In the first half of the year, the city's GDP was 2139.02 billion yuan, a year-on-year increase of 9.7%, laying a solid foundation for achieving the expected annual economic growth target of over 5.5%.
"The economy continues to recover, with both total output and benefits increasing simultaneously." Gu Jun said that in the first half of the year, the growth of major indicators was better than that of the whole country, and major industries achieved rapid growth. The financial and tax revenue has significantly rebounded. In the first half of the year, the total revenue of the general public budget in Shanghai was 107.02 billion yuan, a year-on-year increase of 1.1%. In the first half of the year, the general public budget revenue at the municipal and district levels increased by 34% and 13% respectively. Revenue in 15 districts has increased, with three districts including Putuo, Minhang, and Jiading experiencing a growth of over 20%.
The report shows that the recovery of consumption has shown structural highlights. In the first half of the year, the total retail sales of consumer goods in the city increased by 23.5% year-on-year. The consumer market presents a structural characteristic of "better passenger flow in commercial districts than sales revenue, and faster service consumption than commodity consumption". Except for international flights, passenger traffic has returned to normal, with railway passenger volume and airport passenger throughput increasing by 2.9 times year-on-year in the first half of the year. Key commercial districts, tourist attractions, and other areas have seen a comprehensive recovery in traffic, with a strong recovery in cultural and tourism consumption. In June, the occupancy rate of hotel rooms increased to 65%, and the transaction volume of service-oriented online shopping in the first half of the year increased by 53.4% year-on-year.
The report also mentioned key issues that need to be paid attention to in economic and social development, such as a more complex and severe external environment, slower than expected recovery in some industries, and greater pressure on transformation and upgrading of some key industries.
Gu Jun said that in the second half of the year, he will make every effort to strengthen the implementation of the policy of stabilizing growth and adjusting the structure; make every effort to promote the implementation of major national strategies, make every effort to build a leading area in Pudong, accelerate the development of higher-quality integration in the Yangtze River Delta, and deepen the construction of the free trade pilot zone and the new port area; make every effort to expand investment and consumption, accelerate the construction of major projects, and increase industrial investment, accelerate the cultivation of new kinetic energy for foreign trade development; make every effort to optimize enterprise services and business environment. Accurately customize the "service packages" of key enterprises, accelerate the cultivation of a number of leading enterprises and high-growth enterprises, support the healthy development of private enterprises, and continue to optimize the business environment; do our best to benefit the people, prevent risks and ensure safety.
