The meeting agreed in principle on the Guiding Opinions on Further Measures for Stopping Classes, Stopping Work, Stopping Operations, Stopping Navigation, Stopping Parks, and Stopping Business during Extreme Disasters in the City, and pointed out that Shanghai is located near the river and sea, and is highly susceptible to extreme weather effects. It is necessary to maintain a clear mind, strengthen top-level design, adhere to bottom line thinking, focus on institutionalized construction, place the safety of people's lives and property in the most prominent position, and resolutely build a "copper wall and iron wall" for urban safety. We need to strengthen the construction of monitoring and early warning systems, fully leverage the role of technology empowerment, further improve the accuracy and precision of extreme weather forecasting, timely and accurately push forecast information and disaster warnings, and continuously strengthen monitoring, early warning, evaluation, and disposal. We need to strengthen the implementation of the hidden danger investigation system. Each district and department should focus on key areas and industries, conduct rolling risk investigations, and dynamically cancel accounts one by one to ensure that no blind spots or blind spots are left. To promote the improvement of emergency response capabilities, extreme high temperature weather and the main flood season are approaching.
