Gong Zheng pointed out that in the first half of this year, various work related to safety production in our city was vigorously and orderly promoted, and no major safety accidents occurred. However, it is important to be aware that the safety production situation in our city is still severe and complex, with high pressure on prevention and control in key areas and numerous risk and hidden danger factors. We must put prevention and resolution of major security risks in a more prominent position, cooperate with the law enforcement and inspection work of the Standing Committee of the National People's Congress and the Standing Committee of the Municipal People's Congress, and continue to promote the special rectification action of major accident hazards to achieve greater results.
Gong Zheng pointed out that currently, the special rectification action for major accident hazards is being carried out in depth, and continuous efforts should be made to truly achieve the goal of improving the situation and ensuring safety in a normal and long-term manner. Efforts should be made to consolidate responsibilities, closely monitor the main responsible persons of the enterprise, various regulatory departments at all levels, and major party and government officials at all levels, and effectively fulfill their responsibilities related to safety production. We need to make greater efforts in investigating and rectifying key industries and new formats and fields, and carry out comprehensive inspections to determine the bottom line of hidden dangers; We will take measures such as on-site supervision, joint inspections, and expert consultations to address safety hazards, and each household will be screened to effectively block loopholes; We must draw lessons from the issues pointed out by the inspection team of the State Council Work Safety Commission, strictly supervise them, and never repeatedly fall back on the same issues. We need to make greater efforts in tackling key challenges, with the top priority being to promote urban gas safety improvement. We will focus on strengthening full chain safety supervision at the production, user, management, and law enforcement ends, and promote the transformation of gas safety management towards proactive prevention.
Gong Zheng pointed out that it is necessary to address both the symptoms and root causes and continuously improve the level of intrinsic safety. Establish a sound long-term mechanism, strengthen supervision and assessment, institutional construction, and social governance, based on fundamentally eliminating accident hazards and solving problems, effectively improving the quality of risk hazard investigation and rectification, and enhancing the strong willingness and ability to discover and solve problems. It is currently the main flood season, and the situation of flood and typhoon prevention is severe, which cannot be taken lightly. We need to strengthen forecasting and early warning, strengthen hidden danger rectification, strengthen emergency response, and ensure the safety of the city during the flood season. We need to strengthen emergency duty, closely monitor risk and hidden danger points, crowded areas, and traffic congestion points, implement detailed prevention and monitoring measures, and ensure rapid response, proper response, and efficient disposal.
