On July 20, 2023, the Shanghai University Student Volunteer Service Western Plan Volunteer Expedition Ceremony was held at the School of Medicine of Shanghai Jiao Tong University, where volunteers took a collective oath to help others, serve society, practice the spirit of volunteerism, and promote advanced culture to the best of their abilities and without compensation.
It is reported that the 2023 Western Plan work was launched in April, with 1262 fresh graduates and current graduate students from 54 universities in the city actively applying. Finally, 148 volunteers were selected and will go to grassroots areas in the central and western regions to carry out volunteer service work for 1-3 years. At the same time, 143 graduate volunteer teaching groups from 11 universities in this city will also go to various teaching sites to carry out a one-year teaching service work.

This year marks the 20th year of the "Shanghai University Student Volunteer Service Western Plan" project and the 25th year of the "Graduate Teaching Support Team" and "Shanghai Youth Volunteers Assisting Rural Revitalization in Yunnan Volunteer Service Relay Plan" projects. Since the implementation of the project, Shanghai has dispatched a total of 4844 volunteers for the Western Plan and Graduate Teaching Support Team, including 3187 volunteers for the Western Plan and 1657 volunteers for the Graduate Teaching Support Team. This year, the number of service destinations planned for the western part of Shanghai has also increased from 6 to 10, including Inner Mongolia Autonomous Region, Chongqing, Sichuan Province, Guizhou Province, Yunnan Province, Xizang Autonomous Region, Ningxia Hui Autonomous Region, Xinjiang Uygur Autonomous Region, Xinjiang Production and Construction Corps and Heilongjiang Province.
"Volunteer service work is not just physical labor, it should not be superficial, and one should be down-to-earth and fully prepared." At the expedition ceremony, Wang Yilin, the leader of the 25th Graduate Teaching Support Team of Tongji University, introduced that in order to bring high-quality classroom education and extracurricular activities to the children in the service area, he and his friends conscientiously completed all pre job training work. They walked into the New Jiangwan City Experimental School affiliated with Tongji University and had a month of close contact with the children. Through designing their own lesson plans, teaching courses, and managing classes, they worked hard to grow into qualified volunteer teachers.

At the expedition ceremony, the Shanghai Youth Volunteer Assistance for Rural Revitalization Public Welfare Platform was also released, which is a multifunctional platform that integrates project release, public welfare crowdfunding, and project management. In the past, volunteers not only did their job well, but also explored some public welfare projects and received support from social forces and assistance from university project offices. Volunteers can now log in to the platform and upload public welfare projects for application, release, and crowdfunding, ensuring the transparency of the projects.
