From June 5th to 6th, the 2023 Yangtze River Delta Major Leaders Symposium was held in Hefei, Anhui Province. Chen Jining, Secretary of the Shanghai Municipal Party Committee, and Gong Zheng, Deputy Secretary and Mayor of the Shanghai Municipal Party Committee; Secretary of the Jiangsu Provincial Party Committee, Nobunaga Xing, and Deputy Secretary and Governor of the Jiangsu Provincial Party Committee, Xu Kunlin; Yi Lianhong, Secretary of the Zhejiang Provincial Party Committee, and Wang Hao, Deputy Secretary of the Zhejiang Provincial Party Committee and Governor; Han Jun, Secretary of the Anhui Provincial Party Committee, and Wang Qingxian, Deputy Secretary of the Anhui Provincial Party Committee and Governor, attended the meeting. Officials from the National Development and Reform Commission were invited to attend the meeting.

The meeting conscientiously studied and implemented the spirit of the 20th CPC National Congress, thoroughly studied and implemented the spirit of General Secretary Xi Jinping's important directive on promoting the development of integration in the Yangtze River Delta, with the theme of "join hands with high-quality integration and forge ahead with Chinese-style modernization" as the theme. Make an in-depth analysis of the new missions and tasks facing the development of the integration of the Yangtze River Delta in the new era, and deliberate and adopt in principle the 2023 work Plan for the Development of Regional Integration of the Yangtze River Delta. The focus is on high-level scientific and technological self-reliance, speeding up the construction of a modern industrial system, promoting a high level of opening up to the outside world, deeply implementing the concept of green development, unswervingly improving people's livelihood and well-being, promoting coordinated regional development, strengthening the integration of institutional reform and innovation, perfecting the multi-level and multi-field promotion mechanism and other aspects to conduct in-depth discussions, clarifying a number of major issues for the higher-quality integrated development of the Yangtze River Delta.

The meeting pointed out that promoting the integrated development of the Yangtze River Delta is a major national strategy personally planned, deployed, and promoted by General Secretary Xi Jinping. Under the strong leadership of the CPC Central Committee, the three provinces and one city persist in taking Xi Jinping's thought of socialism with Chinese characteristics in the new era as the guidance, pay close attention to the two keys of "integration" and "high quality", and focus on the strategic orientation of "one pole, three districts and one highland". The leading edge of Shanghai is strong, the advantages of Jiangsu, Zhejiang and Anhui can be brought into full play, they have the courage to explore the way to take the lead in forming a new development pattern, and be a vanguard in science and technology and industrial innovation. The meeting emphasized that 2023 is the beginning year for fully implementing the spirit of the 20th National Congress of the Communist Party of China, and also a crucial year for carrying forward the implementation of the 14th Five Year Plan.

The meeting pointed out that we must adhere to high-level technological self-reliance and self-improvement, work together to build a world-class scientific center, and jointly build a highland for technological innovation. Jointly building a community of scientific and technological innovation in the Yangtze River Delta, promoting the "two hearts co creation" of Shanghai Zhangjiang and Hefei Comprehensive National Science Centers, jointly building a high-level national laboratory system, and promoting the co construction and sharing of the Yangtze River Delta large scientific device cluster. Focus on the fields of integrated circuits, biomedicine, artificial intelligence, etc., and promote the implementation of joint research and development projects. High level construction of the Yangtze River Delta National Technology Innovation Center and exploration of pilot reforms in the international science and technology open innovation ecosystem. Accelerate the construction of the G60 Science and Technology Innovation Corridor in the Yangtze River Delta and the Shanghai Nanjing Industrial Innovation Belt, and build the Yangtze River Delta National Science and Technology Achievement Transfer and Transformation Demonstration Zone Alliance.

The meeting pointed out the need to accelerate the construction of a modern industrial system supported by the real economy, work together to build emerging industry clusters, maintain the resilience and stability of the industrial and supply chains. We will make every effort to build world-class industrial clusters for new energy vehicles and intelligent connected vehicles, strengthen national strategic emerging industrial clusters, and plan to build a quantum communication intercity trunk network in the Yangtze River Delta region. Accelerate the construction of the digital Yangtze River Delta, coordinate the construction of cross provincial interconnection backbone network, and optimize and improve the Yangtze River Delta industrial Internet platform system. We will continue to implement the action of supplementing, fixing, and strengthening the industrial chain in the Yangtze River Delta region, actively leverage the role of the Yangtze River Delta Entrepreneur Alliance and the Industrial Chain Alliance, and strengthen cross regional supply and demand cooperation in the industrial chain.

The meeting pointed out the need to promote high-level opening up to the outside world, work together to enhance global high-end resource allocation capabilities, and build major open platforms. Promote the construction of the Hongqiao International Open Hub, deepen the coordinated development of the three provinces and one city free trade pilot zone, improve the quality and efficiency of the operation of the China Europe freight train, jointly carry out "overseas investment promotion" and domestic and foreign investment promotion activities, and jointly organize major exhibitions such as the China International Import Expo and the World Manufacturing Conference. Jointly build the Yangtze River Delta on the track, accelerate the opening of inter provincial highways to be connected, promote the construction of the Yangtze River Delta on water, advance the construction of world-class airport clusters and port clusters, jointly establish a list of major cross regional transportation projects, and promote intelligent cross regional transportation networking.

The meeting pointed out the need to deeply practice the concept of green development, work together to promote ecological and environmental protection and governance, and accelerate the green transformation of development methods. To jointly enhance regional energy mutual aid capabilities, increase inter provincial regional exchange efforts, actively promote relevant ultra-high voltage projects, accelerate the construction of pumped storage power stations, wind and solar power and other major projects, and jointly build a green energy guarantee system. We will continue to consolidate the achievements of the 10-year ban on fishing in the Yangtze River and promote a new round of comprehensive treatment of the water environment in the the Taihu Lake Lake basin. Improve the sharing of environmental quality monitoring data in areas such as regional atmosphere and water, and implement the joint meeting system for regional solid waste and hazardous waste prevention and control. Compile and complete the construction plan for the Xin'an River Qiandao Lake ecological protection compensation model area, explore the establishment of a regional emission trading pilot mechanism, and improve the emergency linkage mechanism for sudden environmental events.

The meeting pointed out that we must firmly promote people's well-being, work together to improve the level of public service security, and gradually achieve common prosperity. Improve the collaborative development mechanism of medical insurance in the Yangtze River Delta, deepen regional human resource cooperation, and promote the construction of emergency response systems for major emergencies such as public health. Promote interactive exchanges in basic education, promote comprehensive cooperation and collaborative innovation among universities and institutions in the Yangtze River Delta region. Promote the sharing of high-quality medical resources and jointly build national regional medical centers. Accelerate the construction of ecological green health and wellness bases in the Yangtze River Delta, carry out integrated pilot projects in the evaluation of elderly care institutions, recognition of occupational skills in elderly care, and long-distance settlement of long-term care insurance, support the chain and scale development of elderly care service enterprises, and encourage the promotion of long-distance elderly care, migratory bird style elderly care, recuperation style elderly care, and pastoral elderly care models in the Yangtze River Delta region. Collaborate to build natural ecological and cultural tourism corridors, and jointly create high-quality international cultural and tourism routes in the Yangtze River Delta. To jointly host the Hangzhou Asian Games and promote the integrated development of culture, tourism, and sports.

The meeting pointed out the need to promote coordinated regional development, work together to enhance the high-quality development momentum of underdeveloped regions, and enhance the balance and coordination of regional development. Promote the construction of the Yangtze River Delta Ecological Green Integration Development Demonstration Zone to improve quality and efficiency. Jointly building a world-class urban agglomeration in the Yangtze River Delta. We have made significant progress in promoting paired cooperation between Shanghai, Jiangsu, and Zhejiang cities to assist cities in northern Anhui. We have deepened the cooperation between Shanghai and the revolutionary old areas of Lu'an City in Anhui Province, implemented the Zhejiang "Mountain Sea Cooperation" project, paired assistance between northern and southern Jiangsu, and co construction of industrial parks. We are actively exploring new paths for complementary cooperation between developed and underdeveloped regions in the province. Deepen the coordinated development of adjacent regions between provinces, promote cross regional park cooperation, accelerate the construction of the Anhui North Industrial Transfer Agglomeration Zone, Jiangsu Anhui Cooperation Demonstration Zone, Lianyungang National East West Regional Cooperation Demonstration Zone, Huzhou Integration with Shanghai Innovation Cooperation Zone, and jointly build the "One Region, Six Counties" Industrial Cooperation Zone.

The meeting pointed out the need to strengthen the integration of institutional reform and innovation, work together to create an international first-class business environment, and serve the construction of a unified national market. Promote the integration of administrative law enforcement, consumer rights protection, and quality foundation in the Yangtze River Delta, and build a national unified market pilot zone. Continuously promote the integration of port clearance in the Yangtze River Delta, deepen the cooperation and co construction of the "single window" of international trade in the Yangtze River Delta, and enhance the facilitation level of cross-border trade in the Yangtze River Delta. Expand demonstration application scenarios for benefiting enterprises and facilitating the people, and promote efficient cross provincial operations. Improve the level of financial services for the real economy, encourage banking institutions in the Yangtze River Delta to implement cross regional collaborative credit, accelerate the construction of science and technology innovation financial reform pilot zones, and focus on improving the service system of financial support for collaborative innovation in the Yangtze River Delta.

The meeting emphasized the need to improve and perfect the multi-level and multi field promotion mechanism, work together to enhance cooperation levels, and consolidate the joint efforts of integrated development. Strengthen the promotion efforts of the Party committee and government, fully leverage the role of the People's Congress and Political Consultative Conference of the three provinces and one city, strengthen the coordination of local legislation and democratic supervision, and actively carry out joint research. Deepen and improve the cooperation mechanism of "linkage between upper and lower levels, three-level operation, integration of unified and decentralized operations, and each person assuming their own responsibilities". Establish a sound cadre exchange mechanism that is compatible with the integrated development of the Yangtze River Delta, and carry out cadre and talent exchanges at higher levels and on a larger scale.

During the conference, leaders from three provinces and one city in the Yangtze River Delta visited the National Laboratory, Benyuan Quantum Company, and Zhong'an Chuanggu International Roadshow Hall for exhibition. At the same time, a joint meeting on cooperation and development in the Yangtze River Delta region, a symposium with the Secretary General of the Party Committee and Government, and a symposium with the Director of the Party Committee and Government Research Office were also held in parallel, and the fifth high-level forum on integrated development in the Yangtze River Delta was held. After successfully completing the agenda of the main leadership symposium in the Yangtze River Delta, three provinces and one city held a press conference on the achievements.
